Present: Commissioners Forrest Lake (Mayor) S 0 (/]ase and E F Housholder.
W B Willi~ns, City Manager, F T Williams, City Engineer, G.W. Spencer, Jr. , representing
City Attorney.
~inutes of last regular meeting read and approved.
Commissioner S 0 Chase introduced Resolution ~256-A to 256-P requiring the construction
of certain sidewalks, and moved that same be adopted.
Thereupon said resolution was read in full. Upon the reading of said resolutions, the
question was put upon the adoption of same. Those voting in favor of the adoption of
said resolutions were Commissioners Forrest Lake, S O Chase aud E F Housholder. Those
voting agair~t the adoption of said resolutions were Commissioners: None.
Thereupon the Chairman of thc City Con~ission announced that the City Cor~mission of the
City of Sanford, Florida had ~animously passed and adopted a~ve named resolutions.
Thereupon Commissioner S 0 Chase intorducted Resolution ~25~, entitled:
"A Resolution providing f~r the paving, re-paving, hard surfacing and re-hardsurfacing of
FrenCh Ave. from HuEhey St. eet south to Geneva Strcet, a width of 24 feet."
and moved that same be adopted.
Thereupon said resolution was read in full. Upon the reading of said resolution the
question was put upon the adoption of same.
Those voting in favor of the adoption of said resolution were: Commissioners Forrest
Lake S O Chase, and E F Housholder.
Those voting against the passage and adoption of said resolution were: Commissioners
none.
Thereupon the Chairman
of the City of Sanford, Florida
entitled:
"A Resolution providing for the paving,
French Ave. from Hughey Street south to
of the City Co~.m~.ission announced ta~t the City Commission
had unanimously passed and adopted that certainresolution
re-paving, hard surfacing and re-hardsurfacir~g of
Geneva Street, a width of 24 feet."
There~oon co~missioner S 0 Chase introduced Resolution ~258, entitled:
"Resolution providing for the paving, re-paving, hard surfacing and re-hard surfacin~ of
Fourth Street from Eyrtle Ave. to Laurel Ave. a width of 211 feet."
and moved that same be adopted.
Thereupon said resolution was read in full Upon the reading of said resolution
the question was out upon the adoptoon of same.
~nose voting in favor of the adoption of said resolution were: Co~missioners
Yorrest Lake, S O Chase and E F Housholder. Those voting against the adoption of the above
resolution were: Commissioners none.
Thereupon the Chairman of the City Commission announced that the City Commission
of the City of Sanford, Florida had unanimously passed and adopted that certainresolution:
entitled:
"A Resolution providing for the paving, re-paving, hard
Fourth Street from Myrtle Ave. to Laurel Ave. a width~of
surfacing and re-hard surfacing of
24 feet."
Thereupon Commissioner S 0 Chase intorduced Ordinance ~109, entitled.
"An Ordinance prohibiti~ the driving or operation of automobiles or motor vehicles
upon the streets of the City of Sanford, Florida by a person or persons under the influence
of~n~ox~at~ng' ~ '~ ' liquors, or in an intoxicated condition, and nroviding a penalty for the
violation thereof. " -

was duly seconded.
The question%~s then put upon a waiver of the rules an~ the rolls was called
upon the waiver of the rules. Those voting in favor of the rules were:
Commissioner Forrest Lake, S 0 Chase and E F Housholder.
Thereupon the question recurred upon the motion to place said ordinance upon its
second readi~ and final passage, which motion prevailed by the unanimous vote of the
City Commission.
~ereupon said ordinance was placed upon its second reading, and read in full.
Upon the reading of said ordinance the roll was called upon the question of the
adoption of same. Those voting in favor of the adoption of said ordinance were:
Co~missioners Forrest Lake, S 0 Chase and E F Housholder. Those voting against the
passage and adoption were: None.
Thereupon the Chairman of the City Co~mnission of the City of Sanford, Florida
anno~anced that the City Commission had ~nanimously passed and adopted that certain ordi-
nance #109 entitled:
"An Ordinance prohibiting the driving or operation of automobiles or motor vehicles
upon the streets o£ the City of Sarnford, Florida, by a person or persons ~nder the in-
fluence of intoxicating liquors or in an intoxicated condition, and providing a penalty
for the violation thereof."
~J[r George W Knight came before the Commission re$1esting preliminary work
on Locust Ave. south from Celery Ave. and certain streets in S~n Lanta.
On motion duly adopted the City Engineer was instructed to proceed with this work.
~e ~ity ~anager submitted estin~te for proposed bond issue, and after some
discussion same was taken under further consideration.
Mr Frauk'MacNeill came before the Co~,mission requesting appropriation of
$500.00 toward expense of Golf Tournament. On motion duly adopted same was so ordered.
On motion duly adopted a full page advertisement in special Kiwanis Edition
of the Sanfford Sigmal was authorized at a cost of $~0.00
Mr S M RiChard came before the Con~nission requesting appropriation of $1,000.00
for construction of derrick for dredge, and for purchase of a tow boat ~?
On motion duly adopted s~ne was so ordered.
City Manager submitted contracts for new gas machinery with the U.G.I.Contract-
lng Co~oany in the sum of ~63,~00.OO, and with the Stacey Bros. Company Co. for Gas Holde~
in the sum of $8,?00.00 , and on motion duly a:~opted the City ~ ~
~.~na~er was authorized to
execute contract for same on the part of the City.
The City Con,mission then proceeded as an Equalizing Board to hear complaints
or objections as to the proposed paving of the following streets:
GEt,EVA STREET, From French Ave. to ~Jellonvi!le Avenue widening from 1~ to 2[~ feet.)
MELLONVILLE AVE. From Franklin Street to Geneva Street ( Uidening £rom 16 to 2~ feet.)
~ere being no complaints or objections filed, the City Commission considered
the assessments equalized, approved and confirmed.
Property owners in Virginia Heig~ats came before the Commission requesting
that their subdivision be taken into the City, and on motion duly adopted the City Attorzey
