The City Commiseic~ of the City of Sanford, Florida, met in regular session at the
Hall in the City of Banford, Florida, at 8:00 o'clock P. M. December 12, 1955.

Meeting called to order by the Chairman.
On motion of Commissioner Higginbotham, seconded by Commissioner Ratigan and carried,
minutes of adjourned regular meeting of November 21, and regular meeting of November 28, 1955,
approved.
J. C. Hutchison and H. B. Pope, representing the General Henry Shelton Sanford Memorial
Library an~-Mueeum Association, next appeared and requested that an~ area in Fort Mellon Park,
beginning 50 feet west of the present civic building, extend~g west on First Street 200 feet,
and north to Seminole Boulevard, be set aside for the proposed General Banford Memorial Library
and Museum instead of the site beginning 200 feet east of the Chamber of Commerce Building as
recommended by the City. They also requested that the artificial lake in Fort Mellon Park
be named "LaKe Carols" in honor of Mrs. Carols Banford Dow , daughter of General Banford.
After discussion and study of t he plat of Fort Mellon Park, Commissioner Higginbotham
moved that an area in said park, running 200 feet east and west on First Street and extending
north to Seminole Boulevard, not closer than 50 feet to the west side of the civic building,
be deelgneted as a site for the General Sanford Memorial Library and Museum. Seconded by Com-
missioner Scott and carried.
On motion of Commissioner Scott, seconded by Commissioner Higglnbotham and carried, the
artificial lake located within the aforesaid areas was next named "Lake Carols# in honor of
General Banford's daughter.
Mr. Arthur O. Russell next appeared with further reference to his request to purchase
additional land west of hie boat-building plant on Seminole Boulevard and submitted an offer
of $500.00 for the tract with 88 feet frontage by 250 depth.
After consideration the Commission rejected the aforesaid offer as being too low, and
deferred action on establishing a sale price on the property until further consideration.
Mr. Russell next.advised that he b~d constructed a building with 6,118 sq ft. of floor
area on his plant property purchased from the City on February 1, 1955, and was now in pro-
duction of building boats, and requested that the City furnish him a letter stating that he
had complied with all the conditions embodied in the deed of conveyance. This property having
been conveyed to Mr. Russell with reverter clause if a building of not less than 3,000 sq ft
of floor area is not erected thereon within one year, and if a boat-building or marine equip-
ment business is not being operated on said premises within two years.
After discussion, and upon advice of the City Attorney that the deed requirements had
been fulfilled, Commissioner Higglnbotham moved that the City Manager furhish Mr. Russell
with a letter citing that he had complied with the conditions set forth in thawed of con-
veyance. Seconded by Commissioner Scott and carried.
Robert W. Williams, new owner of the property adjacent to the City's well field on
north side of Lake Ada, next appeared with further reference to request for a road right-of-

Thereupon Commissioner Higginbotham moved that the City dedicate a 66 ft. road right-of-
way across its property in exchange for an easement across Mr. Williams' property, and that
the City Attorney prepare the necessary ordinance for adoption. Seconded by Commissioner
Krller and carried.
Letter next submitted from Seminole Realty requesting the City and County to rescind the
dedication for public park, of Lots 7 to 16, 23 to 32, and 39 to 48, of Pine Heights, advising
that they have a client who is interested in acquiring this property for development purposes.
The County having acquired this property thru foreclosure of tax liens and dedicated it as a
public park in 1945 at request of the City.
W. P. Varnes, of Fern Park, then voiced his objection against rescinding the dedication
on all of the property and ~equested that Lots 12 to 16, and 28 to 34, be retained for park
purposes, stating that it could be developed into one of the beauty spots of Sanford.
After discussion, it was felt that in view of the location and condition of the afore-
said property, and no action taken by the City to develop it into a park since the dedication,
that it would be for the best interest of the City if it was developed with homes or similar
private development, and on motion of Commissioner Krlder, seconded by Commissioner Higginbot~am
and carried, the Commission authorized a resolution requesting the County to rescind the dedica-
tion so that the property can be sold for such a development, provided the proceeds from such
sale are prorated on 59-50 basis between the City and County.
Commiss~.oner Krider next reported on status of the plans for development of the Colored
Recreation Park in Goldsboro area, in which he advised that the Atlantic Coast Line Railroad
Company had agreed to grant the City and County an easement on their 14 ft pipeline right-of-
way which separates the property, so that the entire area can be utilized for a playground.
He further advised that the pipeline would have to be installed underground without any ex-
pense or liability on part of the railroad, but that it could be done by City's forces at a
nominal cost, and that they were ready to start work on the development upon receipt of the
easement from the railroad.
Commissioner Hlgglnbotham next introduced Ordinance No. 569, as amended, entitled:

Commissioner Higginbotham next introduced Ordinance No. 570, entitled:

NUMBER 262 OF SAID CITY, AS AMENDED, SAID ORDINANCE BEING AN OR-
DINANCE ESTABLISHING A ZONING PLAN WITHIN THE CITY OF SANFORD,
SAID AMENDMENT TRANSFERRING CERTAIN TERRITORY IN DISTRICT R-l-AA
TO DISTRICT R-l-AB IN SAID CITY.

