Meeting called to order by the Cha2man.
On motion of Commissioner Ratigan, seconded by Commissioner Scott and carried,
regular meeting of March 14, 1955, approved.
J. C. Davis, representing Sanford Enterprises, Inc., a local corp~ation organized to
operate a baseball team in the Florida State League, Class D, next aooesred with reference to
using the Sanford Memorial Stadium and facilities appurtenant thereto for the practice and
games and operations incident thereto for its baseball team for the 1955 baseball season. He
requested that Ssnford Enterprises, Inc., be granted the use of the stadium under the ~ame terms
and conditions as the agreement given the Seminole County Baseball Association, Inc., during
the 1953 season, except that the City provide two uniformed policemen to be present at all games
instead of one. Mr. Davis also requested that the provision for paying the City the Stadium
admission taxes collected, be changed so that the corporation will be required to pay it on or
before the next business day after each game instead of weekly.
Thereupon after considerable discussion Commissioner Scott moved that the City enter
an agreement with Sanford Enterprises, Inc., granting it the use of the stadium during the
1955 baseball season under the same terms and coMditions as granted Seminole County Baseball
Association, Inc., during the 1953 season, including the City furnishing only one uniformed
policeman, with stlpula~on that the admission taxes be paid to the City on or before the next
business day after each game, and that the Mayor and Clerk be authoriaed to execute such an
agreement on behalf of the City. Seconded by Commissioner Krider and carried.
Melvin L. Smith, Commander of Seminole County Post B282 of Veterans of Foreign Wars,
next appeared with reference to their letter of March 25, requesting the City to donate them a
site, size 210' x 210' from its welt field property on Highway 17-92 approximately $00' north
of the Disabled American Veterans' prooerty, for their proposed club house. He stated that they
would furnish a complete survey of the site, and would accept it under agreement to erect a
masonry building, size ~0' x 60', thereon within three years.
After discussion action was deferred, pending investigation by the City Manager to as-
certain whether or not the site selected would interfer with the City's wells and pipe line
ooeration and maintenance.
The City Manager next reported that Florida Power & Light Company would not enter into
a two-year contract with the City for furnishing power for its sewerage pumoing stations, which
was authorized by Commission at meeting on February 27, 1955, because their standard contracts
are for terms of one and five Years.
After consideration Commissioner Krider moved that the Commission rescind its motion
at meeting of February 28, authorizing a two year contract for the sewerage pumping stations.
Seconded by Commissioner Scott and carried.
Commissioner Scott then moved that the Mayor and Clerk be authorized to enter into a
one-year contract with Florida Bower & Light Company for furnishing power for the sewerage

additional year. Seconded by Commissioner Ratlgan and carried.
Letter next submitted from Seminole County Chapter of American Red Cross requesting
a contribution of $300.00 toward their Annual Fund Drive, and same was denied because of no
funds being available for such purpose.
On motion of Commissioner Krider, seconded by Commissioner Ratigan and carried, cur-
rent invoices and payrolls next approved, as evidenced by General Fund San~ord Atlantic National
Bank Vouchers Nos. 6943 thru 7050; General Fund Florida State Bank Vouchers Nos. 1078 thru
1114; Water & Sewer Revenue Fund Sanford Atlantic National Bank Voucher No. 14; Water &Bewer
Construction Fund Sanford Atlantic National Bank Vouchers Nos. 28 thru ~1; and Water & Sewer
Construction Fund Florida State Bank Vouchers Nos. 29 and ~0.
The City Attorney next submitted his personal opinion concerning the recommendation of
Chief of Police Williams that Section 16 of the Charter be amended by 1955 Legislature so as to
grant the Municipal Court authority to impose a fine up to $500.00 for violations of gambling
ordinances. He stated that in view of the significance of the Court, which only has authority
to try misdemeanors, and without Jury, he felt that the penalties should be kept low.
After discussion the matter was then taken under further consideration.
On motion of Commissioner Ratlgan, seconded by Commissioner Scott and carried, the Com-
mission ne×t aporoved paym~t of the following amounts for easements for drainage ditches
across the following parcels of land, as designated on State Road Department Map of right-of-way
for drainage for Job No. 7715-101, French Avenue, which was
Parcel No. ll9 - paid to R. L. Branham and wife,
Parcel No. 121 - paid to ~harles Grieme and wife,
authorized by Resolution No. 840:
the sum of $100.00.
the sum of $188.75.
Parcel No. 113 - paid to Willie McGhee for cost of removing and re-
locating dwelling, th~ sum of $100.00.
There being no further business the meeting adjourned.
