A public hearing was held in accordance with notice published in the Evening Herald on August 2 and 12, 1983, as follows: NOTICE OF A PUBLIC HEARING OF PROPOSED CHANGES AND AMENDMENTS IN CERTAIN DISTRICTS AND BouNDARIES OF THE zoNING ORDINANCE, AND AMENDING THE FUTURE LAND USE ELEMENT OF THE COMPREHENSIVE PLAN OF THE CITY OF sANFORD, FLORIDA. Notice is hereby given that a Public Hearing will be held at the commission Room in the City Hall in the City of Sanford, Florida, at 7:00 o'clock P. The Chairman announced that the Commission would hear from those persons present to speak in favor of, or in opposition to, the proposed rezoning. The City Clerk reported that notice was sent to the owners, Mr. and Mrs. Frederick L. DeRoose, on July 21, 1983. Those appearing in favor of the proposed rezoning were as follows: Kevin Spolski, 2800 Carrier Avenue, Sanford Airport, appeared and reported he plans to use the property for light industry, and a potential tenant is a rebond carpet manufacturer, who uses steam and whose main equipment would be a boiler. Frederick DeRoose appeared to support the proposed rezoning, and reported he feels if the property is not rezoned as requested, he will be denied the full use and utilization of others this property. FL 32771 Dear Pete: As I confirmed in my letter to Chuck Volk of August 5, 1983. we agree to complete the Monroe Harbor dredge excavation on the east side including the access channel as given in our letter of October 7, 1982 for a total firm price of $67.062.50. This, of course, is based upon the quantities being as given in this letter of October ?. With reference to the material on the west side at the City Marina side of the harbor, I have quoted a firm price in my letter of July 25, 1983 of $5.00 per cubic yard for the soft material removal only. Inasmuch as the estimated quantity is 10,000 cubic yards, this would make a firm bid price of $50,000.00 to remove this soft material. We cannot remove at this price the extremely hard material underlying the soft material, and our depth of excavation would be limited by the interface of the soft and hard material. Of course, the same conditions as apply to our present project will apply if we are successful in this bid. This bid price applies during the period we have available the spoil pond arrangement we are presently using--and, of course, contemplates the removal of the material now being accumulated by other forces at no charge to our firm in order that space may be made available for the placement of the additional material, should we be successful in our bid. Commissioner Farr stated that Charles Williams had requested reconsideration of the action of the Commission on August 22, 1983, to deny sale of alcoholic beverages for consumption on premises at the Showtime Catina Taco Bravo at 203 Magnolia Avenue, and further, that Mr. William's application to the State had to be made by September 1, 1983 to obtain a State License on October 1, 1983. On recommendation of the Planning and Zoning Commission, Commissioner Farr moved to approve the sale of alcoholic beverages for consumption on premises at 203 Magnolia Avenue. Seconded by Commissioner Yancey and carried over dissenting vote of Commissioner Keith. Consideration next given to the utilization of the anticipated pro rate share of revenues in amount of $326,935.00 for fiscal year ending September 30, 1984, from the four cent gas tax levied by the County. The City Manager submitted a schedule of street repairs and improvements, right of way acquisitions and equipment needs of the City. Commissioner Farr moved to designate the extension of Lake Mary Boulevard center line study from Highway 17-92 to Sanford Avenue and corridor study from Sanford Avenue to Highway 415 as first priority for City-County joint projects. And further, first priority for intra-City streets as Twentieth Street from Highway 17-92 to Lake Mary Road and Sanford Avenue from Seminole Boulevard to Twenty Fifth Street. Also to authorize the City Manager to approach the County for joint participation, and to obtain estimated costs for designated intra-City street improvements.
