092883-Special Session88 MINUTES City Commission, Sanford, Flofida SepZember 28 at 4:30 P.M. 19 83 The City Commission of the City of Sanford, Florida, met in Special Session in the City Manager's Conference Room in the City Hall in the City of Sanford, Florida, at 4:30 1983. o'clock P. M. on September 28, Present: The Chairman amendments Mayor-Commissioner Lee P. Moore Commissioner Milton E. Smith Commissioner Edward A. Yancey Commissioner David T. Farr Commissioner Edwin O. Keith City Attorney William L. Colbert City Manager W. E. Knowles City Clerk H. N. Tamm, Jr. announced that the meeting was to continue consideration of to the zoning regulations in accordance with action of the City Commission on September 26, 1983. After discussion, Commissioner Farr moved to authorize the City Attorney to prepare an ordinance to require of all requests for conditional Yancey and carried. a public hearing before the Planning and Zoning Commission uses, except home occupations. Seconded by Commissioner Commissioner Farr moved to authorize the City Attorney to prepare a resolution for special conditions in this proposed SR-1 zone as follows: A. OFF-STREET PARKING (1) Existing multiple-family dwelling units within the district shall be exempt from off-street parking requirements. (2) Any new construction, enlargement of existing two-family or conversion to two family units shall require that off-street parking spaces be provided as set forth in Article VI of the Zoning Code. B. STANDARD BUILDING AND NATIONAL FIRE CODES (1) Existing multiple family dwelling units within the district shall be required to install smoke detectors and fire extinguishers in accordance with the Standard Building and National Fire Codes within sixty (60) days following the effective date of this resolution. (2)Existing multiple-family dwelling units within the district shall be required to construct one (1) hour fire resistant tenant separation in accordance with the Standard Building and National Fire Codes within two (2) years following the effective date of this resolution. (3) Any new construction, conversion to multiple-family, or any enlargement of existing multiple-family dwelling units or increase in the number of units within the district shall require immediate compliance with the Standard Building and National Fire Codes. (4) Failure to meet the requirements as set forth in this section shall render property a non-conforming use. Seconded by Commissioner Yancey and carried. The Commission authorized the City Manager to work with the developers of property at Airport Boulevard and 46-A for a temporary sanitary sewer connection pending running the proper line to the big inch line.
