The City Commission of the City of Sanford, Florida, met in regular session at the City
Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. Nov. 28, 1955.

Meeting called to order by the Chairman.
Arthur O. Russell who is constructing a boat-building plant at southwest corner of
Seminole Boulevard and Holly Avenue on a s~te with 200 ft frontage by 250 ft depth purchased
from the City, next appeared with reference to his option to purchase an additional tract of
land of same size in back of his plant at end of two years from February l, 1955, conditioned
that a boat-building or marine equipment business is still in operation on original site. He
advised that it was necessary to expand his plant at this time in order to get in production,
and outlined his plans to construct a paint shed and office building, which will have to be
erected on additional land. Mr. Russell then pointed out that the land under option cannot
be use for either building, due to being recently filled by the City under the sanitary land-
fill project, and requested the Commission to sell
Seminole Boulevard west of ~s plant.
After discussion, in which Mr. Russell was

survey by him to determine whether or not the 88 ft will be sufficient for his needs.
Mr. Russell next requested permit to construct a floating ramp in Lake Monroe in front
of his place of business for the purpose of launching boats, and on motion of Commissioner
Hifginbotham, seconded by Commissioner Rs tigon end carried, same was approved subject to
proval of the U. S. Army Engineering Department who has Jurisdiction over the lake.
A. C. Doudney, Surveyor, ne~t appeared and made a further request for a road right-of-
way across the City's well field prooerty north of Lake Ada, which the Commission agreed to
convey in exchange for a road right-of-way across A. B. Peterson's property in order to have
egress to the City Dump. He advised that Mr. Paterson had sold the adjacent property, which
the new owner planS to subdivide into resSdenti~l lots with a street leading to the City's dum
property.
After d~scussion the matter was referred to the City Manager for further survey and
recommendation.
The City Manager next reported that Howard L. Hughes had changed his request to vacate
only the north-half of the north-south alley dividing hie property instead of the entire alley,
due to the cost of relocating the existing sewer line which he agreed to pay, but that he will
deed the City an alley right-of-way across his prooerty as proposed.
Thereupon Commissloner Higginbotham moved t.hat the request be granted and that the
proposed ordinance be chan~ed to vacate only the north half of the aforesaid alley. Seconded
by Commissioner Scott and carried.
The recommendatim of City Manager to adopt a
lots was next referred to the City Attorney.
Request next submitted from Odham & Tudor, Inc. for the City to vacate the street right-
of-way on the west side of Lake Gem. They havin~ recently occulted the abuttin~ nronertv and

street right-of-way, and. instructed the City Manager to advise Odham & Tudor, Inc., that the
City will grant them permission to clean out Lake Gem if they desire to do so.
Consideration ne~t given to matter of establishing rules for abatements and adjustment
for refuse service fees, but after considerable discussion no official action was taken, e~cept
that the City Manager was authorized to make such adjustments as provided in the refuse service
fee ordinance.
The following tabulstion of b~ds next submitted for purchase of two standard keyboard
adding machines for the Flnsnce Depsrtment, one 10-key adding machine for the Utility Department
and one typewriter for the Library:

