The City Commission of the City of Sanford, Florida, met in regular session at the City
Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. July 26, 1954.

Meeting called to order by the Chairman.
The meeting was then opened with "Prayer# by Rev. C. W. Marshall.
Messrs. Robert J. Bauman, Forreet Breckenridge, John D. Ivey, Clifford W. McKlbbin, Jr.,
together with Andrew Carraway as spokesman, appeared on behalf of Sanford Terminal Company and
submitted the following letter of request for option to lease the City's lakefront property
for development of dock and terminal facilities:
"Hen Mayor and City Commission
Banford, Florida.
Gentl amen:
This orgsnizstlon, with incorporation proceedings pending, desires to secure
and option to lease, for a period of 99 years, the lakefront rights abutting
City property on Seminole Blvd., for a distance of 163 feet adjacent to the
Standard Oil Company property, and for a distance of 950 feet west of the
Motors Inn property, less frontage owned by the ACL Railroad Company, toget-
her with an area of 25 acres lying immediately south of this fro~age.
We have tentatively secured financing by a Florida corporation having inter-
national connections, for the construction of a dock and terminal facility
to be built on the above frontage. These interests also desire to establish
non-objectionable industries on the acreage requested.
Term of this option is requested to be for 180 days; lease may be conditioned
for cancellation if construction of the Terminal is not substantially under
way within 12 months. Terminal will be operated by our organization for the
common good as a public terminal; our financing associates are agreeable to
a rental for the above properties of 1% of the gross revenues of the Terminal.
Your prompt action on this matter is solicited since officials of our fi-
nancing associates Are shortly leaving for an e×tended period.

After discussion, Commissioner Krider moved theft the City grant Sanford Terminal
Company the option for lease as requested, subject to reserving the necessary site for a
sewage treatment plant to be approved by the City's consulting engineers and the State Board
of Health, and subject to working out the de tails of the 99-year lease. Seconded by Com-
missioner Stemper and carried.
Jack Shares, of Orlando, who has been maintaining the water tank since 1938, with such
service under contract for past five years, next apoeared and submitted a proposed renewal
maintenance contract for an additional twelve years at price of $400.00 per year. He ad-
vised that if the long term contract was not acceptable to the Commission it could be changed
to three, six or nine years, since the proposal included painting the tank and tower every
three years.
After discussion, the matter was taken under advisement, pending further consideration.
W. A. Leffler and Fred R. Wilson, members of the Board of Bond Trustees, next Appeared
with reference to said board not accepting the responsibility of the sinking fund for liquida-
tion of the Stadium Bonds. They advised that inasmuch as the stadium bonds are short term
certificates, payable solely from revenues from the stadium and utility service tax, and not

The following letter next submitted from Wilson C. Holt of Goodbody & Company, Fiscal
with reference to the effective date for imposing the sewer service charge to be col-
under the provision of the ordinance authorizing the water and sewer revenue certificateS:

"Mr. Warren E. Knowles, City Manager,
City of Sanford, Florida.
Dear Mr. Knowles:
This will confirm our phone conversatis in regard to new sewer rates.
The ordinance authorizing the issuance of $1,175,000 water and sewer
revenue certificates provides that commencing the fifteen day of the
month after issuance (July 15th) a sum sufficient to pay one-sixth of
all interest next maturing will be set aside in the "Water and Sewer
Revenue 1953 Sinking Fund" provided, that moneys in the construction
may be used to pay interest maturing November l, 1955. If the money
for the November 1st interest ($19,597.00) was set aside from the pro-
ceeds of the sale this requirement could be started on November 15th.
The ordinance provides further t.hat $20,000 will be deposited in the
Reserve Account on or before September 30, 1955. Based on the engineers
estimate of water revenues it would appear that this amount could be
set aside from surplus water revenues. Therefore, it would seem that
the only effect a delay in establishing the new sewer rates, would
~ave, is a slowing down of the program recommended by your engineers,
that $50,000 per year be spent in repairing old sewers in poor condition.

Commissioner Go,del then stated that he felt the City should carry out the provisions
of the bond ordinance by start collecting the sewer service charge as soon as practicable.
Commissioners Krider and Higginbotham concurred with Commissioner Cordell.
The City Attorney then submitted the proposed ordnance prescribing the rates and charges
to be made for the sewer service, the time and manner for payment, etc., and recommended that
the provisions therein be considered at this, and then prepared and adopted in order that t~
procedure may be eet up for making it applicable, the ef?ective date to be subject to t~ will

sewer service charges until January 1, 1955, and moved that the proposed ordinance be tabled
until next regular meeting, but same died for lack of a second.
After further discussion as to the effective date the City should start collecting the
sewer service charge, in which Commissioners Krider and Cordell suggested September l, Com-
missioner Kadet on November 15, and Commissioner Stemper on October 15, Commissioner Cordell
moved that the proposed ordinance be submitted now for discussion ,nd study of the details, to
become effective on all water billed on September 30, 1954, and thereafter. Beconded by
Commissioner and carried over the dissenting vote of Commissioner Kadet.
Commlss~oner Kader's stipulation that he voted "Nays" was because of theoplnion of
Wilson Holt of Goodbody & Company that we do not have to start collection of sewer fees until
November 15, and I further think that this charge should not be put on the people of Sanford
until we have shown them by actual construction that the work will be completed."
The Commission then proceeded to a lengthy study and discussion of the proposed sewer
service charge ordinance, in which Commissioner Kadet moved that the property owners be given
written notice when the sewers are available, and granted 30 days in which to connect thereto.

Engineer David Newman of Robert M. Angas and Associates, next appeared with reference
to their letter of July 25, submitting cost estimate of $159,050.00 for covering Pump
Branch entirely under Contract No. 8 by installing asphalt coated corrugated metal pipe there-
in and covering with minimum of two feet of dirt.
After discussion Commissioner Krider moved that Engineer Angas be authorized to complete
the plans as outlined in the aforesaid letter. Seconded by Commissioner Cordell and carried.
On motion of Commissioner Stamper, seconded by Commissioner Kadet and carried, B. M.
RiShard, Supt. of Maintenance, was next authorized to attend a meeting of American Public Works
Association in Atlantic City, N. J. on September 22, to personally accept their Samuel A.
Greenley Service Award for his 30 years of service, the expenses in connection therewith to be
borne by the City.

Letter of invitation next submitted from the Seminole County Chamber of Commerce to
attend a Joint meeting with County Co~missioner of Seminole and Orange Counties and Orlando
Chamber of Commerce at 8:00 P. M. August 5, concerning a proposal to four-lane highway 17-92
from Sanford to Orlando.
Mayor Higginbotham next brought up matter of eliminating the fee of $1.00 per month for
picking up garbage in back of residences where no alleys are available. He stated that in his
opinion it has been very unsatisfactory and more of a nuisance than of value, due to the un-
sightliness of the garbage cans that have been set out along the street curb lines by those
who are not paying for such service, which are constantly being turned over and littering up
the parkways.
After considerable discussion, in which the City Manager informed the Commission
that it may require curtailing the number of weekly pickups, or, adding on another truck and
crew in order to pick up all garbege from the rear of premises, Commissioner Kadet moved that
the Ordinance imposing the aforesaid garbsge fee be amended, effective as of October l, 1955.
Seconded by Commissioner Krider and carried.
