changes and amendments to the Zoning Ordinance of the City of
Sanford, Florida, as follows:
A portion of that certain property lying North of
Airport Boulevard, South of Reservoir Lake, East of Old
Lake Mary Road and West of U.S. Highway 17-92 is
proposed to be rezoned from AD (Agricultural) District

England Avenue, Winter Park, Florida, appeared to represent the applicant and support the
rezoning.
On recommendation of the Planning and Zoning Commission, Commissioner Smith moved
to authorize the City Attorney to prepare the proper ordinance to rezone the property.

WHEREAS, the City of Sanford, Florida has been advised that
the National RaS]road Passenger Corporation (Amtrak) is currently con-
sJdering the institution of an "Auto Ferry" service between Washington,

WHEREAS, the proposed Auto Ferry service would transport
passengers and automobiles in one train combining passenger coaches,
sleeping cars, food service cars, and auto carriers; and
WHEREAS, said service is expected to have a positive impact
on traveler safety and assist in reducing fuel consumption; and
WHEREAS, said Auto Ferry service is projected to serve
approximately 140,000 ~assengers annually; and
WHEREAS, facilities currently exist in the City of Sanford
to provide a terminal point for said service; and
WHEREAS, many citizens of Sanford and the Central Florida
area are already experienced in providing said service and would
constitute a ready source of train personnel; and
WH.EREAS, said service would have a positive impact on the
customers who use it and a positive impact on the economy of Central
Florida. ;
NOW, THEREFORE, BE IT RESOLVED.BY THE CITY COMiqlS$ION OF THE
CITY OF SANFORD, FLORIDA, that it hereby endorses the proposed Auto
Ferry service between Washington, D.C. and Central Florida and urges
the National Railroad Passenger Corporation (Amtrak) to institute
said Auto Ferry service at the earliest practicable time.

The City Manager reported that the City Attorney has prepared an extension of time
and modification of the existing agreement with Robert G. Feather, as authorized at meeting
of February 21, 1983. The City Attorney reported he sent the original of the proposed
extension and modification to Mr. E. K. Van den Berg, Attorney for Robert G. Feather.
Commissioner Smith moved to authorize the Mayor and City Clerk to execute said extension and

mortgage, in case of default by the marina operator. Further, to authorize the City Manger
to execute the Borrowers Acceptance of Commitment for the City. Seconded by Commissioner

allow them to pave city parkway for diagonal parking, backing into the street on both sides
of Mulberry Avenue for the entire block. The City Manager submitted a recommendation to
deny the request as a hazard and wrong use of a parkway.
After discussion, Commissioner Smith moved to table consideration of same, and
authorize the City Manager to discuss with the church representatives, to come up with a
workable plan. Seconded by Commissioner Farr and carried.

REQUEST TO VACATE SECTION OF JEWETT LANE
Mr. Knowles:
I would not recommend closing this public right-of-way for
the following reasons:
1. The right-of-way continues eastward to Seaboard
Coast Line RailRoad right-of-way.
2. The right-of-way intersects with a north-south
platted right-of-way of Jerry Avenue.
3. Vacating a portion of Jewett Lane would forbid access
to a portion of Lot 79 plus Lot 86 and 87. Today these
are large platted lots but in days yet future they may
develope in ways different from the existing plats.
4. There is a 6" water line, a 10" sewer line, an 8"
sewer line, and 2 sewer manholes in the area requesting
to be vacated.
5. This right-of-way provides the only access to the
City's existing sewer lift station.
On recommendation of the City Manager, Commissioner Smith moved to deny the request.
Seconded by Commissioner Fart and carried.
John Root, D.B.A. Seminole Answering Service and Trailways Bus Depot at 10th
Street and French Avenue, appeared to request a waiver of the requirement to pave the
balance of the parking area and the alley. He reported the landscaping work will be
started shortly, the parkway area used for a bus loading and unloading ramp has been paved,
but part of the parking area in back of the building is not paved. Commissioner Yancey
moved to authorize a one year extension of time in which to complete the paving, in
accordance with the site plan.

Commissioner Farr reported that several employees had asked for the Commission to
authorize Good Friday as an official holiday. The Commission authorized the City Manager to
survey same and discuss same at meeting of March 28, 1983.
Commissioner Keith reported that the fence on two sides of the park at Eighth
Street and Park Avenue has been completed, without openings for ingress and egress as
irequested by the City. The City Manager reported he has talked with Father Ennis, who has
assured him they will have the openings put in.

The meeting was called to order by the Chairman.
A public hearing was held in accordance with notice published in the Evening Herald
on March 8 and 18, 1983, as follows:
NOTICE OF A PUBLIC HEARING OF PROPOSED CHANGES AND
AMENDMENTS IN CERTAIN DISTRICTS AND BOUNDARIES OF.
THE ZONING ORDINANCE OF THE CITY OF SANFORD, FLORIDA.
Notice is hereby given that a Public Hearing will be held at
the Commission Room in the City Hall in the City of Sanford,
Florida, at 7:00 o'clock P. M. on March 28, 1983, to consider
changes and amendments to the Zoning Ordinance of the City of
Sanford, Florida, as follows:
A portion of that certain property lying North of and
abutting East 24th Street and between Summerlin Avenue
and the Northerly extension of the Easterly boundary of
Block 16, Wynnewood, is proposed to be rezoned from AD
(Agricultural) District to SR-1A (Single-Family
Residential Dwelling) District. Said property being
more particularly described as follows:
Section 31, Township 19 South, Range 31 East,
Northeast one-quarter of Southeast one-
quarter (less the North 32.91 acres and the
West 20 feet), Public Records of Seminole
County, Florida.
All parties in interest and citizens shall have an opportun-
ity to be heard at said hearing.

The Chairman announced that the Commission would hear from those persons present to
speak in favor of, or in opposition to the proposed rezoning. No one appeazed.
The City Clerk reported that the property was posted on February 16, 1983, and notice
sent to Dr. Abraham I. Tenzer, owner, on February 22, 1983.
On recommendation of the Planning and Zoning Commission, Commissioner Keith moved to
authorize the City Attorney to prepare the proper ordinance to rezone the pzoperty. Seconded
by Commissioner Smith and carried.
On recommendation of the Planning and Zoning Commission, Commissioner Keith moved to
approve final plat of five lots in Idyllwilde of Loch Arbor, Section 7, and to authorize
the Mayor and City Clerk to execute same. Seconded by Commissioner Yancey and carried.
Commissioner Farr moved to authorize execution of the deed to Seminole County, as of
April 17, 1983, subject to clarification of retention of the alley, for the library building.
Seconded by Commissioner Keith and carried.
Commissioner Yanceymoved to remove from table, the request from the Rescue Church of
God, 1700 West 13th Street, for parking on the Mulberry Avenue parkway. Seconded by Com-
missioner Keith and carried.
