, The City Commission of the City of Sanford, Florida, met in adjourned session at the ~
City Hall in the City of Sanford, Florida, at 8:00 P. M. January 31, 1955. I

Forrest Breckenrldge, manager of Chamber of Commerce, and several members of the In-
dustrial Boord appeared with Mr. Arthur 0. Russell, of Fredericksburg, Va., and presented his
proposal to establish a boat manufacturing plant in Sanford. They advised that Mr. Russell wou~
like to locate the plant on the lake front and had selected %he City owned property at south-
west corner of Seminole Boulevard and.Holly Avenue for the site, provided it could be acquired
at a reasonable price, and recommended that the City either sell or lease this property to him
for token sum in order to secure this industry for Sanford; stating that he would need a sits
with 200 ft. frontage and 500 ft in depth.
Mr. Russell then outlined his plans to manufacture small 1~ and 16 ft. pl~ood bo~ts
of his own design, which he had been constructing ss a hobby in Virginia, and which he said
had proven to be very durable and satisfactory, and in great demand. He stated his plans to
erect a building with cith,~r ~,000 or 4,000 square feet of floor area, to include show room
in front, which would cost approximately $~.00 per square foot, and to employ sppro×Imately
60 people in the plant when in full production. Mr. ~ssell further stated t~t he would
prefer purchasing the s~te instead of leaslng it, and sf. nce he would not ut~llze the entire
site until re~:chlng mass production, offered to purchase the front 200'

In answer to questions of Commissioner Ratlgan, Mr. Russell stated that he proposed

after discussion, same was referred to the Planning Board for recom-endations.

WHEREAS, W. H. Stemper and John Keder h~ve now completed their terms as members of
the Ssnford City Commission and have retired from its membership;
AND WHE}~AS, both of these men in the performance of their services as members of the
City Commission, and Mr. Stemper in the additional performance of his service as Hayer, have
worked dili~[ently and unselfishly for the betterment and welfare of this city and its people,
and devoted to such service time and effort above the strict call of duty, and it is the
feeling and desire of the present Commission that proper recognition and appreciation be ex-
pressed to these retiring members of the Commission for the conscientious efforts they have
devoted in their capacities on the City Commission;

The City Manager next reported theft E. H. Holcomb, Jr., contractor of Contract No.
3 (layln~ new water ms, ns), h~d comolcted the construction work but exceeded the number of
contract working d~ys to complete the Job, which represented a oen~lty against him, ~dvls-
lng thet the City did not suffer any loss or damage because of his failure to complete
the work wlthi~ the specified time, and recommcnded that the penalty be waived.
After discussion, Commissioner Higgi:~otham moved the waiver of the penalty clause in
Contract No. 5 of E. H. Holcomb, Jr., for failure to complete the work contracted for within
the specified time of 60 working days. Seconded by Commissioner Krlder and carried.
There being no further business the meeting adjourned.

On motion of Commissioner Higglnbotham, seconded by Commissioner Ratigan and carried,
of regular meeting of January 24, and adjourned meeting of January Bi, approved.
Mr. A. H. Gaede, president of Sanford Gas Company, next apoeared with reference to
that the
Gentlemen:
At a special meeting, cai]ed by the Zoning and Planning Commission on
February Il, 1955, the following recommendations were amended and are
herewith submitted for your approval and authorization.
It is recommended that the following described property be changed
from District R-) (~ne-famil~).~tO DiStrict C-1 (Commercial-Retail).
The east half of Blocks 9 and 10, Tier lz same being located on the
west side of Sanford Avenue between 7th street and 9th Street, also
the west half of Blocks 9, 10 and 11, Tier A, same being located on
the east side of Banford Avenue between 7th and 10th Streets.
The reason for thls recommendation is that in so doing it will close
in some gaps between two present C-1 Districts on Banford Avenue,
thereby zoning Banford Avenue C-1 all the way from 1st to llth streets
on the west side (with the exception of the Junior High School block)
and from 1st to l~th Streets on the east side.

the recommendation of Reynolds, Smith & Hill, Consulting Engineers of Jacksonville,
City file a letter of intent with Houston Texas Gas & 0il Corporation to use natural gas if it
is available, in order that Sanford be included in their application to Federal Power Com-
mission for permit. He advised that another syndicate was also attempting to secure a permit
to construct a gas line into and thru central Florida for supplying natural gas, and had sub-
mitred their proposal to them prior to Houston Texas Gas & 0il Corporation; and that upon ad-
vice of their consulting engineer, the Sanford Gas Company was withholding signing a commit-
ment with either, pending~he granting of such permit by Federal Power Commission. Mr. Gaede
then pointed out that whichever secured the permit would construct the pipe line thru Sanford
because of the two local electric power plants, whioh would be tNe largest consumers of
natursl gas in central Florida, and thst they would be required by the Federal Power Commission
to also furnish gas for the community. He further stated ~hat his company was vitally in-
terested in securing and distributing natural gas because it would be much cheaper for both
the company and the consumer, which would increase their business and also make it more
orofitable.
After considerable discussion, Commissioner Ratigan moved that the Commission table
the letter of intent indefinitely. Seconded by Commissioner Scott and carried. Commissioner
Krider not voting.
Mr. Robert B. Brown, Ohairman of the Zoning and Planning Commission, next appeared
and submitted the following recommendations for re-zoning certain district of the Zoning,
and for annexing certain areas to the City:
