at the City Hall in the City of Sanford, Florida, at
Florida, met in adjourned Special Session
7:70 o'clock P. M., May 70, 1955.

Meeting called to order by the Chairman.
The Board then proceeded to a further deliberation of the Annexation Bill,
by the State Representatives.
Thereupon after careful consideration, Commissioner Ratlgan moved that the
as proposed
City Com-
mission advise the I,egislative Delegation that in our opinion, exemption the proposed area to
be annexed from the present indebtedness would create a tax belt around the City In which the
owners would enjoy a favored poslt~on with respect to the property owmera within the present
city limits, and for that reason, we ask that the City's bill be nsssed ezactly as submitted
without any qualifying prov~sions. Seconded by Commissioner Scott.
Wellborn Phll]lps Jr., builder, then apneared before the Commission and outlined his
proposal to construct over 200 homes on a large tract of' land abuttln~ on W. 20th Street and
the Country Club Ro~d, w~ich he has un~:er option, and recuested that this property be included
in the annexation bill.

The Commission then advised that the bill included only the areas recommended to be
annexed by the City Planning and Zoning Board, ~nc~, since their recuest had not been submitted
for consideration and approval of said Board, the Commission did not feel that any additional
areas shm~].d be included in the annexation without their recommendation.
~fter discussion, the roll was called on the motion of Commissioner Ratlgan, which
carried unanimously.
Commissioner Krlder n~t moved thor the Commission request the State Representatives
to enact their proposed bill to grant the City the power to zone the area withlnt one mile
radius of the City limits. Seconded by Com~issloner Ratlgan snd carried.
