The City Commission of the City of Sanford, Florida, met in regular session at the City
Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. August 8, 1955.

Meeting called to order by the Chairman.
On motion of Commissioner Ratigan, seconded by Commissioner Scott and carried, minutes
of regular meetings of ~ly ll and 25, 1955, aporoved, after corrected.
Letter of application next submitted from Mr. & Mrs. James C. Walter, of Lake Monroe,
for the City to furnish water for their subdivision outside the city limits at southwest corner
of First Street and Grapeville Avenue, in which they propose to build lA dwellings. They of-
feted to install the necessary water mains for connecting to the City's main at their own
expense, and also,reed to include an annexation covenant in the sale of each dwelling that the
purchaser will accept incorporation within the city limits at such time the City decide to
annex the property~
After discussion, and upon advice of the City Manager that the water main on W. First
StreEt is adequate to supoly the additional dwellings, Commissioner Higginbotham moved the
aporoval for furnishing water for the aforesaid subdivision, provided the water mains are
installed in accordance with the City's specifications, and that the annexation covenant is
included in the sale of each dwelling. Seconded by Commissioner Krlder and carried.
Letter next submitted from W. H. Wieboldt, of Wieboldt's Camera Shop at 210 S. Park
Avenue, requesting the City to install parking meters on both sides of Park Avenue between
2nd and 3rd Streets so as to eliminate the parking problems in said block.
Letter was then submitted from Mrs. J. A. Harrold, operator of a Guest Home at 214 S.
Park Avenue, protesting the installation of parking meters in front of her place of business.
After discussion, and upon advice of the City Manager that the City has no parking meters
in stock, Commissioner Higginbotham moved that parking meters be installed on both side of
Park Avenue between 2nd and 3rd Streets, as the meters are available. Seconded by Commissioner
Krider and carried.
Robert Young, operator of three colored taxi-cabs, next appeared and submitted appli-
cation for permit to operate two additional taxi-cabs.
After careful consideration, and in view of Robert Young having operated his fleet of
taxi-cabs for several years, rendering reliable service, Commissioner Higginbotham moved that
the permit be granted. Seconded by Commissioner Ratigan and carried.
T. 0. Brown, Jr., local septic tank contractor~ next appeared and requested the Com-
mission to increase the license tax on such occupations and businesses to $250.00 for the
first year, and the regular license tax for each year thereafter. He pointed out that the
proposed license tax would not only protect him but would furnish protection to the public
by eliminating the unreliable itinerant contractors, without any established place of
business, who are instal~!ing and cleaning out septic tanks. Mr. Brown also,vised that
Daytona Beach was charging $250.00 for first year's license tax on all similar contractors.
After discussion the matter was taken under advisement.

TENANCE, ENGINEERING, $TREET LIGHTS, WATER, AND SEWER AB PREBENTLY
E~ISTING IN SAID CITY; CREATING A DEPARTMENT OF PUBLIC WORKS AND A DE-
PARTMENT OF PUBLIC UTILITIES, PROVIDING FOR APPOINTMENT OF THE HEADB
OF SUCH DEPARTMENTS, AND FOR THE METHOD BY WHICH INTERNAL ORGANIZATION
OF SUCH DEPARTMENTS SHALL BE EBTABLISHED AND CHANGED FROM TIME TO TIME.

by unanimous vote had oassed and adopted said Ordinance No. 558, entitled:
AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, ABOLISHING THE
DEPARTMENTS OF STREETS, REFUSE, SHOP, PARKS, SWIMMING POOL, ZOO,
CEMETERY, MAINTENANCE, ENGINEERING, STREET LIGHTS, WATER, AND
SEWER AS PHESENTLY EXISTING IN SAID CITY; CREATING A DEPARTMENT
OF PUBLIC WORKS AND A DEPARTMENT OF PUBLIC UTILITIES, PROVIDING
FOR APPOINTMENT OF THE HEADS OF SUCH DEPARTMENTS, AND FOR THE
METHOD BY WHICH INTERNAL ORGANIZATION OF ~UCH DEPARTMENTS SHALL
BE ESTABLISHED AND CHANGED FROM TIME TO TIME.
Commissioner Ratlgan next introduced Ordinance No. 559, entitled:
AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, RELATING TO THE
PLATTING AND DEVELOPMENT OF SUBDIVISIONS WITHIN THE CITY AND
PRESCRIBING REQUIREMENTS THEREFOR, INDLUDING INSTALLATION OF
UTILITIES OR PROVISION FOR SANE, AUTHORIZING THE CITY MANAGER
TO PRESCRIBE STANDARDS AND SPECIFICATIONS FOR SUCH INSTALI~TION,
PERMITTING VARIATIONS TO THIS ORDINANCE BY THE CITY COMMISSION
ON CERTAIN CONDITIONS: PROHIBITING THE SALE OF NON-PLATTED LOTS
AND PRESCRIBING THE PENALTY FOR VIOLATION OF SUCH PROHIBITION;
FIXING THE LIABILITY FOR PAVING COSTS IN DEVELOPMENT AND UNDE-

On motion of Commissioner Krlder, seconded by Commissioner Scott and carried, ~he Com-
mission next authorized payment of $18,$31.59 to Hubbard Construction Company for work completed
August 1, 1955 on contract No. 10 of the sewer project.
Chief of Police Williams next reported that the bill granting the Municipal Court
authority ~o impose a fine up to $500.00 for violation of Eambling ordinances had been enacted
by 1955 Legislature, and requested the Commission to pass the necessary ordinance to place the
