Brown, Chairman of the Zoning and Planning Commission, who read their letter of recommendations to the City to re-zone the property as proposed in the foregoing notice, and explained their reasons for making such recommendat~ one. The Chairman then announced that the Commission would be glad to hear from anyor~ in favor of, or against re-zoning the property as proposed in paragraphs (a) and (b) of the foregoing notice. There bei~no objections registered, Commissioner Hlgginbotham moved that the Zon- ing Ordinance be amended so as to transfer the property described in paragraphs (a) and (b) to District C-1 (Commercial-Retail). Seconded by Commissioner Bcott and carried. The Chairman next announced that the Commission would be glad to hear frcm anyone in favor, of, or agsin~t rezoning the property as proposed in paragraph (c) of the foregoing notice. There being no objections registered, Commissioner Mig~inbotham moved that the Zoning Ordinance be amended so as to transfer the property described in paragraph (c) to D~strict C-1 (Commercial-Retail). Beconded by Commissioner Ratigan and carried. The Chairman next announced that the Commie~ on would be glad favor of, or against rezoning the property as proposed in paragraph (d) which would transfer the property between Sth & 5th Streets and Palmetto and Myrtle Avenues, from Residential to C-1 (Commercial-Retail)District. Attorney Fred R. Wilson, representing Nfs. Frank Lieske of 404 Palmetto Avenue, then registered her objections to rezoning said property and stated that other property owners in the $00 block also objected because most of them ere elderly people who reside in this area, which is within walking distame of t~ shopping ~lstrlct, the post Office end churches. Mr. Wilson pointed out that all of the property in the 400 block on Palmetto avenue is entlerly residential, and that the owners do not feel the necessity for opening it up for business until the property in the 300 block h~s been utilized for such purposes. Mrs. Lieske then voiced her own objections and pointed out the conveniences of the location for elderly people who do not drive or own an automobile. Mack N. Cleveland, Jr., of 2h83 Palmetto Avenue, who stated that he was also represent- ing other property owners on North side of 25th Street in front of this area, advised that they had no objections to the proposed re-zoning, and submitted their request that the p~operty along the North aide of 25th Street be re-zoned also for the same purpose. After discussion the foregoing request was referred to the Zoning and Planning Com- mission for recommendation. There being no objections registered, Commissioner Scott then moved that the Zoning Ordinance be amended so as to transfer the property deseribed in paragraph (g) to District C-N Commercial-Retail (Neighborhood-Shopping). Seconded by Commissioner Migglnbotham and. carried. The Chairman next announced that the Commissioner would be glad to hear from anyone -- in favor of, or against re-zoning the property as proposed in paragraph (h) of the foregoing notice. There being no objection registered, Commissioner Ratigan moved that the Zoning Ordinance be amended so as to transfer the property described in paragraph (h) to District C-1 (Commercial~Retail). Seconded by Commissioner Scott and carried. The Chairman next announced the opening of Public Hearingto consist annexing the territory to the City, as designated on map on display, and as recommended by the Zoning & Planning Commission. Said territory to be included in the proposal to extend the present city limits South along the Westerly Boundary line of the Naval Air Station property to a point B30 feet South of 2?th Street, extended, thence West to a point between Marshall and Hat,well Avenues, extended, thence North to a point 6~4.75 ft South of 20th Street thence West MINUTES City Commission, Sanford, Florida, March 7 at 8 P. The City Manager then referred to a chart on the blackboard and explained the advant- age to the properZy owners of annexing the territory, citing the benefits that would accrued thru lower cost of insurance, water, garbage and t~ash collection service, fire and police pro- tectlon, zoning, improved streets, stree~ lights, sewer facilities, mosquito control, and sum- mer recreation program for their children. The Chairman then announced that the Commissioner would be glad to hear from anyone in favor of, or against the proposed annexation. Areh~e B. Smith of 2718 Palmetto Avenue then inquired as to how soon fire hydrants and sewer facilities could be furnished or made available, and was advised that water facilities could be furnished immediately, but that the sewers would have to be extended under a longer range program, which they would not have to start paying for until the services are made avail- able. Wm A. Leffler, Jr., who owns the property east of Virginia Avenue between 4th and 8th Streets, ne×t voiced objections to annexing his property, that did not need any of the benefits the City had to offer. flnanclsl ability to furnish all the services outlined by the stating that it was wild land He also questioned the City's City Manager. Thcs. H. Burgess, a property owner in Dreamwold Section, voiced objections to an- nexing his property. O. J. Farlow of 2709 Iroquois Avenue, Dreamwold ~eCt~on, also voiced his objectionS, stating that he built his home at present location in order to be outside the corporate limits, and did not feel that he would be benefitted by the annexation. Wm. H. Norton of 2711 Iroquois Avenue, voiced his objections and stated that he did not see how his property