I object to the Per Capita City Expenditures (see attachment 1). Eliminating the high and low extreme, Sanford is first in every category of expenditures except sewage treatment. Just looking at this City Hall which is an architecture,s delight but an effeciency expert's nightmare may explain some of our problem. 2. Under the Police Department although we have the highest budget we have almost the lowest Officers per 1,0OO people. It appears we should have at least two Officers per 1,000 people. 3. I object to the fact that the Hidden Iake Recreation Area has been igno~ even though the need is clearly visible° Some imorovements with the money given to the city by Dave Meadows, developer of Bamblewo~d, could be made to the Park this year and later improvements placed on the Capital Budget. 4o I object to the removal of may items on the Canital Budget estfm~ted for the next five years (see attachment 2). We must have Capital improvements and if they cannot be financed through usual means because of say the passag~ of Proposition 1, then other means must be found such as Bond issues, State and Federal assistance, fees and etc. Longwood has a bond issue on the December 6th ballott 5. Funds should be allocated for personnel and grass cutting machinery under Public Works to maintain city owned right-of-ways and six feet of grass along streets by undeveloped areas. Extra ~nds will be available under the gasoline tax. 6. A 3~% raise for City employees is not adequate when the cost of living has increased about 7% in the Sanford area. The only exception would be the City Manager, whose total salary for a city of 24,000 appears extremely adequate. 7. Anticipated revenue to be more realistic, I believe, should be decreased 6% for Cigarette Tax and 2% for State Revenue Sharing. 8. I approve increasing the connection fees for water and~e~er to create a trust fund but the City Manager told the Commissioners at last years budget hearing that it would slow growth in the city. As Penna. found out the best way to encourage development is to tax undeveloped land at a higher rate than developed land. Farm land is not undeveloped land. 9. The taxable base was increased 1~.6 million by higher assessments and · new development. While only about 1/3 of the budget income comes from property" and sales taxes, which are deductible on our Income Tax, the other 2/3 are mostly hidden, sneaky charges. Therefore, say your property tax, 1/5 of the budget, is $300. a year~ you are actually paying $1500. a year to support "City Hall" (total expenditures). Commissioner Farr moved to rescind action taken August 25, 1983, to deny the annexation of property described as follows: Lot 80, Block A, M. M. Smith's 2nd Subdivision, as recorded in Plat Book 1, Page 101, Public Records of Seminole County, Florida. Seconded by Commissioner Keith and carried. Robert Jackson, Jr. appeared to appeal the denial of annexetion of his property, and reported he is constructing a house which has approximately 4,090 srluare feet of living area at a cost of $150,000.00. Further, since he understands there is no money in the budget to extend the water and sewer lines to his property, he is willing to pay the cost of the extensions, if the property is annexed. The City Manager submitted an estimate in amount of $4,352.15 to run the sewer line, and that water is available at the standard connection charge. M. 19 83 site deeded to the City for an elevated water tank by Thomas S. McDonald, as follows: The Easterly 100 feet of the Westerly 1320 feet of the Northerly 100 feet of the SW 1/4 of the SE 1/4 of Section 7, Township 20 South, Range 31 East, Seminole County, Florida. Further, Mr. McDonald had requested the City to exchange the aforesaid property for another site for the proposed elevated water tank on property he owned as follows: The Easterly 100 feet of the Westerly 1771.2 feet of the Northerly 125 feet of the South 1/2 of the Southeast 1/4 of Section 7, Township 20 South, Range 31 East. (LESS the Northerly 25 feet for right-of-way of Silver Lake Drive.) The City Manager reported that Mr. McDonald would pay for the additional cost of the extension of the water main. On motion of Commissioner Keith, seconded by Commissioner Yancey and carried, Resolution No. 1359 was adopted. Said resolution being in words and figures as follows: RESOLUTION NO. 1359 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SANFORD, FLORIDA, AUTHORIZING THE RELOCATION OF THE WATER TOWER SITE. WHEREAS, a new industry is moving into the City of Sanford, Florida and requires the relocation of the water tower si~e; WHEREAS, the present tower site was given to the City of Sanford by Thomas S. McDonald, individually and as Trustee, by Warranty Deed dated June 10, 1983; WHEREAS, Thomas S. McDonald, individually and as Trustee, will deed to the City of Sanford the following described property for relocation of the water tower: Easterly 100 feet of the Westerly 1771.2 feet of Northerly 125 feet of South ~ of Southeast ¼ of Section 7 Township 20 South Range 31 East (Less Northerly 25 feet for right-of-way Silver Lake Drive), Seminole County, Florida; WHEREAS, Thomas S. McDonald, individually and as Trustee, has agreed to reimburse the City of Sanford the monies spent for the additional water main extension; NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of Sanford, Florida, that the City of Sanford will accept a deed for the above-described property for relocation of the water tower. MAYOR The _ty Manager submitted a Sewer and Drainage M, morandum~ ~9,rf/~9/~, proposing Connection and Control Charges as follows: evised August 29, 1983 MEMORANDUM To: From: Sanford City Commission City Manager Sanford City Code, Sections 28-43 through 28-45, impose the water, sewer and drainage connection and control charge. It is proposed to amend ~hese sections to a "utility connection charge" and to update the amount of this charge to reflect current costs and the proposed "off development site" utility improvements that are needed to handle the grow~ch of the utility systems. This is for capacity changes that growth will require and for which growth will be charged. Note this does not reflect added capital costs due to changes in state regu- lations requiring modifications of the plants or the disposal methods. This type of added cost would be a burden for all customers and not new growth customers only. Revenue for meeting costs imposed by the state regulations would be generated by rate adjustments across the board for all customers. A second observation affecting the level of charges is that new growth under the contract services is not paying these fees although they are using up the capacity. Therefore, the total cost of capacity growth is paid only by the customers inside the city limits and these are paying at a higher rate to cover those under contract services who do not pay the city. The City presently has a policy of not providing water or sewer unless the property is inside the city. The costs are projected on that policy continuing. Restricting outside use will become more meaningful to city residents in the years ahead as the utility capacity is reserved for only the city residents. Increased costs of construction, equipment, electricity, and operations are going to become considerably higher than we now know them. It will be beneficial to have utility capacity reserved for city residents and these utility services will become a very major cost increment of all new construction; 10 and 20 years ahead. Areas without established utility systems will become very expensive to develop and this development expense is always passed to the buyer. On March 27, 1972, the City of Sanford established its connection fee at $550.00 for water, sewage, and drainage expenses off-site. The sewer tap shall be $260.00; based on the 1981-82 Annual Report figures that show actual costs were $258.77. A water or a sewer tap, that requires any street cut of the pavement, an additional charge of $250.00 should be added for each "street cut". Attached is a summary detailing the need for a change of the account deposits. The pre'sent level of deposits does not cover the losses inourred on bad accounts.
