Gentlemen: The Committee appointed by you to try to determine on a s!te for a bu~lding to be erected to house the llbrery, paintings, antiques sad works of art of the ]ate General Henry Shelton Sanford begs to advise thrt after co~siderln~ the matter at t~.~o meetings the committee unanimously determined to recommend to you that Fort Mellon Park be designated as a site for a bu~ldlng to house the above mentioned property of the late General Henry Shelton Sa nford. We have prepared a proposed agreement between Mrs. Carola Sanford Dow, who is the daughter of the later General Henry Shelton Sanford, a~ the City of San- Florida, for the transfer of the property to the city upon the conditions set forth in the agreement. If this proposed agreement meets with your approval we will forward it to Mrs. Dow and ask for her approval and signature. Victor Greene, Attorney Gordon Frederick and Engineer Keuneth Cooper, representing the Seminole Memorial Hospital Board, next apoeared with reference to the C~ty Making ~he necessary connections and furnlahing meter for water service for the new hosoltal bulldln~, which they claimed the former City Manager, Thcs. M. Lemon, had agreed to at the time the plans and specifi- cations were being prepared. Mr. Cooper advised that the specifications provided for the City installing two ~-lnch connections, fire line service to the Oroperty line, furnishing and in- stalling a ~-inch compound meter with by-pass and concrete meter vault, the estimated cost being between $1,~00.00 and $1,500.00. The Commission then advise~ that the City had no record or knowledge of this commitment having been made by the former City Manager and that he had no authority to make such a com- mitment without the approval of the Commission. Also, tb~t no provisions were made in the budget to cover such expenae and that the City ,had no other funds available for such purpose. Mr. Cooper then stated that inasmuch as they thought the commitment was under proper: authority of the City and the hospital construction contract had been awarded on the basis that MINUTES ' 353 City Commission Sanford Fiords ~snuar~ 24 at 8 P M. o ~ After considerable discussion the City Manager ~s directed to meet with the Hospital Board to attempt to work a solution to the oroblem, an~ submit to the Commission for further consideration. Forrest Breckenridge, manager of the Chamber of Commene, ne~t aDd,eared with reference to the City using the old concrete and asphalt materials that will be removed from French Avenue reconstruction project, for constructing a boat basin east of the bandshell in Lake Monroe. He advised that Cragg's Construction Comoany' who has the nontrsct for reconstructing French Avenue, had agreed to haul and dump the materials in place without any cost to the City. Commissioner Krider spoke in favor of the proposal, stating that there ~ a definite need for a boat basin to accommodate small boats and he felt ~at it was a good opportunity for the City to construct it at a minimum cost. After discussion the Mayor appointed Commissioner Krlder, the City Manager and Breckenridge as a committee to investigate the feasibility of constructing a boat basin from the aforesaid salvage street materials. Mr. Harold A. Scott of the engineering firm of Reynolds, Smith & Hill, of Jacksonville, next appeared and outlined the proposal of Houston Ts×as Gas & Oil Corporation to construct a gas line into and thru central Florida for supplying natural gas to all communities. He advised that the ell corporation had made financial arrangements to construct the gas supply line, and had employed his consumption in Florida in for a permit, stating that engineering firm to make order that application be ali communities desiring survey of the potentialities of gas filed with the Federal Power Commission to avail themselves of a supply of the to be included in the application to natural gas should make a request immediately so as Federal Power Commission, which would be filed not later than Aoril l, 1955. Gaede, president of Sanford Gas Comoany who have the local gas franchise, relative to filing such application, and that Mr. Gaede had expressed his intent of waiting to see if the project materialized. Mr. Scott then submitted a proposed five year contract for furnishing engineering services, in which they~reed to make a preliminary survey, prepare tentative cost estimate ~ submit report on feasibility of constructing and maintaining a natural gas distribution system for Sanford at a fee of $1.00; and if the City elect to proceed with such construction the City would pay them the standard e nglneerlr~ fee of 6-~% for predating plans, s pecific~tions,l supervision, etc. Also, if