122383-Special Session154 MINUTES City Commission, Sanford, Florida December 23 at 1:30 p. M. 19 83 The City Commission of the City of Sanford, Florida, met in Special called Sessxor in the City Manager's Conference Room, at the City Hall in the City of Sanford, Florida, at 1:30 o'clock p. M. on December 23, 1983. Present: Mayor-Commissioner Lee P. Moore Commissioner Milton E. Smith Commissioner Edward A. Yancey Commissioner David T. Farr Commissioner Edwin O. Keith City Attorney William L. Colbert City Manager W. E. Knowles City Clerk H. N. Tamm, Jr. The meeting was called to order by the Chairman. The Chairman announced that the purpose of the meeting was to consider a report from ESE testing laboratory showing three additional wells at the Mayfair Country Club well field above the acceptable limit of 0.1 ppb of EDB. The City Manager reported that this will now close 6 wells representing a loss of 5.76 million gpd from maximum capacity of both well fields of 9.17 million gpd, leaving available 3.41 million gpd. Commissioner Smith moved to authorize to undertake emergency action as a) Recognize an impending emergency now to prepare for a water shortage. follows: b) c) Authorize the City Attorney to complete agreements with the owners of irrigation wells for testing, laying of pipe, obtaining power, utilization of well for a temporary water supply. Waiver of Bid requirements and authorize the City Manager to negotiate and obtain: l) Well drilling companies to bring in portable equipment to pump, test, and furnish weter from irrigation wells re (b) above. Pipe and fittings to transport water to the water plants. Well drilling company or companies to drill one or more new wells as deemed necessary (60 pages of specs are in process of going to bid-suggest negotiate prices based on specs). One well is in process for auxilary plant and 17-92 well field. Suggest we will have a need for more than one well. Order and install parts without bids to increase the capacity of the auxilary plant's high lift pump. d) e) f) There being no Moritoriam on building permits for all new construction. Drop water system pressure to reduce useage up to 15%. Prepare a City Commission proclamation to request public to conserve water (for use and publication as needed). With requirements of no lawn watering, garden watering, car washing, etc., until the water supply is restored. further business, the meeting was adjourned. MAYOR ATTEST:
