Knowles Meeting called to order by the Chairman. John L..Kader of Kader's Jewelry aopeared and submitted a proposal for adoption by the Commission, for presenting trophies to retiring City Officials, and to outstanding citizens. of trophies which he agreed to furnish for such occasions at the He then submitted samples following prices: Trophy No. 92 Silver Card Tray $11.50 each Trophy No. 82 ,, , " 10.50 Trophy No. 72 , " " 9.00 After discussion Commissioner Higginbotham moved that the Commission authorized the presentation of Trophy No. 92 to retiring Mayors and City Commissioners, Trophy No. 82 to Chair- men of City Boards, and Trophy No. 72 to citizens for outstanding public and/or other services, to be purchased from Kader's Jewelry at the foregoing prices. Seconded by Commissioner Krider and carried. Commissioner Cordell not voting. Mrs. Fred T. Williams, Mr. & Mrs. Charles Dawson, Randall Chase and Fred R. Wilson, representing the General Sanford Memorial Library Association and Seminole County Historical Society, then apoeared with further reference to the proposed agreement to be entered into between the City and Mrs. Carols Sanford Dow, daughter of the late General Henry Shelton Sanford relative to transferring his library and other personal effects to the City, and the erection and maintenance of the memorial building. Mr. Wilson, as spokesmen, then explained the termm and conditions of the agreement, and the urgency for executing it immediately, due to Mrs. Dow's advenved age and physical condition. He also advised that the City would be required to pay the transportalion cost on the library and effects from Derby, Conn., to Sa~ord, which was esti- mated at $1,500.00 in 1952. The Commission then asked if the two organizations had made any arrangements to finance the balance of cost of constructing the memorial building, the total estimated cost being $30,000.00, of which the City and County have agreed to approoriate $7,500.00 each. In answer thereto, Mr. Chase stated that they had made no definite arrangements but could probably raise the additional $15,000.00 thru oublic contributions over a period of time, of which they already have appro×imately $3,000.00, but until the agreement is executed, they had nothing concrete for securing contributions. The question then arose as to the maintenance cost of the library and museum which the City would have to assume under the proposed agreement. In answer to the proposal of the Commission that it be supervised and oDerated by volunteer workers from civic organizations, Mr. Chase pointed out the reasons why such an arrangement would not be satisfactory. The greet historical value of General Banford's library, records and personal effects was again emphasized by Mr. Chase. Mrs. Williams also cited the library's value for research purposes and said that the museum is the "greatest thing theft can come to Sanford". He then suggested t ket the General Sanford Memorial Library Association and the Historical Bociety enter into an agreement with the City to raise the the balance of the funds. After further discussion, Commissioner Hlgginbotham moved the approval of the agreemen' to be entered into with Mrs. Carols Banford Dow for the donation of General Henry Bhelton Ban- ford's entire collections to the City, co~isting of library, records, papers, paintings, anti- ques, works of arts and other personal effects, and that the Mayor and Clerk be authorized to execute same on behalf of the City. Bald agreement being in words and figures as follows: AGREEMENT THIB AGREEMENT, Made and entered into in duplicate on this 14th day of March A.D. 1955, by and between CAROLA BANFOPJ) DOW of Derby, Connecticut, hereinafter designated as "DONOR", and CITY OF BANFORD, FLORIDA, a municipal corporation, hereinafter designated as "DONEE", WIT.NEBSETH THAT: WHEREAB, T~ donor is the owner of the library, paintings, antiques and works of art of the late GENERAL HENRY BHELTON SANFORD, father of the donor and founder of the City of Ban- ford, Florida, the articles an~ objects comprising said library, palntlnge, antiques and works of art being shown by an inventory thereof hereto attached, and the donor desires to honor the memory of her late father, the said Genera~ Henry Bbelton Banford, by donating said library paintings, antiques and works of art set forth in said inventory hereto attached, to the donee, to be housed and maintained in a fire proof or fire resistant building to be erected by the donee in Fort Mellon Park in said City of Banford, F1.)rlda, said building to be designated as "THE HENRY BHELTON BANFORD MEMORIAL LIBRARY AND MUBEUN# and erected according to a design therefor prepared by Elton J. Moughton, Architect, of Banford, Florida: NOW, THEREFORE, The Donor and ~onee do hereby agree to and with each other as follows: The Donor will give to the donee the aforesaid library, paintings, antiques and works of art of the late General Henry Bhelton Banford upon the following conditions: The donee will approoriate funds to be applied to the erection of the aforesaid library and museum building and will endeavor to secure additional funds to defray the cost of said building, which it is estimated will be approximately $30,000.00. The donee will allot a space 150 feet square in a suitable location in said Fort Mellon Park on which said library and museum building shall be erected and the space around said building shall be landscaped and beautified. Construction of said building shall begin ae soon as practicable. Bald library and museum building shall be erected in accordance with plane and speci- fications therefor prepared by Elton J. Moughton, Architect, of Sanford, Florida, with the right to make minor alterations in said plans and specifications so long as the building re- tains fire oroof or fire resistant qualities and its design is in keeping with good taste. The erection of the aforesaid building shall be completed in thir~y-ei~ months and said library, paintings, antiques and works of art shall be delivered by the donor to the donee when said building is completed, and deposited in said building and aporoprlately arranged therein; provided, however, if said building is not completely finished within said time, the donor, her heirs, executore, or administrators will grant to the donee a reaeonable extension of time in which to complete said building as may be consistent with existing conditions and aa the laws and orinances may require. The donee shall keep the aforesaid library, sured against theft and damage by fire and lightning paintings, antiques and works of art in- in such sum as it may deem reasouable. The donee shall primarily manage and control said Henry Shelton Sanford Memorial Library and Museum but may delegate the management thereof to any non-profit organization meeting with its approval. There shall be inscribed in incised letters over the main entrance to said building the words: "THE HENRY SHELTON BHANFOBD MEMORIAL LIBRARY AND MUSEUM". The aforesaid Henry Shelton Sanford Memorial Library and Museum shall be maintained in perpetuity in honor of General Henry Bhelton Sanford, founder of the City of Ssnford, Florida, Banford and surrounding territory and for the cultural benefit of the oeople of the City of and ,~eused these presents to be executed in its name by its Mayor and attested and its seal hereunto affixed by its City Clerk, the public generally.