Commissioner Scott next introduced Ordinance No. 571, entitled:

Commissioner Ratigan next moved the adJournement of next regular meeting to 8:00 o'clock
P. M. December 27, due to the regular meeting date being a holiday. Seconded by Commissioner
Higglnbotham and carried.
On motion of Commissioner Krider, seconded by Commissioner Higginbotham and carried, the
Commission next authorized payment of annual Christmas bonus to employees, on basis of $25.00

Application next received from the Sanford Atlantic National Bank and Florida State Bank
of Sanford to be designated as depositories of City of Sanford funds during year 1956, agree-
ing to furni~satiefactory security in Government Bonds, to ~ approved as to amount and validity
by the City, to protect said funds.
Thereupon Commissioner Higglnbotham moved that the Sanford Atlantic National Bank and
Florida State Bank of Sanford be designated as depositories of City funds during year 1956.
Seconded by Commiee~.oner Ratigan and carried.
On motion of Commissioner Hlgginbotham, seconded by Commissloner Krlder and carried, cur-
rent invoices and payrolls next approved, as evidenced by General Fund Sanford Atlantic Nation-
al Bank Vouchers Nos. 8054 thru 8176; General Fund Florida State Bank Vouchers Nos. 1397 thru
1444; and Water & Sewer Revenue Fund Sanford Atlantic National Bank Vouchers Nos. $9 thru 51.
Letter next submitted from Chase and Company requesting an adjustment of the assessed
valuation for year 1955 in amount of $4,250.00 on their machinery and equipment in packing
house located at the State Market, claiming that same only cost $1,580.50.
After discussion, in which the Tax Assessor advised that no tax return was filed by
them on this property, and he had assessed it'in llne with similar types of business; and in
view of the fact that the tax roll had already been approved and turned over to the Tax Col-
lector; itEs the decision of the Board that no adjustment of the assessed value could be
made at this late date.
Offer of $20,000.00 next submitted from J. W. Hall, Realtor, to purchase for a client
the City owned property described as Lots I to 5 of Block l, Tier 9, Check's Amended Plat,
located at northwest corner of French Avenue and Commercial Street, but in view of not
having revealed information as to intent of use and/or development thereon, action was deferred.
On recommendation of the City Manager and Chief of Police, and on motion of Commissioner
Higginbotham, seconded by Commissioner Krlder and carried, the Commission nemt authorized and
directed that 7th Street, between Myrtle and Elm Avenue, be closed during school hours.

Request next submitted from First Presbyterian Church for installation of street light
at alley entrance on Third Street in front of their educational Building, and same was re-
ferred to the City Manager for recommendation.
Commissioner Ratlgan next brought up for consideration the deplorable condition the con-
tractors and utility companies are leaving streets, sidewalks a nd alleys in connection with
underground installations and maintenance thereof, and recommended that the City make all
repairs and replacements to streets, sidewalks and alleys resulting from such underground in-
stallations, and charge them for the cost, instead of allowing them to do so.
After discussion the matter was referred to the City Attorney and City Manager for In-
vestigation.

On motion of Commissioner Ratigan, seconded by Commissioner Scott and carried, minutes
of regular meeting of December 12, 1955, approved.
The City Manager next submitted the following report on the new elevated water storage
tank installed under the water and sewer improvements program, which has not been used to
capacity due to not being able to fill it under normal operations, as designed by Consulting
Engineers Robert M. Angas & Associates.
The new elevated storage tank has been in use since its completion in May 1955.
While the tank has been in use during this time, it has not been used to capacity
due to the fact that it would not fill at the pressure maintained under normal
operations.
The usual operation of the water plant calls for the pump to be cut in whenever
the pressure in the main drops to approximately 52 psi. The pump is run to re-
fill the tank at French Avenue and 13th Street. This results in a peak pressure
of 62 psi on the main. During this run, the Mellonvllle Avenue tank will refill
to approximately two-thirds capacity. The pumps have been shot off at this point.
A practice of continuing to pump beyond this point would increase the pressure
in the mains and continue to force whter into both storage tanks. To do so would
cause the French Avenue tank to overflow. To prevent this overflow, it is neces-
sary to close a 12-inch gate valve at the base of the tank. With the gate valve
closed, continued pumpage will increase the pressure to 68 psi, at which point
the tank on Mellonville Avenue wilt fill.
Starting on December 12, 1955, a three day test was run whereby the valve was
manually controlled to act ae an automatic altitude valve. This meant closing
the valve each time the French Avenue tank was filled so as to continue pump-
ing. The accompanying graph shows that the Mellonvllle Avenue tank was filled
at least twice each day with a maximum pressure on the system of 68 psi. The
period showed 3,8~Q0~gallona pumped in 38 hours and 55 minutes. The three day
period of December 5th - 7th showed 3,950,000 gallons pumped in 33 hours and
30 minutes.
Although the three day test may not be of sufficient duration for a conclusive
engineering report, it appears to indicate that the new tank will function
properly, but at a higher pressure than during normal operations. The indi-
cated pressure on the mains should not be harmful, although the Fire Depart-
ment should be cautioned about rapid shutoffs to avoid undue water hammer in
the system. The pumpage time is increased and the increase will approach 1.5
hours per day.
Conclusion:
1. The indicated results show that the system will work satisfactorily with
an altitude valve installed at the French Avenue storage tank.
2. The indicated pressures and operating time are greater than the city
officials had been given to understand by the consulting engineers.

Engineer Richard L. Lampp and Chief Inspector David Newman of Robert M. Angas & Associ-
ates then appeared with reference to the foregoing report, and also to their responsibility
as to the tank operation. Mr. Lampp stated that he was not very familiar with the City's
water system and the plans and specifications on the water tank and installation, since
it was desi?ned and installed under the supervision of Engineer Angas who had full charge of
the water and sewer program. He pointed out that the untimely death of Mr. Angas had placed
his firm in a precarious position, but that he had searched the files and checked over the
