The City Commission of the City of Sanford, Florida, met in adjourned regular
session at the City Hall in the City of Sanford, Florida, nt 8:00 o'clock P.M. December 22, 19541.

Meeting called to order by the Chairman.
Clifford McKibbin, Jr., next appeared on behalf of Sanford Industrial Board and
Ssnford Industries, Inc., and submitted report on Joint accomplishments in securing three new
industries far Ssnford which employ 180 people with annual payroll of $~60,000.00. He then
gave a report on financial status of Ssnford Industries, Inc., advising that~e original pledges
for stock in the corporation amounted to $27,000.00, of which only $13,000.00 had been collected,
and that after paying cost in connection with setting up the three new industries, including
cost of leasing the Crown Paper Company building, renovating and sub-leasing it to Brooksfield
Mills, Inc., tLey now have a cash balance of only $811.36 to pay outstanding bills of approxi-
mately $2,000.00. which include current city and county tn×es in sum of $1,231.92 and insurance
on said building. Mr. McKibbin then requested financial assistance from the City toward paying
the city taxes, which amount to $521.92.
After discussion, Commissioner Krlder moved that $500.00 be transferred from the
Contingent Fund to the Industrial Board Appropriation, and that same be turned over to the
Sanford Ind~trial Board for industrial purposes. Seconded by Commissioner Kadet and carried.
The following bids next submitted on sale of $275,000.00 pari passu Water and Sewer
Revenue Certificates, dated November 1, 195~, authorized by Ordinance No. 552, passed and
adopted by City Commission on November 3, 195~, and by Resolution No. 8~9, passed and adopted
on December ~, 195~; as described in the "Notice of Sale" published in the Sanford Herald and,
the Bond Buyer of New York City on December 6, 1954:

On recommendation of the City Manager, and on motion of Commissioner Stamper,
seconded by Com~ss~on~r Krlder smd carried, Engineer Angas was authorized to prepare
the necessary plans and specifications for reconstructing the Cloud Branch Sewer l~ne at the
estlmsted cost of $25,000.00, and to authorize the contractors to proceed with the work on
unit cost basis in accordsnce with their contract.
Certificate next submitted from Robert M. Angas & Assoc~ res recommending the pro-
posed adjustment of sewer scrvlce charges of the approzimately 25 commercial customers w~se
average monthly bill exceeds $10.00 and sfter cor~iderable disc~sslon, action was deferred,
pending further consideration.
On motion of Commissioner Cordell, seconded by Commissioner Krider and. csrried, the
Commission next aut~orlzed an automstlc renewal clause to be inserted in the contract agree-
ment with Mlnneapol~s Baseball and Athletic Association for use of the City's baseball facil-
ities for their 1953 spring trainlI~ program, upon written notice to the City annually, not
later than the 15th day of September, of their intent to use said facilities for the follow-
lng season. Such renewal option being subject to termin~tion by the City after the y~ar
1935, upon written notice to the Association not later than September lat of year of terml-
nation.
On motion of Commissioner Stemper, seconded by Commissioner Kadet and carried,
the matter of the Kansas Athletics using the City's baseball facilities for a two weeks try-
out perlod during February was next referred to the City Manager for recommendation.

Meeting called to order by the Chairman.
The meeting was the~ opened with "Prayer" by Rev. Spear.
Mayor Higg~nbotham next reoorted that the State Road Deosrtment had awarded the
contract for wldeningand reconstructing French Avenue and t~t the contractor would commence
work on December 28.
In accordance with Section 9-3 of the City Code,
seconded by Commissbner Cordel] and carried, D. C. Stafford, Master ElectriCian, Ted Brooklyn,
and the Electrical Inspector were next appointed as the Board of Electrical Examiners for
year 1955.
On motion of Commissioner Cordell, seconded by Comnissioner Kadet and carried,
R. L. Harvey, Master Plumber, Archi e C. Harriett, Journeyman, and the Plumbing Inspector were
appointed as the Plumblng Board for year 1955.
Further consideration next given to bids received at meeting of December 13, on
purchase of three new automobiles for the Police De? rtment, and after discussion Commissioner
Krider moved that all the bids be rejected because of lack of specifications, and that the
City Manager be authorized to~vertlse for new bids on ourchase & three automobiles in ac-
cordance with specifications to be furnished by the City. Seconded by Commissioner Cordell
and carried.
The City Manager ne~t submitted report on further analysis of proposed adjustments
of sewer service charges, which showed an annual loss of $1,88~.~3 in revenue to the City
under the adjustment of 55% of the monthly sewer service charges in excess of $10.00 for the
29 customers whose average annual sewer charge would have been in excess of $120.00 for
the 12 months period ending September 30, ~954; and a loss of approximately $4,000.00 by an
adjustment of 50% of the monthly sewer service charge in excess of $5.00 for the 102 customers
whose annual bill would have been in excess of $60.00. He then pointed out that the antici-
pated revenues to be derived from sewer service charges are based only on engineer's estimate
and recommended that an adjustment be provided only for the 2~ customers whose bills are in
excess of $10.00 until the City has had at least a year's exoerlence in col]actions of such
revenues.
