Wlllisme Absent: Commissioner F. D. Scott Meeting called to order by the C~h~irman. Mayor Cor dell next presented Mr. H. James Gut with s Resolution from the City Com- mission upon his retirement from the Zoning Board of Adjustment and Zoning and Planning Com- mission, together with a certificate of recognition and silver tray, as an expression of appre- ciation for outstanding services to the City while serving on said Boards, and as City Commission- er, Mayor, Board of Bond Trustee, and in other numerous the past several years. Gordon Bradley, EXecutive Dlrector of Banford official capacities of the City during Housing Authority, next appeared with application to Federal Housing Authority to construct 50 addltioral low-rent Sanford, which was approved by the City Commission on May 9, 1952, but never to curtailment of such progrsm by Congress. Mr. Bradley advised that Congress reference to the housing units in constructed, due hsd recently authorized the construction of ~5,000 un~ts under the Public Housing program dur- ing the next year, and th*t Federal Housing Authority had requested t!~ City Commission to adopt a resolution reaffirming the need for the 50 additional units, in order that the appli- cation may be considered under the new program· After discussion, and upon sdvice of Mr. Bradley that there is still a need for ad- low-rent houslr~ unlts in Bsnford, Commissioner Higglnl,otham introduced Resolution and after being read in full, moved its passage and adoption. Ratlgan Earl Hig~inbotham John Krider, City Commissioners Gordon Bradley, who is also Chairman of Cham~er of Commerce Recreation Committee, ne×t advised that a Shuffleboard Tournament will be held during the winter tourist season for 26 Central Florida cities, and that his Committee would like to present a bid to hold it in Ssnford, provided they are assured the proposed new courts to be constructed in Fort Mellon Park will be completed in time. After discussion, in which the City Manager advised that the new courts were scheduled to be constructed and comoleted by January 15, 1956, Mr. Bradley v, as requested to endeavor to scdedule the tournament accordingly. A. Edwin Sh~nholser, owner of S~ of Lot A, lying West of the Railroad, of Dodd, Lord & Dean's Subd., ne~t appeared and requested the City to sell him the S. 20 ft,more or less, of the N~ of sa~d lot, in o~der to straighten out the oroperty llne in ~sck of his home. After discussion, in wk]ch the City Clerk advised that the aforessld property is low ~nd swampy, Comr~issloner Higglnbotham moved that the City convey to Mr. Shinholser the S 20 ft., more or less, of the N~ of Lot A, lying West of Railroad of said subdivision, for con- sider~tion of $10.00. Seconded by Commissioner Krider and carried. Motorola RCA installed) $990.78 $1,010.00 installed) $ 515.00 567.21 581.~5 Thereupon after ooreful consideratlon, and on recommendation of the City Manager, Commissioner Hig~lnbotham moved the acceptance of bid of Communications & Electronics, Inc., for furnishing and installing two motorol~ Rsdlos for the Five Deo~rtment at orlce of $990.78, and the bid of Miller Radio ~ Appliance for furnishing and installing one RCA Radio for the Police Department at price of $581.$5. Seconded by Commissioner Ratlgsn and carried. A. B. Peterson, Jr., President of Seminole oeared with reference to their letter of October 20, County Junior Chamber of Commerce, next ap- requesting the City Commission to hold a Special Election in the City Hall on November ~, 1955, concurrent wit~ the general municipal election, in whlch the qualified electors in the proposed areas to be annexed under the provisions of Senate Bill 1~93 may decide whether or not said areas shall be anne×ed to the City of Sanford. Mayor Cordell then advised that a survey v~s belng made to determine what services and improvements the City will have to provide for the areas affected by the proposed annexation, a~ also to determine whether or not the City will be financially able to furnish such services and improvements; and that until the survey is completed, the Commission is not in a positton to ma~e a decision as to holding the referendum. He also advised that the Commission had met with a group of the citizens in the areas, and had assured them that before calling the election, the City would also furnish them with a commitment as to the services and improvements it will be able to ~ovide, and the cost to them, in order that they may be fully informed before voting on the issue. Andrew Csrraway next aooe~red and requested the Commission to revive the municipal dock and terminal project and explore the feasibility of constructing the facilities at this time. He pointed out that there has been a considerable growth in Central Florida since the project was abandoned, and felt that it would be possible to construct it now. Mr. Carraway also cited the urgent need and value of municipal owned dock and terminal facilities for %he in- dustrial growth of Sanford and Central Florida, and stated that he felt it would be the most important project the City could undertake st this time. After discussion, the City Manager was dlrected to review the files on the dock and terminal project, and submit to the Commission for further consideration. Further consideration next given to request of Odham & Tudor, Inc., for the City to furnish fire protection service for their housing developments located outside the city limits, wblch they offered to pay for on a unit cost basis, and after discussion, the City Attorney was instructed to render an opinion render beyond the city limits. Further consideration ne~t Utility Department, of which action was deferred at as to whether or not the City has legal authority to given to employing Russell Dallas as last regular meeting, outside the city.
