On motion of Commissioner Smith, seconded by Commissioner Yancey and carried, same were
approved.
The City Manager reported that Robert S. Lee, owner of property at 819 West Third
Street, Condemnation Report No. 80-960, has not made any effort or showed intent to comply
with the conditions upon which a nine month time extension was granted on February 28, 1983.
Further, that Mr. Lee has stated he will write the Commission a letter on July 11, 1983, and
that the interior cleanout work will begin July 13, 1983. The Commission authorized to hold
further action pending receipt of said letter.

Dear Commissioners:
The raise in monthly rates for garbage and trash collection must be for
users not just for single family homes, at an equal increase. If it is
for single family homes it must be 17% for apartment complexes and co~uercial
accounts;

Gentlemen:
This will refer to CertSficate of Condemnation dated
May 10, 1983 directed to The Atlantic Land and Improvement Company,
3600 West Broad Street, P. O. Box 27581, Richmond, Virginia 23261
relative to property located at 2200 Country Club Road, Sanford,
advising that it has been condemned by the City as unsafe,
dilapidated and unsanitary.
Please be advised that The Atlantic Land and Improvement
Company and Seaboard System Railroad, Inc. are now in the process
of selling the subject land space to Liquid Foods, Inc., head-
quarters, Miami. The land space is presently leased by Douglass
Fertilizer & Chemical, Inc., headquarters Lake Mary, Florida and
this firm is the current owner of the improvements located on the
land space.
It is understood from my handling with Liquid Foods, Inc.
that this firm is arranging for certain environmental tests to be
made in connection with its proposed purchase of the land space and
if these tests prove satisfactory to Liquid Foods, Inc., this firm
then would proceed with the purchase, which will include its
assuming ownership of the improvements located on the land space.
We anticipate that the environmental inspection and tests will be
made in the near future and following satisfactory results we
anticipate closing the land space shortly thereafter. The
purchaser would understand that the buildings and other structures
would have to be placed in a condition suitable to the City of
Sanford.
In view of the handling presently being given this matter
we respectfully request the City allow us sufficient time for the
matter to be corrected. I will advise further as soon as develop-
ments occur.

The City Manager reported that neither the owner of the land, Atlantic Land and Improvement
Company, nor Spencer Douglas, Douglas Fertilizer, owner of buildings on the property, have
done anything to secure the structures or remove debris or clean up the property.
Commissioner Farr moved to recind the time extended on the condemnation and to authorize the
City Manager to send Atlantic Land and Improvement Company and Douglas Fertilizer a notice
that if the property is not cleaned up and secured within 15 days, the City will demolish
the structures, clean up the property, and levy a lien against the property. Seconded by
Commissioner Yancey and carried.

On recommendation of the City Manager, Commissioner Smith moved to authorize the sale price
of $350.00 per grave space, and designated all funds from said sales to be placed in the
perpetual care fund. Seconded by Commissioner Yancey and carried.
The City Manager reported that the Engineering Division had determined that the
City owned a parcel of property South of the Lakeview section of the City cemetery and the
Commission authorized said property to be cleaned and surveyed.
On recommendation of the City Manager, Commissioner Yancey moved to authorize
payment of statements from the City Attorney as follows:

The City Manager submitted a statement from the East Central Florida Regional
Planning Council for the 1983-84 Assessment in amount of $3,586.00, and recommended not
pay. Commissioner Farr moved to authorize payment of same, from the 1983-84 Budget.

The City Manager reported that Florida Statutes 1983, SB 233 required the City to
provide $50,000.00 life insurance for police officers and firefighters under certain
conditions, and the Commission authorized to obtain said coverage.
The City Manager submitted a letter of resignation from the Sanford Airport
Authority, effective immediately, from John Daniels. Commissioner Smith moved to accept same
with regrets and to authorize the City Attorney to prepare a resolution commending Mr.
Daniels for his service. Seconded by Commissioner Yancey and carried.
On recommendation of the City Manager, Commissioner Farr moved to authorize salary

The City Manager reported that Amos C. Jones has requested the City Commission to
appoint a representative to the Board of Directors of Seminole Community Action, Inc. Citing
12 Civil Rights actions filed by Seminole Community Action on behalf of others, against the
City, and Auditor's comments regarding insufficient and improper record-keeping practices,
the Commission denied the request.
The City Manager reported that the Cultural Arts building at Fifth Street and Oak
Avenue is used for adult and children's ceramics classes, Art Association instructions, and
the annual Haunted House, and that it would be difficult to relocate the ceramics classes.
Commissioner Farr reported that after reading the report, he no longer wants to consider
selling the property.