the City elect to award the gas franchise the contract would be binding on the franchise. Mr. A. J. Greer, manager of Sanford Gas Company, then advised the Com~isslon that it was their intent to switch over to natural gas, if and when it becomes available, and requested that action be deferred until next regular meeting, so as to give Mr. Gaede an opportunity to appear before the Commission and present his plans in the matter. Thereupon Commissioner Ratigan moved thor the matter be tabled until next regular meeting, and that Mr. Greet be requested to contact Mr. Gaede for information as to what action the Sanford Gas Company intends to take. Seconded by Commissioner Scott and carried. Mr. Scott of the engineering firm then recomme~ed that the City file a letter of intent with Huston Texas Gas & Oil Corporation to use ~atural gas if it ia available, in order that Sanford be included in the apolic~tion to Federal Power Commission, stating that the letter would not be binding, and same was referred to the City Attorney. Dr. Starke.further advised thee the Good Samaritan Home had installed a new heating system at cost of $$,000.00 and made the other necessary Imorovements in order to meet these requirements, w]~ch they are paying for monthly, but did not h~ve sufficient lncomlnC funds to Day the cost of maintaining a nurse. Also, that the County had donated the sum of $1,000.00 toward salary for a nurse but thgt it ~ould not be and also sufficient. After discussion and in view of the fact that the welfare and care of the aged are obligations of the Stat~ and County, and tbs City not having any funds available for such pur- pose, sctl~n was deferred, pendln~ further consideration and study of the budget. On January 6, 1920, Miss Ellen Hey was employed by the City of Sanford as secretary to the City Manager and as Deputy Tax Collector. In that year the City changed from City Council to City M~naf'er form of gow~rnment, and Mi~s ttoy was oer.~u~ded to come to S~nfo~d from St. Augustine to bring with her the exoerleuce she hsd ~_alned f~om employment in the City Manager's office there. On January 12, 1925, Miss Hey was appointed by the City Commission a s City Tax Collector, and has continued in that oosit]on without interruot~.on ever since. These facts give Miss Hey the longest continuous service record of any official of the City of Sanford. However, the tribute to which suc~ length of service alone attests is more th~n matched by the splendid quality of the service rendered. Harrold for two parking spaces in front of her guest home at 214 Park Avenue, to be made restrictive for her guests. The City Manager then pointed out that the City granted Mrs. Harrold the two reserved spaces for her guests for several years but eliminated the City still providing parking spaces for doctors and Park Avenue and 3rd Street he felt that her request was entire parkinF problem is changed. The matter of meeting with the local State Legislators to discuss any bills the City may wish to present for passage at the 1955 Session of Legislature was next brought up for consideration, smd after discussion, it was the opinion that the Commission should discuss end decide upon such matters before meeting with the representatives. On motion of Commissioner Ratlgan, seconded by Commissioner Higginbotham and carried, minutes of regular meetlng of January 10, and sp~ cial meeting of January ll, 1955, next approve The City Manager next reported that all arrangements had been made with the Kansas City Athletics to conduct their two weeks baseball try-out program in Sanford during February. On motion of Commissioner Higginbotham, seconded by Commissioner Krider and carried, the Commission next authorized a resolution commending W. H. Stamper s~ John Kadet for their services as former members of the Commission, for presentation to them, together with an appropriate ~roll. Commissioner Ratigan next brought up matter of discontinuing the radio broadcast of the Commission meetings. He pointed out that the Commis~on is a deliberating body and that each problem presented should be discussed thoroughly, but tbmt the Commissioners are being hesitant because of the broadcast. He also stated that he did not feel free to ask questions because of them being broadcast over the radio, and felt that the other members of the com- mission and those appearing before it felt the same way. Also, that he was in favor of report- ing the screens of the Commission meetings but not broacasting the sessions. Commissioner Scott concurred with Commissioner Ratlgan. After further discussion Commissioner Ratigan moved that the radio broadcast of the Commission meetings be discontinued.
