MUrray Denver, Manager of Swift & Company of Orlando, next appeered and requested the Commission to red,ce the fine of $200.00 ~mposed on Roscoe Davis, one of their employees who was Convicted in Municipal Court on September 7, for operating s motor vehicle while under the influence of Intoxicating liquor and sentence to pay fine of ~200.00 or serve 60 days In Jail, which he is now serving. OorOon Frederick next appeared on behalf of the Amerlcal Le~ion Fair Association and submitted a proposal lease for using the outfield of the old ball park in connection with their fair grounds, and also a proposed option to purchase the old baseball park, if and when it may be offered for sale by the City. After discussion tbs aforesaid lease and option were refers, ed to the City Attorney for approval. Petition next submitted for installation of street lights on Princeton Avenue between 2$th and 25th Streets, and on recommendation of the City Manager and Chief of Police, Com- missioner Krieer moved that the necessary lights be instal]ed on said street. Seconded by Commissioner Cordell and carried. Application next submitted from Hill revolvers and other firearms under the provisions of Sec. of Commissioner Cordel], seconded by Com~Issloner Kadet and carried, recommendat~on of the Chief of Police. Flrst Street be awarded to the lowest bidder, that of Macasphalt corpor~tlon for sum of $9,528.75, with stloulatlon that the Commission set the date for commencing work upon completing repairs to storm sewers under the street. Seconded by Com~lssloner Kri~er and carried. On motion of Comr~lsslon~r Kadet, seconded by Commissioner Krlder and carried, the Com- mission next authorized ~nd directed that the un~zpended funds in amount of $3,500.00 appropri- ated in current year's budget for a Memorial Library, be transferred to the Public Projects Fund and reserved for such purpose. On motion of Commissioner kadet, seconded by Commissioner Cordell and carried, th~ Commission next authorized and directed that the unexpended funds in amount of $1,000.00 appropriated in current year's budget for development of colored recre8tlon center, be trans- ferred to the Public Projects Fund to supplement the funds reaerved for such purpose. BE IT FURTHER .RESOLVED that upon collection of any revenues of said City the City Clerk shall allocate from each dollar collected and received the several amounts to the respective funds or purposes for which the same are hereby authorized and appropriated. It is my opinion that it is important to meet tbs Ordinance reguirement on time and that the only way this can he dons is to transfer ~20,000 from the General Fund as temporary loan to the Water and Sewer Fund for this purpose. On recommendatinn of the City Attorney, and on motion of Commissioner Cordell, seconded by CommisSioner Krider and carried, the Commission next authorized payment of $300.00 to Mrs. Selma C. Wllliamson and husband, Anion %~illismson, in full settlement for release of claims for any and all damages and injuries sustained by Ers. Selma C. Wil]ia~son tripping on sidewalk on M~f'nol~a Avenue under date of January 28, 1954. On motion of Commissioner K~der, seconded by Commissioner Krider and carried, the Commission next authorized a donation of $60.00 toward replacing the flsh~ng equipment of Duke Winson which was destroyed by rescue squad on September 25, 1954, in connection ~th re- covering body of Ralph T. Cowsn who was drowned in Lake Monroe. Forest Breckenridge, Manager of Seminole County Chamber of Com~,erce, next apneared relative to several conventions that will be held in Sanford during coming year, and requested the City to grant the convention visitors free parking privileges during the convention days, stating that he would furnish them the necessary stickers for their automobiles. After discussion and on motion duly carried, the Commission authorized free parking privileges for convention visitors, only for out-of-county cars during convention days. Consideration next given to matter of issuing pari passu additional Water & Sewer Revenue Certificates under the provisions of Section L of Ordinance No. 532 to finance the cost of completing part "B" of Contracts 4, 5 and 6, expiring December 31, 1953, and Contract No. 8 as revised, which were deleted fromm the current construction program because of not having sufficient funds from the original bond issue to cover such cost. After considerable discussion, action was deferred, pending a meeting with Consulting Engineer Angas on October ~, to determine the exact amount of money needed to complete the program, and with the Fiscal Agents to arranKe for issuing the additional certificates. Beckham, operator of a trailer court on City Park property ne~t a0peared with reference to renewing his lease for an additional ten of current lease not expiring until October l, 1956, no action was taken. In response to the traffic problems referred to the Traffic Committee, Marion Harman, Chairman, next submitted the following recommendations: 1. That 8th Street remain as a thru street over Persimmon and Olive Avenues. 2. That no psrklng stalls be gr~nted for Gables rooming house at ~01 Magnolia Ave. 3. That no action be taken toward providing for "no left turn" st Palmetto and First Street. 4. That the trsfflc regul~tlons for Palmetto Avenue at Second Street re~aln as is. 5. That no action be taken toward proposed four-way stop st Magnolia and Second Street. Mr. Harman then advised that the Traffic Committee is working on a long-range plan for traffic regulations in the business section, which will be submitted to the merchants in near future for approval, and then to the Com~ssion. After discussion Commissioner Kader moved the acceptance of the foregoing recommen- dations of the Traffic Committee. Seconded by Commissioner Stemoer and carried. Annllcat~on next submitted from Western Auto Associate Store for permit to sell pistols and revolvers under the provisions of Sec. 18-?0 of the City Code, and on motimn of Commissioner Kadet, seconded by Commissioner Cord ell and carried, same was approved upon recommendation of the Chief of Police. On recommendation of' the Chief of Police, and on motion of Commissioner Cordell, seconded by Commlssloncr Krider and c~rried, the Commission next aporoved application of Rivers Jones for oermlt to sell beer and wines in his grocery store at 620 Cypress Avenue, for consumption off the premises. %-.
