A Committee from Seminole County Historical Society, with Randall Chase as spokesman, next appeared with further reference to a site for ~e proposec~ General San?or6 ~emorlal Library and Museum. Mr. Chase Dolnted out the necessity for immedi=te action on obtaining the site, and suggested that the Comm~s~ion appoint a comr, ittee to ~roval o£ kr~. Mrs. Fred T. Williams ne~:t advised that it was the wish of Mrs. Dow that the L~brary and Museum be erected in Fourth Street Park. Henry McLaulln, Jr., voiced further protest aFainst erecting the Park, advls~ng that he ¥,ss representing the residents in that ares, and that they had tLelr boreas with t¼e understanding that tbz park would ramekin unobstructed. After further discussion Mayor Hlgglnbotham appointed a committee composed of library in Fourth St., purchased Hutchison, Cahrlie Dawson, Mrs. Fred T. Williams, Mrs. Raymond Key, Randall CD, se and Fred R. Wilson, to select a suitable site for the General Sanford Memorial Library & Museum that will be ac~eptable to Mrs. Dow. Gordon Frederick next apoe~re~ on behalf of American Legion Post ,~53 with further reference to the property east of the o1~ baseball park on Celery Avenue, which the City ag:reed to eon- vey to them for consideration of ~1.00 for the purpose of site for their fair grounds, con- ditioned th~.t if the proposed building is not erected thereon w!th~n three years the property will be conveyed back t~ the City. He submitted a resolution adopted by the Post authorizing execution of deed conveying the property tack to t~e City, which will be placed in escrow at bank with instructions to be delivered to the City at end of t.hree years if the building is not erected thereon. After discussion the resolution, to the City Attorney for approval. together with deed and escrow agreement were referred Mr. Frederick next submitted proposed lease agreement for using the outfield of the old baseball park one week annually between February ]st and March 15th with option to purchase the property if the City should offer it Dr sale. Consideration was then given to the estimate of $272,650.17 submitted by Consulting EnFineer Robert M. Angas and recorded in the minutes of adJ~trmd meeting of October b, as the balance of funds needed to complete the contemplated improvements, omitting s treatment plant. In answer to question of whether an issue of ~275,000.00 pari passu certificates would be sufficient to complete the program, Engineer angas assured the Commission that his estimate of $272,650.17 was correct and that $275,000.00 would be ample. Mr. Angas further stated that by using a lighter gauge pipe in Pump Branch, except at street crossings, ~ savings of $7,]00.00 could be made in Contract No. 8. Thereupon after further discussion Commissioner Krider moved that the Fiscal Agents be instructed to prepare the necessary Ordinance authorizing the issuance of $275,000.00 pari passu water and sewer revenue certificates under the provisions of Ordinance No. 532, to mature according to the schedule submitted by Mr. Holt. Seconded by Co~aissioner Cordell and ca,'tied. of 2~ times revenue Coverage for any certificate issued issue, but after the two year period the requirement is redu~ certificates Commissioner SZemper stated "I voted Yes because Mr. Holt of Goodbody & Company and Associates has stated in his studied opinion that the City will be able to borrow at least $2C0,000.00 without any addlti:)nal pledge within two years from fiscal year commencing October l, 1954. This amount along with any additional surplus seeming sufficient to build a treatment nlant". Commissioner Kader's stipulation was that he wanted Englneer Anges' statement recorded in tits minutes that this amount of money (~275,000.00) will be sufficient to complete the program, including Pump Branch. Engineer Angas was next authorized and directed to furnish the appropriate certificate, certifying the necessity for issuing the additional certificates. The matter of awarding Contract No. 8, as revised, to the lowest bidder was next referred tothe City Attorney who ruled that the contract shouldM re-advertised for new blds. Thereupon Commissioner Krider moved thst the City re-advertise for bids on Contract No. 8, ~s revised, with alternate bid for Installing heavier gauge olde, to be submitted to the Commission at regular meeting of No,ember 22. Seconded by Commlssloner Cordell and Carried. The City Manager next submitted price of $b,800.00 from Armco Drainage & Metal Products, Inc., for furnishing necessary asbestas-bonded asphalt coated corrugated metal pipe for replacing the storm sewer under E First Street between Sanford and Mellonvllle Avenue, and recommended that it be used instead of concrete pipe because of being cheaper to install, ~ which would reoresent an overall savings of approximately $500.00. He then advised that this was a p~tented pipe which no other pipe manufacture could bid upon. The matter of ourcbaslng this pipe from Armco Drainage & Metal Products, Inc., without advertising for bids was referred to the City Attorney who advised that inasmuch as it was a non-competitive item for which the specifications would ~e exclusive, he did not feel that the City would gain anything by advertising for bids. A copy of a resolution adopted by the Town of Lsntana requesting legislation to provide for a fl~ed portion of the st~te gasoline tax to be allocated to municipalities for the purpose of maintaining, and repair and construction of streets, next presented with request that all other municipalities make such'request. After discussion Commissioner Stamper moved thee the City adoot a similar resolution, and that copies of it be sent to the Fl0ri~a Leogue of Municipalities. Seconded by Com- missioner Kadet and carried. Bill of Robert M. Annas & Associates in sum of ~2,234.29, approved by the City Attorney and City Auditor, for balance of engineering fees due thru October 6, 1954, in connection with the water and sewer improvements prosram, ne~t submitted, and on motion of Commissioner Krider, seconded by Commissioner Cordell and carried, same was approved and payment authorized. Bid of Mrs. Mary Strong in sum of $207.00 for renewing subscriptions for one year to 62 magazines and periodicals for the Library, next submitted, and in view of no other bids having been received, Commissioner Stemuer moved th(~t she be awarded the contract. Wilqlams Meeting called to order by the Chairman. The meeting was then ooened with "Prayer" by Rev. C. W. Plank. The following sealed bids next submitted for purchase of City owned as all of Block 4, Bel Air Subdivision of which notice Herald under dates of October 13, 14 and 15, 1954. A. B. Maddox & T. W. Williams, Realtor, (with stipulation that City furnish abstract showing orooerty to be marketable and insurable, and to cay sales commission), h,6gl.O0 After discussion Commissioner Kadet moved the acceptance of the highest bid, that of Robert A. Williams, Realtor, in sum of $4,661.00 Seconded by Commissioner Cordell. Attorney Hutchison then called to the attention of the Commission that the offer of $4,661.00 was not the highest net bid, after deducting cost of abstract and sales commission. After further consideration and discussion, in which Commissioner Kader's request for withdrawal of his motion was denied, the roll was called on said motion, which carried over the dissenting vote of Commissioner Kadet. Mr. Williams then advised that he would waive the sa]es commission in order for the City to derive the highest net proceeds from such sale. Several citizens next aooeared in protest to the commercial rate for sewer ch~,rge of 68% of cost for water consumed, which was effective October 1. Mrs. Harold Apoleby, operator of restaurant at 106 S. Park Avenue, voiced her protest against the excessive amount of her first month's sewer charge of $24.67. She advised that her water bill amounted to $36.28, utility tax $2.00, and sewer charge $24.67, making a total of $62.95 for her small business, which she could not afford to pay. She also advised of havin~ an air condlt~oning unit in her restaurant which accounted for a considerable amount of the %~ter consumed. Mrs. Apnleby further stated that she did not want orivileges extended to her thnt other commercial users would not receive, but such excessive charges would force her out of business, and she was quite sure theft a number of other small businesses could not afford to pay such high bills either.