could be benefitted by the advantages mentioned. Max Bass of 2818 S Elm Avenue voiced objections to annexing his property because he did not feel that they would gain anything by it. John K. Hess of Dreamwold Section voiced objections against annexing his property. M. L. Raborn, Br. of 1805 E Seminole BtVd~, voiced objections against annexing that area, and requested that ~he property owners be given an opportunity to vote on the issue and make the final decision. Geo. A. Speer, Jr., spoke against the proposed annexation unless the property owners within the areas are given an opportunity $o vote upon it. He stated t~t he w as a property owner, both within the corporate limits and the proposed area to be annexed, and pointed out the disadvantages of o~ming property wltkin the City. Mr. Spear also questioned the City's financial ability to furnish the services mentioned. Mrs. Annie Talcom, ooerator of beer garden on 0r~ando D~ive, voiced her objections, claiming that she would not be financially able Zo pay the city taxes and licenses that would be assessed against her property. Robert A. Bennett of 200 E 27th Street next advised that he had assisted in circula- ting a petitton against the proposed annexation but after having the advantages the City had to offer explained to him, had changed hie mind and was mw in favor of it. He then urged all of the property owners present to vote in favor of the proposed annexation in order ~o avail them- selves to municipal services. G. A. Muffley submitted a petition which he claimed was signed by 200 property owners protesting the proposed annexation. He stated that he did not own any prvperty in the area but was representing Lthem. Archie B. Smith of 2718 Palmetto Avenue, stated thor since hearing the advantages the City had to offer, he had no objections to annexing his property, but in view of having signed one of the petitions, and all his neighbors were opposing it, he felt that ~ would be to his advantage to go along with them. Robert A. Bennett spoke again and said that since all of his neighbors were still objecting to having their property annexed, he felt that it would be for the best interest of all concerned, not to annex the area at this ~ime, and that he would like to go on record as having protested. The~e being no further objections registered, Mayor Co,dell then spoke in favor of annexing the territory, advising that it was a long range olan for the future growth and development of the City, which was recommended by the Zoning and Planning Commis~on, and he did not feel ~hat they woul~ recommend anything that would be detrimental to the property owners in the com~unlty. After further discussion, Commissioner Scott moved that the Commission recommend to the Legislators that the City be given an opportunity to annex the territory under question without a referendum. Williams Absent: Commissioner Earl Higglnbotham the City On motion of Commissioner Kr~aer, regular meeting of February 28, adjourned 1955, approved. Meeting called to order by the Chairman. seconded by Commlsgoner Scott and carried, minutes meeting of March ~, and special meeting of March 7, of J. C. Lavender of Craggs Construction Company, who have the contract for reconstructing French Avenue, next appeared and registered a complaint against Sanford Gas Company for re- fusing to relocate their gas maine from un8erneath the right-of-way of said street, advising that they are ready to start grading and the gas mains were holding up the construction work. After discussion, and in view of French Avenue being designated as a State Road, the matter was referred to the State Road Department who now has Jurisdiction over the street. On recommendation of the Board of Bond Trustees, and on motion o~ Commissioner RatlFan, seconded by Commissioner Krlder and carried, the Clerk was next authorized and directed to destroy all of the City's cancelled bonds end attached coupons on hand, which were purchased and retired prior to October 1, 1955. Clifford McKibbin, Jr., Chairman of Seminole Committee, next aPoeared and outlined the proposal of citrus Juice processing plant in Sanford which would County Chamber of Commerce Industrial a new ind~ try to erect and operate a employ from 90 to 150 people. He advised that they would require a minimum site of aooroz~imately 2~ acres located near a highway, with railroad facilities and wlth good water supply available for cooling system. Mr. McKibbin further advised that the Seaboard Railroad Company had offered them a site in Aoopka but that the investors preferred to locate the plant in Sanford and had selected the City owned property on West side of French ~enue, described as E 1/2 of Block I of Tier 9 and all of Block 1-N of Tier 9, E. R. Trafford's Map, if it could be made available. He then requested that the City donate this property for a site for this new industry. After dlscusslon, in which the Commission expressed its interest in securing t?ds new industry for Sanford, but pointed out that the Atlantic Coast Line Railroad Company owned several tracts of land that they are holdi~ for industrial development, action was deferred, pending tbs Industrial Committee contacting the railroad Company relative to f~srnlshlng a site. Carl Overstreet next appeared on behalf of a local group and outlined their proposal to organize a semi-pro baseball club and play in the Orange-Lake League during the coming season. He then requested that they be granted permission to use the baseball stadium for the 15 home games during the season, which would be at night, with the first game on April 18.
