The City Commission of the City of Sanford, Florida, met in Special called session at
the City Hall in the City of Banford, Florida, st 8:00 o'clock P. M. November 26, 1954.

Meeting called to order by the Chairman.
Further consideration next given to the proposal submitted by the School Board at
meeting of Nove~er 22 to pay the cost of $9,576.75 for extending the water and sewer lines
from City Limits to the new elimentary school at 27th Street and Laurel Avenue, provided
the City will relmb~rse the school, which was not accepted by the Commlss~on.
Commissioner Kader reported on attending special meeting of the School Board on November
23, in an endeavor to reach an agreement whereby they would pay the entire cost of $1~,902.75
for providing water and sewer facilities for the school, advising that such proposal was not
favorable to the Board and that they were now considering installing septic tanks for sewerage
~isposal, but would pay for the water line. He further stated that he felt %he City should
redesign the sewer extension line and go ahead with its construction in order to provide sewer
service for the school. Also, that the proposed housing project of approximately 40
dwellings in that area would connect to it, which would bring in sufficient revenue to warrant
the e~pendlture.
Conmissloner Krider then pointed out that the City did not have funds to e×tend sewers
to a number of citizens within Zhe City and he could not see how ~he Commission would be
~ustified in spending money to serve an area outside the City Limits.
The City Manager then submitted a report showing his cost estimate of $315,539.87 to
complete the sewer program, which included $1~9,581.70 for Contract No. 8 covering Pump
Branch storm drainage, and an additional $15,000.00 for reconstructing Cloud Branch Sewer line,
with estimated balance of $50,000.00 of uncommitted funds from the original bond issue plus
estimated $265,875.00 that will be available from the $275,000.00 Parl Pas~u certificates
issued to pay such cost which would leave a balance of only $735.13 in the constructlon fund.
He then pointed out that the revised estimate of an additional cost of $7,5~4.45 for redesign-
lng the proposed sewer extension from 24th Place ~o the City limits in order to serve the
school could no~ be included in the program unless other arrangements are made to finance i~.
He also pointed out that the Cloud Branch sewer line, w~ich'~ is not in actual operation because
of existin~ breaks, is a key trunk line serving She south and southwest portions of ~he City
and must be ~epaired before connection ~he~,eto any of the new extensions which have already
been made, and recommended thot such ~epalrs be made immediately from the uncommitted funds
on hand instead of wa%ting for the oari passu cert~fieate issue. The estimated cost of such
repairs being $25,000.00.
After discussion the Manager was authorized to contact Engineer Angas and find out if
he will give the Cloud Branch sewer line priority over the other bob-tailed projects and will
authorize the contractors to proceed with the repairs on unit cost basis in accordance with
their contract, payable from the uncommitted construction funds on hand.
Further consideration ~ms next given to ways and means of financing the construction of
the sewer line to serve the school property. Commissions- Stamper suggested omitting Contract

On motion duly carried, minutes of regular meeting of November 8, 1954, next approved.
Commissioner Kader next introduced Resolution No. 837, and moved its passage and
adoption. Seconded by Commlse~oner Stenper and carried by the following vote of the Commission:

Said Resolution No. 837 being in words and figures as follows:
WHEREAS, the State Road Department of Florida proposes to widen and improve a portion
of existing State Road 15-A in Seminole County, Florida, and
WHEREAS, additional right of way will be required for said road and said imorovement
from lands the record title thereto being vested in the City of Sanford, Florida, to-wit:

Lots 16 and 17, Block 7, Dreamwold Subdivision in N.~ of
Bectlon 1, Township 20 South, Range 30 East, according to
Plat Book 3, Pages 90 and 91, Public Records of Seminole
County, Florida, described as follows:
Beginning at the Southwest corner of said Lot 16, run thence Easterly along
the South line of said ~ot 16, a distance of 130 feet, run thence Northerly
along the East line of said Lot 16 a distance of 62.25 feet to Northeast
corner of said Lot 16, run thence Westerly along the North line of said Lot

State of Florida for use and benefit of the Btate Road Department of Florida, in and to the
above ~ecribed strip of land and said request having'been considered:
BE IT RESOLVED by the City Commission of the City of Sanford, Florida, that said re-
quest be granted; that the Nayor-Commissloner and City Clerk be a~ they ere hereby authorized
and directed to execute proper conveyance in the name of the City of Sanford, Florida, in
favor of the State of Florida, granting interest of the City of Sanford, Florida, in and
to the parcel of land hereinabove described and required ss right of way for said State Road
15-A.

$275,000.00 Water and Sewer Revenue Certificates, dated November 1, 1955, heretofore m~t!~orized
to be issued by ordinance duly adopted on November 3, 1954, shall be sold at p~bllc sale and

Scott signified their aporoval of the action
of the Commission in the adoption of the foregoing resolution.
On motion of Commissioner Stamper, seconded by Commissioner Krider and carried, the
City Clerk and Gordon P. Blitch, Auditor, were ne~t authorized access to safety deposit box
No. 177 at the Sanford Atlantic N~tional Bank for the purpose of verifying the contents.
Mr. Densmore, Supt. for Bumby & Stlmpson, Inc., contractors installing the interceptor
sewer line on Second Street, next apneared with reference to delaying or by-passing the business
section until after the Xmas Holidays. He advised th,~t Mr. Bumby, who was not fsmillar with the
status of the work, hsd agreed to delay construction from Oak Avenue to Palmetto AVenue, but
upon field insoect~on, found that they w~re progressing faster than he realized and that they
would have to shut down and lay off the crews in order to do so, which would represent con-
siderable expense to them. Mr. Densmore then requested that they be allowed to continue on the
