Gentlemen:
Inasmuch as the net profits of the Water Utility for this fiscal year have
already been appropriated to the General Fund and since the Sewer Charge
did not go into effect as scheduled, the Water and Sewer Fund is not in a
position to transfer the ~20,000.0~. reauired by Water and Sewer Bond Or-
dlnance Number 5~2 to be olsced in a Reserve Sinking Fund Account on or
before October l, 1954.
It is my opinion that it is important to meet tbs Ordinance reguirement
on time and that the only way this can he dons is to transfer ~20,000
from the General Fund as temporary loan to the Water and Sewer Fund for
this purpose. Next years budget should contemplate the return of this
loan to the General Fund.
