Williams session at the City Meeting called to order by the Chairman. Board'. The following letter of recommendations next submitted from July 22, 1955 the Zoning and Planning Honorable City Commission City Hall S~nford, Florida. Gentlemen: The Zoning and Planning Board, herewith, submits the following recom- mendations, which were made at their regular meetings on April 21st and July 21st, 1955, for your approval and adoption. It is recommended to the City Commission that since the owners of the area involved do not object, but desire, the rezoning of Lots 5, 6, 7, 12, 13, 14 and 19 of Edge- wood Sub-division, that said lots be rezoned from an R-lA district to a C-N (neighborhood shop!oing) district. It is recommended to the City Commission that they authorize the Building Inspector to grant to Mr. Ralph Dean a permit to erect a duplex on Lots BI and 33 of Lane's Addition. The reason for this recommendation by the Zoning and Plan- ning Board in so recommending is due to their working on a change in the Zoning Ordinance in the near future that would allow such a duplex to be built. The urgency for the dwelling space we believe warrants this oresent request. It is understood that this request does not establish a precedent and pertains only to this one particular request pending the actual amendment to the ordinance that would grant legal authority for allowing construction of duplex building. It is recommended to the City Commission that all of Block 17 Chapman & Tucker's Addition and that part of Block 19, West of Pump Branch Creek and North of 4th Street be changed from an R-1 district to a C-1 district. N., August 22, 1955 to consider rezoning the Oroperty described in Items 1 and 3, in accordance with the foregoing recommendations of the Zoning and Planning Board, and that Item 2 be referred back to said Board for further study and recom~enda~on. Seconded by Commissioner Scott, and carried. J. C. Hutch/son and Fred R. Wilson of th~ Henry Shelton Sanford Memorial Library & Museum Committee, next submitted plans of the proposed library room of the Library and Museun, showing the dimension ~o be 19'8"x26'10", the estimated construction cost being $9,000.00 for the room and $2,500.00 shelving. Mr. Hutchlson advised a~ain that the Memorial Library and Museum Committee would acceot the responsibility of erecting the library room, if the $7,000.00 the City and County now have on hand are turned over to them. After discussion and study of the plans, Commissioner Higginbotham moved that in view of the City having signed an agreement with the heirs of General Sanford to accept his library, paintings, works of art, etc., and to appropriate funds to be applied toward erecting a library and museum building to house and maintain same, that the Commission follow out the I INU .S ~ ' July 25 at 8 P.M. 55 City Commission, Sanford, Floridai ..~ .................................................. 19 ........ said Committee toward erecting the library room in accordance with the plans and specifications submitted. Seconded by Commissioner Ratigan and carried. E. H. Holcomb, Jr., Contractor, of Clearwater, Florida, who performed the construction work of Project "A" and Contract No. 3 of the water and sewer improvements program, next ap- peared and advised ghat he had submitted the low bid on a large contract for Pinellas County, Florida, which is now being evaluated, and that he would like a letter from the City to the Board of County Commissioners of said County, stating that he had completed his contracts with the City of Sanford, that the work was accepted as satisfactory; and that he bad been paid in full. Thereupon Commissioner Hig~lnbotham moved t~t the City Manager be authorized and di- rected to write a letter to the Board of County Commissioners of Pinellas County, advising that E. H. Holcomb, Jr., had completed his water and sewer contracts in accordance with the plans and specifications without calling on the bonding company; that his work was accepted as satisfactory by the City's engineers; that he had been paid in full; end that as far as this Commission is concerned, the privilege of bidding on any future business will be ex- tended to Mr. Holcomb. Seconded by Commissioner Krider and carried. Herman Jacobson and W. H. Stemper, together with Forrest Breckenrldge as spokesman, rep- resenting the Chamber of Commerce Industrial Committee, Sanford Industrial Board and Sanford Industries, Inc., next appeared and outlined the plans of Mr. Hyman Meltzer to expand his garment manufacturing plant which he is now operating at ~00 Sanford Avenue. Mr. Breckenrldge advised that Mr. Meltzer is now employing 60 people and plans to expand his plant so as to employ at least 100, and since there is no other building available, they were endeavoring to assist him in working out financial arrangements to erect s building. He further advised ihs t Mr. Meltzer proposes to erect a concrete block building, size 75'3~150', and would need a site with frontage of 150'X200' depth, and additional land of approximately the same size for future expansion. He then requested the Commission to sell Mr. Meltzer the City owned property at northeast corner of First Street and Poplar Avenue for a very nominal sum for the plant site. Thereupon after considerable discussion, and on motion of Commissioner Ratigan, seconded by Commissioner Higginbotham and carried, the Commission granted Mr. Meltzer an option for 120 days to purchase 150 ft frontage on First Street, with depth of 200 ft., of the property lo- cated at northeast corner of First Street and Poplar Avenue, at a price of $100.00. with stipu- lation that s reverter clause be embodied in the deed of conveyance that said property will revert to the City if a building with not less than 10,000 square feet of floor area is not erected thereon and used for