Meeting called to order by the Chairman.
The meeting wes then opened with "Preyer" by Rev. Speer.

Mayor Higg~.nbothem next reoorted thet the State Road Department had awarded the
contract for widenlngand reconstructing French Avenue and that the contractor would commence
work on December 28.
In accordance with Section 9-3 of the City Code, and on motion of Commissioner Kadet
seconded by Commis~oner Cordel] and carried, D. C. Stafford, Master ElectriCian, Ted Brooklyn,
and the Electrical Inspector were next appointed as the Board of Electrical Examiners for
year 1955.
On motion of Commissioner Cordell, seconded by Commissioner Kadet and carried,
R. L. Harvey, Master Plumber, Arcbde C. Harriett, Journeyman, and the Plumbing Inspector were
appointed as the Plumb~.ng Board for yeer 1955.
Further consideration next given to bids received at meeting of December 13, on
purchase of three new automobiles for the Police Dep~rtment, and after discussion Commissioner
Krider moved that all the bids be rejected because of lack of specifications, and tha~ the
City Manager be authorized to ~vertise for new bids on ourchase ~three automobiles in ac-
cordance with specifications to be furnished by the City. Seconded by Commissioner Cordell
and carried.
The City Manager next submitted report on further analysis of proposed adjustments
of sewer service charges, which showed an annuel lose of $1,883.~3 in revenue to the City

The City Manager next submitted a detailed statement of the water and sewer construc-
tion fund, showing a cash balance of $4~2,794.53 on hand for construction, of which $427,280.65

Consideration was then given to eliminating certain phases of the improvements in
o~er to bring the overall cost within the amount of funds that will be available to complete
the program.

Natlonal Bank Vouchers Nos. ~493 thru 66~; W~t~r & Sewer Construction Fund Sanford Atlantic
National Bank Vouchers Nos. 18 thru 20; and Water & Sewer Construction Fund Flor~a State Bank
Vouchers Nos. 16 thru 19. The following General Fund Vouchers in excess of $200.00 included
in the foregoing approval represented purchases and services rendered under contract or bid,
and purchases of non-competitive items: Nos. 6550, 6570, 6578, 6591 and 6600.
On motion of Commissioner Krdder, seconded by Commissioner Cordell and carried, the
Commission next authorized final payment of $6,921.$6 to E. H. Holcomb, Jr., for completion of
Contract No. 3 of the Water I~provements, sUbject to final inspection and approval of the
City Manager.
On motion of Commissioner Kr~der, seconded by Commissioner Cordell and carried, the
Commission next adopted tbs following resolut!on for easement from Atlantic Coast Line Railroad
Company to construct and maintain sewer lines underneath their tracks:
Be it resolved by the City Commlsslon~rs of the City of Sanford, Florlda, in regular
meeting assembled, that the Mayor-Commissioner be, and he hereby is, authorized to enter into
an agreement ~th the Atlantic Coast Line R~llroad Company, and to sign same on behalf of said
City, whereby the said Railroad Company gives and grants unto the said City the right and
privilege to lay and maintain for the purpose of sewer mains, three lines of pipe across the
right of way and underneath the tracks of the Atlantic Coast Line Railroad Company at Sanford,
Florida, at locations described as follows:
(a) A line of 30-~nch reinforced concrete pipe in Second Street near Oak Ave.
(b) A l~ne of 30-inch reinforced concrete pipe in Second Street at inter-
section with Myrtle Avenue.
(c) A line of 15-inch cast iron pipe in Mulberry Avenue and underneath
the tracks and across property of sa~d Railr~d Co~pany lying between
Sixth Street an~ Seventh Stre~t; as particularly d escrlbed in said
agreement, which agreement is dated December 8, 1954.
