A public hearing was held in accordance with notice published in the Evening Herald on March 8 and 18, 1983, as follows: NOTICE OF A PUBLIC HEARING OF PROPOSED CHANGES AND AMENDMENTS IN CERTAIN DISTRICTS AND BOUNDARIES OF. THE ZONING ORDINANCE OF THE CITY OF SANFORD, FLORIDA. Notice is hereby given that a Public Hearing will be held at the Commission Room in the City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on March 28, 1983, to consider changes and amendments to the Zoning Ordinance of the City of Sanford, Florida, as follows: A portion of that certain property lying North of and abutting East 24th Street and between Summerlin Avenue and the Northerly extension of the Easterly boundary of Block 16, Wynnewood, is proposed to be rezoned from AD (Agricultural) District to SR-1A (Single-Family Residential Dwelling) District. Said property being more particularly described as follows: Section 31, Township 19 South, Range 31 East, Northeast one-quarter of Southeast one- quarter (less the North 32.91 acres and the West 20 feet), Public Records of Seminole County, Florida. On recommendation of the Planning and Zoning Commission, Commissioner Keith moved to approve final plat of five lots in Idyllwilde of Loch Arbor, Section 7, and to authorize the Mayor and City Clerk to execute same. Seconded by Commissioner Yancey and carried. Commissioner Farr moved to authorize execution of the deed to Seminole County, as of April 17, 1983, subject to clarification of retention of the alley, for the library building. Seconded by Commissioner Keith and carried. Commissioner Yanceymoved to remove from table, the request from the Rescue Church of God, 1700 West 13th Street, for parking on the Mulberry Avenue parkway. The City Manager submitted a revised Pay which is the second half of a 7.1 per cent Schedule, including a 3.1 per cent in- cost of living increase for last year, approved in the 1982/83 Budget. Commissioner Smith moved to authorize the new pay schedule effective April 1, 1983. Seconded by Commissioner Keith and carried. Request submitted from Mr. Bob Ball, 2546 French Avenue, for water to service a lot outside the City, and abutting the City Limits. He stated that he would like to have awater meter placed on the property inside the City Limits to run to a building outside the City. Commissioner Farr moved to appoint Mr. Bruce Berger and Mr. Dick Barnett to the Local Option PERC with terms to expire January, 1986. Seconded by Commissioner Yancey and carried. Commissioner Keith moved to accept Seminole County's proposal for the City to commit to paying one-half of traffic signal at Airport Boulevard and Southgate Road, at an estimated cost to the City of $8,597.05 to $10,000.00. Seconded by Commissioner Smith and carried. Commissioner Farr moved to authorize payment to the City Attorney from Utility Trust Fund in amount of $6,095.48 for expenses incurred on behalf of the City in the water treatment plant Condemnation Suit, as follows: Thomas A. Commissioner Smith moved to authorize the City Attorney to prepare a resolution to support efforts to obtain passage of legislation to exempt local governments from payment of the 5% sales tax on fuel effective October 1, 1983. Seconded by Commissioner Farr and carried. Commissioner Farr moved to authorize the Mayor and City Clerk to execute Resolu- tion No. 1344. Seconded by Commissioner Yancey and carried. Said Resolution being in words and figures as follows: RESOLUTION NO. 1344 A RESOLUTION DECLARING THE INTENTION OF THE CITY OF SANFORD TO AUTHORIZE THE ISSUANCE AND SALE OF INDUSTRIAL DEVELOPMENT REVENUE BONDS OF THE CITY OF SANFORD IN THE ORIGINAL PRINCI- PAL AMOUNT PRESENTLY ESITNLATED AT $5,000,000 IN CONNECTION WITH THE ACQUISITION, CONSTRUC- TION AND EQUIPPING IN THE CITY OF SANFORD OF AN ADULT CONGREGATE LIVING FACILITY FOR THE ELDERLY BY HOWELL PLACE OF SANFORD, LTD., A TENNESSEE LIMITED PARTNERSHIP. WHEREAS, the City of Sanford, Florida (the "Issuer"), a political subdivision of the State of Florida is authorized and empowered by the provisions of Part II of Chapter 159, Florida Statutes, 1981, as amended (the "Act") to issue its revenue bonds for the purpose of paying all or part of the cost of any project (as defined in the Act); and WHEREAS, Howell Place of Sanford, Ltd., a Tennessee limited partnership, (the "Partnership") has requested the Issuer to issue and sell its revenue bonds pursuant to the provisions of the Act for the purpose of financing the cost of acquiring, constructing and equipping a 94 unit adult congregate living facility proposed to be located on approximately 13.7 acres of land at the inter- section of Airport Boulevard and Highway 1792, in the City of Sanford, Florida, (the "Project"); and 540 M1NUTES City Commission, Sanford, Florida_ _ March 28 at 7:00 P. M. 19 83 WHEREAS, the Issuer believes that the Project as proposed will promote the economic growth of the State of Florida (the "State"), provide gainful