manufacturing purposes within one year from date of conveyance. Also, an option to purchase an additional 150'xl50~ lot lying adjacent and north of the afore- said property at a price of $300.00, conditioned that the building is erected on the first lot, expanded and used for same or allied purposes. Mr. H. S. Brown of Klngstree, S. C., next appeared before the Board and submitted ap- plication to purchase a lot in the municipal cemetery for the purpose of erecting and main- taining a community mausoleum, and after careful considerstion Commissioner Higginbotham moved that his offer be declined. Seconded by Commissioner Ratlgsn and carried. The Chairman next announced that the Commission would conduct a public hearing on the proposed off-street parking ordinance at this time. There being no objections registered, Commissioner Krider moved that the proposed Or- dinance be prepared in accordance with the recommendations of the Zoning and Planning Board. After discussion, and there betug no objections registered, Commissioner Ratigan moved botham and carried. David K. Newman, Chief ne×t submitted a statement of that the proposed ordinance be prepared for adoption. Seconded by Commissioner Hlggin- Insoector for Robert M. Angas & Associates, Consulting Engineers, an analysis of the Water & Sewer Construction Fund, showing an anticipated balance of $1,2~1.22 after comolet~on of Contract No. 10. He also advised that there should be a small savings in the cost of Contract No. 10, which would increase this balance. Letter next submitted from Miss Dorothy Powell requesting the City to vacate and abandon Cook Avenue between Clinton and Lincoln Streets, which is located in Cottage Hill Subdivision. After discussion, and on motion duly adopted, action was deferred, pending further in- formation as to the reason for the aforesaid request. On motion of Commissioner Ratlgan, seconded by Commissioner Krider and carried, the Commission next re-appointed Roy Holler as a member of the Civil Service Board for a term of two years, in accordance with the provisions of Section 7-28 of the Code of the City of Sanford, as amended. The plats of Castle Brewer Court, William Clark Court, and Higgins Terrace, as prepared by Frederick H. Williams, Registered Land Surveyor, next submitted by Sanford Housing Authority. After careful s~udy of the aforesaid Plats, Commissioner Ratigan moved that they be ap- proved by the City Commission. Seconded by Commissioner Htgjinbotham and carried. Commissioner Hlgginbotham next introduced Ordinance No. 558, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, ABOLISHING THE DEPARTMENTS OF STREETS, REFUSE, SHOP, PARKS, SWIMMING POOL, ZOO CEMETERY, MAINTENANCE, ENGINEERING, STREET LIGHTS, WATER, AND SEWER AS PRESENTLY EXISTING IN SAID CITY; CREATING A DEPART- MENT OF PUBLIC WORKS AND A DEPARTMENT OF PUBLIC UTILITIES, PRO- VIDING FOR APPOINTMENT OF THE HEADS OF SUCH DEPARTMENTS, AND FOR THE METHOD BY WHICH INTERNAL ORGANIZATION OF SUCH DEPART- MENTS SHALL BE ESTABLISHED AND CHANGED FROM TIME TO TIME. and same was placed on first reading and read in full. Commissioner Krider next gave a report on stat,m of the Colored Recreation Park in Goldsboro, in which he sdvised tha~ the Committee would have a blue print of the proposed development plans for presentation within a very short time. Park requesting the City to install parking meters on both sides of Park Avenue between 3rd Streets so as to eliminate the parking problems in said block. Letter was then submitted from Mrs. J. A. Harrold, operator of a Guest Home at 214 S. Park Avenue, protesting the installation of parking meters in front of her place of business. After discussion, and upon advice of the City Manager that the City has no parking meters in stock, Commissioner Hlgginbotham moved that parking meters be installed on both side of Park Avenue between 2nd and 3rd Streets, as the meters are available. Seconded by Commissioner Krider and carried. Robert Young, operator of three colored taxi-cabs, next appeared and submitted appli- cation for permit to operate two additional taxi-cabs. After careful consideration, and in view of Robert Young having operated his fleet of taxi-cabs for several years, rendering reliable service, Commissioner Higginbotham moved that the permit be granted. Seconded by Commission~r R~tlgsn and carried. T. O. Brown, Jr., local septic tank contractor, next appenred and requested the Com- mission to increase the license tax on such occupations and businesses to $250.00 for the first year, and the regular license tax for each year thereafter. He pointed out that the proposed license tax would not only protect him but would furnish protection to the public by eliminating the unreliable itinerant contractors, without any established place of business, who are instal!lng and cleaning out septic tanks. Mr. Brown also,vised that Daytona Be8ch was charging $250.00 for first year's l~cense tax on all similar contractors. After discussion the matter was taken under advisement. Letter of application next submqtted from Mr. & Mrs. James C. Walter, of Lake Monroe, for the City to furnish water for their subdivision outside the city limids at southwest corner of First Street and Grapeville Avenue, in which they propose to build lh dwellings. They of- fared to install the necessary water mains for connecting to Lhe City's main at their own expense, and also,reed to include an annexation covenant in ~he sale of each dwelling t~qt the purchaser will accept incorporstion within the city limits at such time the City decide to annex the property~ After discussion, and upon advice of the Clty Manager that the water main on W. First Street is adequate to supply the additional dwellings, Commissioner Higginbotham moved the approval for furnishing water for the aforesaid subdivision, provided the water mains are
