Sayer City Manager W. E. Knowlea Chief of Police R. G. Williams Meeting called to order by the Chairman. The meeting was then opened with "Prayer" by Captain Hall of the Salvation Army. Mrs. L. M. Tyre next ap~sred and submitted a oetltlon for installation of street light in alley in rear of her residence at 1214 Myrtle Avenue, and on motion of Commissioner Stamper, seconded by Commissioner Kadet and carried, same was authorized. December 10, 1954. After considerable discussion, Commissioner Krlder moved that action be deferred on awardlng the bide, for further consideration. Beconded by Commissioner Cordell and csrrled. L. A. Baker, Jr., next ~red and requested permission for Bryant Bowles, Jr., head of National Association for the Advancement of White People, to speak at corner of Magnolia Avenue and First Street on night of December 17, 1954. Mayor Higglnbotham then pointed out that Mr. Bowles w~.ld speck on a racial issue and he did not feel that any material good could come from such a speech. He also pointed out that the City is enjoying the best relationship between the white and colored; that there hae been no treepaesing from either side; that there has been no1~uble in the schools and churches; that the colored people are cooperating with the white, the police, the city and county in every possible way; that the Commission is striving to keep oeace and harmony among them and to avoid shy dlfflc~lty in the racial issue; and etated that he would ~ot sanction anything tha~ would stir uo trouble between the races. Commissioner Cordell concurred with Mayor Hlgglnbotham and stated that he felt that it would be for the 5est interes~ of everyone concerned, if Mr. Bowles did not speak in Sanford. Commissioner Kadet stated that he did not like ~o take away the riEht to free speech of any m~n, bu~ since the relationship here is so good, maybe now is not the time for an outsider to come in and speak on such an issue, because he felt it would create ill feeling and probably cause trouble. After further discussion, Commissioner Krider moved for the best interest of the Cityj end its citizens, thst the Commission deny the request of Mr. Baker for perm]~ sion for Bryant Bowles, Jr., to spe~k on the public street. Seconded by Commlssloncr Cordell and carried. On advice of the City Manager t.hat the School Board has received authority to pro- ceed with the tentative arrangement with the City for lnstsllation of water and sewer u~llltles for the school property at 27~h Street and L~urel Ave., Commissioner Cordell moved that Engineer Antes be authorized to prepare the necessary plans and speclficstions for the extension of water and sewer lines thereto, including the necessary change in design of the sewer line inside the city limits. Seconded by Commissioner Btemper and carried. Letter of resignation ne×t submitted from W. A. Leffler as a member of the Bosrd of Bond Trustees, effective as of December ~1, 1955. Thereupon Commissioner Stemper moved the acceptance of Mr. Leffler's resignstlon with regrets, effective as of December 31, 19%4, and that a letter of commendation be sent him from the Commission. Seconded by Commissioner Cordell and carried. Application next submitted from Isabelle Walters for permit to sell beer and wines st $22 E Sth Street and upon advice of Chief of Police that the place of business was a problem to police because of being located in a ls rge dwelling house, Commissioner Stemper moved t~hat same be denied. Seconded by Commissioner Cordell and csrrled. Applications next recelved from Sanford Atlantic National Bank and Florida State B~nk of Sanford to be designated as depositories of City of $anford funds during year 1955, agreeing to furnish satisfactory security in Government Bonds, to be approved ss to amount and validity by the City, ~o protect said funds. Thereupon Commissioner $temper moved that the Sanford Atlantic National Bank and Florida State Bank of Sanford be deslgneted as depositories of City funds during year 1955. Seconded by Commissioner Cordell and carried. On recommendstlon of the City Manager and Chief of Police, and on motion of Com- missioner Krider, seconded by Commissioner Kadet and carried, the Commission next authorized installation of street lights at intersection of l~th Street and Pomegrenite Avenue, and Myrtle Avenue end 14th Street. On recommendation of the City Manager, the Commission ne~t directed that a letter of commendation be sent the depertment heads in the Public Works Depsrtments for the work performed in preparing E First Street for re-surfacing. The City Manager next reported that a flasher traffic signal light had been installed at intersection of French Avenue and 25th Street on trlsl basis. The City Manager next brought up matter of establishing a policy for furnishing utility services outside the City limits, and same was taken under advisement. Request next submitted from R. W. Cassube, Manager of Lovett's Store at 300 E Third Street, for City to discontinue the one-way traffic regulations on Third Street between Palmetto and Sanford Avenues, and same was referred to the Traffic Committee for survey and recommendation. The City Manager next brought up matter of amending Section 11-8 of the Ci~y Code, which requires all industrial waste to be removed by the owners, so as to include contractors waste and trash and rubbish from clearing of vacant lots. Co~;~issi~ner Kadet next brought up mat~er of providing a special adjustment on sewer charges for commercial usages of water for air conditioning units, and same was taken under advisement. On mo,!on of Commissioner Stemper, seconded by Commissioner CorBel! and carried, the Commission next autborlzed a contrSbut~on of ~25.00 to the U.S.O. to be use~ toward providing a Christmas party for service men from the Naval Air Station. On motion of Commissioner Krider, seco~ed by Commissioner Stemper and carried, the Commission next authorized payment of annual Christmas bonus to employees, on basis of $25.00 to those who have been employed for one year or more; $15.00 for six months employment; and $10.00 to all other regular employees. On motion of Commissioner Stamper, seconded by Commissioner Kadet and carried, minutes of regular meeting of November 22, Special called Meeting of November 26, and December 3, and regular meeting of December 13, 195~, nest approved.