Thereupon after careful comparison of prices submitted and the type and make of machines
bid upon, and on recommendatim of the City Manager, Commissioner Higglnbotham moved the ac-
ceptance of bid of Florida Business Equipment Company on purchase of one 10-key Olivetti Adding
Machine for the Utility DepertmenZ aZ net price of $237.00, and one National Deluxe standard
keyboard Adding Machine for the Finance Department at net price of $275.00; the bid of Burroughs
Adding Machine Company on purchase of one Burroughs sZandard keyboard Adding Machine for Finance
DeoarZment aZ net price of $354.60; and the bid of Office Equipment Exchsnge on purchase of one
Smith-Corona Typewriter for the Library at net price of $19~.10. Seconded by Comm~ssloner
R~tlgan and carried.
Request next submitted from Seminole County Chapter 30, Disabled American Veterans, for
City to deed them an additional 80 feet of land in back of their Club property in order to have
sufficient parking area, due to the widening of highway 17-92, and also for an additional 50 ft.,
on the north side the entire depZh of their lot.
After consideration, and on recommendstlon of tbs City Manager, Commissioner Higginbotham
moved that the City convey to Zhe Disabled American VeZerans sn addiZional 50 ft of land in
back of their OroperZy so as to ~Ive Zheml~he same size lot as donated to the VFW, a site ~iZh
150 feeZ frontage by 250 feet depth. Seconded by Commimaloner ScotZ and carried.
On motion of Commissioner Hlgglnbotham, seconded by Commissioner Scott and carried, the
Commission nexZ authorized payment of $62.93 Zo H. G. Herman in settlement of alleged claim for
damages Zo his automobile which was caused by running into a projected manhole cover in an alley.
Such payment to be ~ade only upon receipt of signed release of claim fromNr. Herman.
Request nexZ submitted from Seminole County ChapZer of American Red Cross for a con-
trlbution toward their 1956 Fund Campaign, and in view of no funds being available for such
purposes, same was denied with regrets.
The City Manager next b~oug~Z up matter of removing all commercial blllboerds from West
Seminole Boulevard, and after discussion, action was deferred.
Consideration next given to several suggested names submitted for the lake in Fort
Mellon Park, final action being deferred until a later date.
Request next submitted from Bert Chapman for the City to vacate Zhe north-south alley

Meeting called to order by the Chairman.
On motion of Commissioner Higginbotham, seconded by Commissioner Ratigan and carried,
minutes of adjourned regular meeting of November 21, and regular meeting of November 28, 1955,
approved.

Library an~-Museum Association,
Pope, representing the General Henry Shelton Banford Memorial
next appeared and requested that an, area in Fort Mellon Park,
beginning 50 feet west of the present civic building, extend~ west on First Street 200 feet,
and north to Seminole Boulevard, be set aside for the proposed General Sanford Memorial Library
and Museum instead of the site beginning-200 feet east of the Chamber of Commerce Building as
recommended by the City. They also requested that the artificial lake in Fort Mellon Park
be named "Lake Carols" in honor of Mrs. Carols Banford Dow , daughter of General Sanford.
After discussion and study of the plat of Fort Mellon Park, Commissioner Higginbotham
moved that an area in said park, running 200 feet east and w~st on First Street and extending
north to Seminole Boulevard, not closer than 50 feet to the west side of the civic building,
be designated as a site for the General Benford Memorial Library and Museum. Beconded by Com-
missioner Scott and carried.
On motion of Commissioner Scott, seconded by Commissioner Higglnbotham and carried, the
artificial lake located within the aforesaid areas was next named "Lake Carols# in honor of
General Sanford's daughter.
Mr. Arthur O. Russell next appeared with further reference to his request to purchase
additional land west of his boat-building plant on Seminole Boulevard and submitted an offer
of $500.00 for the tract with 88 feet frontage by 250 depth.
After consideration the Commission rejected the aforesaid offer as being too low, and
deferred action on establishing s sale price on the property until further consideration.
Mr. Russell next advised that he had constructed a building with 6,118 sq ft. of floor
area on his plant property purchased from the City on February l, 1955, and was now in pro-
duction of building boats, and requested that the City furnish him s letter stating that he
had complied with all the conditions embodied in the deed of conveyance. This property having
been conveyed to Mr. Russell with reverter clause if a building of not less than 3,000 sq ft
of floor area is not erected thereon within one year, and if a boat-building or marine equip-
ment business is not being operated on said premises within two years.
After discussion, and upon advice of the City Attorney that the deed requirements had
been fulfilled, Commissioner Hig~inbotham moved that the City Manager furhish Mr. Russell
with a letter citing that he had complled with the conditions set forth in thawed of con-
veyance. Seconded by Commissioner Scott and carried.

north side of Lake Ada, next appeared with further reference to request for a road right-of-
