Mr. Angas then submitted the following recommendations for eliminating certain phases of the sewer improvements in order to bring the overall cost within that will be available to complete the program: Mr. Mellon Park, and of 5th Street of approximate cost the amount of funds 1. Part "B" of Contract 4 - three 8-inch sewers in Mayfair south of tth Street and east of Elllott Avenue $8,000.0G 2. Part "B" of Contract 5 - re-laying 18-inch sewer in alley between Sanford and Cypress Atenues,and 7th and 9th Streets $6,000.00 3. Commis ale hers Gentlemen: I am writing this letter ss Agent for Charles E. Bloom, Glen Ridge, New Jersey. Mr. Bloom has purchased some property on Lake Minnie and the imaged!ate vicinity for development purposes. It is antici- pated that there will be eventually over 250 homes in this development. It is essential to ~his development theft it have city water. My client desires to know if the City of Sanford will approve supplying city water to this project, laying the necessary pipe and install the required pumps and water filters for the operation of the water system. The complete installa- tion to be paid for by the developer and upon completion of the system, it Mr. Bumby of Bumby & Stimpson, Inc., then requested the Commission to ta~e im- mediate ~ct~on on awarding the contract in order that they may complete the work before the relny season, or, delay the entire Job until next fnll. He also advised that they were about ready to release the equipment on Contract No. 7, and would like to start on Pump Branch pro- whether or not funds will be available. Bumby & Stimpson, Inc., having submitted the lowest bid in sum of $1~9,581.?0 for tbs entire contract, with over-haul no,exceeding one mile. Consideration was then given to amount of fill dirt required and the proposed proce- dure of excavation, and after discussion, Commissioner Ratlgsn moved that it be obtained from Fort Mellon Park by developing the pit into a lake. Seconded by Commissioner Scott and carried. The Commission next proceeded into a lengthy discussion of the foregoing recom- mendations of Engineer Anges to elimln~te certain phases of the program and award $120,000.00 of work under Contract No. 8, in which Commissioner Rstlgsn ~t~ted that he would not be willing to make any further commitments against the construction fund until he had definite assurance the City will h~ve sufficient funds to complete the phases of the program which ~ve already been nuth~Ized, smd recuested that action be deferred until he could have an op~rtun~ty to analyze Engineer Angas' report that was submitted today. 345 MINUTES January 10 at 8 P.M. 55 City Commission, Sanford, Florida, . - .19 ........ for Please accept my thanks for your consideration and courtesy in this matter. I ½~ve a letter from Mr. Knowles dated January 6th, 1955, in which he stat.ed that the Commission, at its ~eetlng on Decamber 27th, 195~, wished me to certify a further reduction in commercial sewer charges whl.ch would affect all accounts greater than $5.00 par month. I do not believe I~n conscientiously sign such a certificate, as Sanford will need all the sewer revenue it can collect to pay bond interest and sewer operating costs. T!~ certificate I prepared on December 1]th, in which I stated that reductions should be ma~e to the 2~ com,~erclal customers with bills runnln~ over ~10.r~0 per month, should in my opinion, remain in effect, and no reductions greater than those recommended in that certificate should be made. Angas The City Attorney then advised that under the provisions of the water and sewer revenue bond ordinance, the proposed a~Justment of sewer service charges must be approved and certified to by the Consult!ngEnglneers before such changes can be made in the sewer rates. After discussion Commissioner Ratigan moved theft in light of the Consulting Engi- neer's refusal to certify the a~Justment of sewer service c~rges as authorized by the Com- mission st meeting of January ~, that the motloo authorizing such adjustment be rescinded. Seconded by Commlsslom r Scott an~ carried. Commlssionar R~tigan then moved the re--instatement of the motion of Commission at meeting of November 26, 195~, authorizing the adjustment of 5~% of the monthly sewer service charge in e×cess of $10.00 for 23 eom. ~rcial users whose average annual sewer charge would have bee~ in excess of $120.00 for the 12 months period ending September 30, 195~, based on actual water consumption during sa~d p~riod, with minimum monthly service charge of ~10.00 for all such a~Juste~ accounts. On motion of Commission~r Ratigan, seconded by Commissioner Krlder and carried, the Mayor, City Attorney and City Manager were next authorized to prepare an appropriate resolution and select a gift for oresentatlon to Miss Ellen Hoy, City Tax Collector, in recog- nition of her 35 years of service with the City. On motion of Commissioner Ratigan, seconded by Commissioner Scott and carried, the Commission next authorized payment of $54,751.65 to Hubbard Construction Company for work completed to January l, 1955, on Contract No. 8 of the Sewer Improvement Program. On motion of Commlssl-mer Hlgglr~otham, seconded by Commissioner Scott and carted, the Commission ne~:t confirmed the Mayor's appointment of John M. Fitzpatrick as a Commissioner of the Sanford Housing Authority to fill the vacancy created by reslgnstlon of J H Ratlgan. Commissioner Krider next introduced Resolution No. 841 and moved its passage and adoption. Cor8ell, was duly elected Mayor of the City of Sanford, Florida, on January 4, 1955, and WHEREAS, it was necessary in the preparation of the $275,000 WATER AND SEWER REVENUE CERTIFICATES, dated November l, 195~, that the signature of the former Mayor, Earl Higginbotham, be reproduced in facsimile on the coupons for said Certificates and said Earl Higginbotham was the incumbent Mayor on the date of said Certificates; and WHEREAS, the ordinance authorizing the issuance of the said Certificates provides that the coupons to be attached to said Certificates shall be authenticated with the facsimile signatures of the present or any future Mayor of said City, and the City may adopt and use for that purpose the facsimile signature of any person ~uho shall have been such Mayor at any time on or after the date of the Certificates, notwithstanding that he may have ceased to be such Mayor at the time vfien said Certificates shall be actually sold. and delivered; now therefore BE IT RESOLVED BY THE CITY COMMISSION ~s follows: Section 1. Commissioner Krlder ne~t reported on status of the proposed colored recreation center in Goldaboro area, advising that the School Board had agreed to dedicate the property for the site and that an engineer was drawing up the plat. He then brought up matter of City securing an easement from the Atlantic Coast Line Railroad Cor,pany to use their old abandoned main line track property from 9th Street south to City Limits at 18th Street as a public street so as to provide an adequate entrance to the recreation site, advising that the County Commissioners had agreed to secure an easement to said oroperty from 18th Street south to 20th Street for a country road, which would provide an entrance from th~ south. After discussion the City Attorney and City Manager were authorized to make ap- plication to the Atlantic property for a street.
