ARTICLE VI. OFF-STREET PARKING AND LOADING REGULATIONS
Sec. 1. Definition of Off-Street Parking and Loading Space
shall be amended by the addition of the following:
Exception: Any totally residential facility that
requires ten (10) parking spaces or less may apply for
a substitute parking area surface that can be porous
and other than pavement and it may be an approved
mulch, river rock, etc. at an approved thickness and
such substitute surface must be maintained
continuously in an approved condition and if not
maintained properly, then the hard surface shall be
provided immediately. All parking areas requiring a
driveway entrance shall provide the concrete apron as
required by the City Ordinance and the elevation of the
apron shall be such as to prevent the substitute
surfacing materials from washing into the street.
All parties in interest and citizens shall have an opportun-
ity to be heard at said hearing.

To: Sanford City Commission
From: City Manager
Sewer force main on West 25th St. ( Country Square )
a) October 28th the City Commission held a
work session on downtown rezoning when the ,
question was raised as to the Country Square
sewer connecton/building permit. From this
evolves a questioning of existing city
policies and if the City Commission wishes
to have all engineering discussions/negotiations/
compromises worked thru the City Commission
directly or if these are a staff function within
the policies set by the City Commission.
b) Does the City Commission wish to re-think or
revise any existing policies re the developer
pays for the required utilities due to the
particular development?
c) Does the City Commission wishes to consider .the
City installing a new ten (10) inch force main
from the Big Inch; on Country Club Road to
SR-46A to Larkwood Drive to provide for future
growth; relieve current the existing demand for
line capacity; and avoid lift station modifi-
cations; with the developers repaying to the
city their respective portion of the costs
determined by actual costs of installation
prorated by their contributed flow vs total
allowed flow of the new force main? Recommend.
Estimated cost is $85,956.88 for force main
installation; with funds of the Reserve for
Renewal and Replacement to be utilized for the
up-front moneys.
d) If (c) above is authorized; Country Square and
Mayfair Meadows would be the first two (2)
developers to purchase line capacity in the
combination of the existing six (6) inch force
main. Construction of the new line to commence
immediately (after obtaining permits, etc.) would
allow development of both projects to proceed
without pause.
e) If (c) above is not authorized; the line capacity
would not be available and so the developer would
be required, by present policy, to run a new,
smaller force main. And each to follow would have
a similar small force main --- unless the City
coordinates into a large, single line.
f) None of the above being done would stop the growth
and development.
CONCLUSION:
Recommend (c) above be approved.
After discussion, Commissioner Keith moved to authorize installation of a 10-inch force malt
to Larkwood Drive at an estimated cost of $85,956.88, as outlined in paragraph "C" above
and to authorize the City to design and bid material for same. Seconded by Commissioner
Yancey and carried.
Commissioner Yancey moved to authorize salary reclassification for Leon Hampton
from Maintenance Worker I D to E, $12,185.32 annual. Seconded by Commissioner Farr and

he owns Lots 96 through 101 and Lot 103, and he wants the City to open the street right-of-
way being considered for vacating and abandoning.
William Leffler, Attozney representing Laura Brown, owner of Lots 102 and 104,
appeared to oppose the proposed vacating and abandonment and reported same would decrease
surrounding property values, the vacating must be in the public interest, and the applicants
want to use the property for a garage.
