The City Commission of the City of Banford, Florida, met in regular session at the
City Hall in the City of Banford, Florida, at 8:00 o'clock P. M. February 28, 1955.

Meeting called to order by the Chairman.
On motion of Commissioner Higginbotham, seconded by Commissioner Scott and carried,
~minutes of regular meeting of February 14, and special called meeting of February 21, 1955,
approved.
Herbert Cherry, representing the Colored Business, ~rofessional and Civis Club, next
appeared and requested that the signal traffic light be placed back at intersection of W. 13th
Street and Olive Avenue, which was ordered removed by the Commission at meeting of February 14.
He pointed out that it was installed for the protection of echool children crossing at this in-
tersection; that it is still a hazardous crossing; and that they felt that the light should
remain ~here since the City does not furnish any police patrol for the children in that section.
After considerable discussion, in which the Commission advised that the traffic signal
was removed in order to expedite the flow of heavy truck traffic on W. 13th Street, the matter
was referred to the Chief of Police for further study, after his recommendation that it be left
on trial without the traffic signal light.
Application next submitted from Cue Stephens, colored, for permit to operate a taxi-
cab to and from M!dway, but in view of sufficient number of taxicabs now in ope?ation to meet
public demand, Commissioner Ratigan moved that the application be denied. Beconded by Commiesio~r
Krlder and carried.
On recommendation of the Chief of Police, and on motion of Commissioner Higginbotham,
seconded by Commissioner Scott and carried, the Commission next directed that no licenses and
permits be renewed for taxicab operators who are operating on a seasonable or temporary basis.
Letter next read from Mrs. Helen Brock requesting an adjustment of her excessive water
bill at 300 French Avenue, which was caused from hiden leak in pipe line, and same was referred
to the City Manager.
The City Manager next submitted a proposed 5-year standard contract of Florida Power
& Light Comnany for furnishing power for the sewerage pumping stations at Fort Mellon Park and
Mill Creek, and after discussion, Commissioner Higginbotham moved its approval and authorization
for a period of two years only. Seconded by Commissioner Scott and carried.
On motion of Commisslomer Krider, seconded by Commissioner Scott and carried, current
invoices and payrolls next approved, as evidenced by General Fund Banford Atlantic National Bank
Vouchers Nos. 6819 thru 6942; General Fund Florida State Bank Vouchers Nos. 1050 thru 1077;
Water and Sewer Revenue Fund BaN ord Atlantic National Bank Vouchers Nos. 12 and 13; Water and
Sewer Construction Fund Sanford Atlantic National Bank Vouchers Nos. 23 thru 27; and Water &
Bewer Construction Fund Florida State Bank Vouchers~ Nos. 23 thru 28.
John Melsch nSxt submitted proposed plat of St. Johns Village, as orepared and signed
by A. C. Doudney, Registered Land Surveyor, and after c~reful study and consideration, Com-
missioner Krlder moved that the Mayor and Clerk be authorized to sign the certificate of approval
of the plat on behalf of the City Commission. Seconded by Commissioner Higginbotham and carried.

After careful consideration, and in view of the fact that the chlorinators now in
use at the water plant and swimming pool ~re both Wallace & Tiernan machines which have given
excellent service, of which one has been in service orior to the City acquiring the water system
in 1925, Commissioner Scott moved the acceptance of bid of Wallace & Tiernan Comoany, Inc., for
furnishing and installing a chlorinator at price of $1,500.00. Seconded by Commissioner Krider
and carried.
A. C. Doudney next called to the attention of the Commission that the surveyors monu-
ments in the street intersections along French Avenue are being removed in its reconstruction,
and recommended that they be placed back by the Cit y, but no action was taken on the matter.
J. C. Lavender of Craggs Construction Company next advised that they had completed
installation of the 970 lineal feet of 36-inch concrete storm sewer in the rich-of-way of
French Avenue extended, authorized by the Commission at meeting of ~ebruary 14, and that it left
a 6 ft.!open ditch in front of a dwelling where it ended. He then advised that it would require
an additional 100 ft. of 96-inch pipe to extend beyond the dwelling, which would cost $1,050.00,
and that the County Commissioners had agreed to pay one-half of such cost.
Thereupon after considerable discussion as to this discrepancy in the number of lineal
feet of storm pipe the City was required to furnish, and in order not to hold up construction,
Commissioner Higginbotham moved that Craggs Construction Company be authorized to install the
additional 100 ft. of 96-inch concrete storm sewer at cost of $10.50 per lineal ft., with the
understanding that the County ~11 pay one-half of the cost. Seconded by Commissioner Scott
and carried.
Upon being advised that C. E. Meeks had withdrawn his offer to purchase the N. 50 ft
of Lots 8 to 12, inclusive, of Spurling's Plat of Block 15 of Chapman & Tucker's Addition,
Commissioner Ratigan moved that the authorization for sale of the aforesaid property to him be
rescinded. Seconded by Commissioner Hlgglnbotham and carried.
On motion of Commissioner Higglnbotham, seconded by Commissioner Scott and carried,
the Commission next authorized the conveyance to Willie McGhee and wife of Lots 2 and 3 of
Block 9, Tier 19, Seminole Park, in exchange for Lots 8 and 9 of Sherman's Pl~t, which is needed
by the City for right-of-way for drainage ditch in connection with French Avenue reconstruction.
The value of the property to be acquired from Willie McGhee and wife having been established at
$600.00.
There being no further business, and on motion of Commissioner Higginbotham, seconded
by Commissioner Ratigan and carried, the meeting then adjourned until 7:90 o'clock P. M.,
March 4, 1955, for the purpose of considering the proposed agreement to be entered into with
Mrs. Carols Sanford Dow relative to the ?oposed General Sanford Memorial Library and Museum.