employment and advance the economic prosperity and the growth and general welfare of the State and its people by im- proving living conditions and thereby implement the purposes of government under the Constitution of the State by providing for the health, safety and welfare of the people of the State, and that the Issuer, in assisting with the financing of the acquisition, con- struction, equipping and installing of the Project, will be acting in furtherance of the public purposes for which it was created; and WHEREAS, the Issuer wishes to declare its intention to author- ize an issue of its revenue bonds for the purpose of financing the Project, when so requested by the Partnership, upon such terms and conditions as may then be agreed upon by the Issuer and the Part- nership. NOW THEREFORE, be it resolved by the Issuer that it does hereby declare its intention to authorize the issuance and sale of revenue bonds of the Issuer under and in accordance with the pro- visions of the Act, in such amount, presently estimated not to exceed $5,000,000, and upon such terms and conditions, as may be requested by the Partnership and agreed to by the Issuer for the purpose of financing the Project, as hereinabove described under mutually agreed upon terms, the ~ssuance and sale of such revenue bonds to be authorized by resolution of the Issuer at a meeting to be held for such purpose. The Commission authorized the City Manager to negotiate with the County in review of the local gas tax legislation and obtaining an agreement for distribution of funds. The City Manager reported the close-out audit has been received for the Community Development Block Grant program status of funds of the Housing Authority of the City of Sanford. The City Manager submitted a letter dated March 7, 1983 co-signed by county and municipal fire department representatives as follows: March 07, 1983 Dear May~r and Commissioners: The increase in cost of public safety services and the competition for available funds from the various governn~ntal units to support those services is resulting in a public demand for greater account- ability and efficiency. For public safety fire/rescue organizations to meet this challenge effectively, we believe it is absolutely essential that both short and long-range planning be coordinated among the providers of these services on a County-wide basis. Accord- ingly, wethe undersigned have voluntarily agreed to pull our talents and resources to meet these challenges. Several meetings have already been held among all of the fire chiefs in Seminole County to exam/ne Carefully our goals and objectives in providing fire/rescue services and we have identified many areas where such cooperation and coordination can and will be of substantial benefit to all of the municipalities and the County. In the coming menths, we will be examining the foll~ing areas: 1. Personnel package involving standardized manning levels and salaries. 2. Hazardous materials risk.management and reaction planning. 3. Water recovery operations. 4. Centralized computer aided dispatching. 5. Combined purchasing. 6. Stamdardized training. E~ergency Medical Services (unit locations, transport, contract negotiations, alternatives). Standardized equi~w~ent specifications. 9. Cataloging of supplies and resources such as foam and other specialized equipment. 10. Fire prevention and code enforcement. 11. Fire investigations. 12. The above does not necessarily represent the order in which they will he reviewed, but is merely provided as a sampling of those areas where we feel substantial cost savings can be realized in a relatively short period of time. Sora~ of the programs have already been developed cooperatively such as purchase of h~zardous materials response equipn~nt and under- water recovery equipment. Fire apparatus maintenance is another example of a program that ~u~ready has multi-agency participation at one maintenance facility. We believe that by concentrating on our resources we can significantly improve our capabilities and eliminate the waste and expense of each deparT/dent trying to staff and equip for all ~mergencies that may arise. Essentially, in conducting this review, w~ asked ourselves, "Is it necessary for each department to have a full hazardous materials response capability or a staff of fire investigators or inspectors or the san~ burst rescue tool?" Would ~it not be more practical to standardize on equipment specifications not only for cost savings, but the efficiency of training and use of the equipment when needed by responding mutual aid departments? This would also lead to cooperative purchasing and combined servicing of life support systems such as self-contained breathing apparatus, resuscitators, etc. In sum~-y, we would like the endorsement of all municipalities and the County government in pursuing these goals and objectives. We would like to eliminate politics from the provision of emergency services.
