110826-Regular MeetingCITY COMMISSION, SANFORD, FLORIDA, MINUTES November ~, 1926 Regular Neeting. Present: Commissioners Forrest Lake (Mayor) S 0 Chase and E F Houeholder. City Nanager W B Williams , City Engineer, Fred T Williams and City Attorney, George A DeCottes. Ninutes of last regular meeting read and approved. Communication from Nfs S B Wight, Chairman of Beautification Committee, making recommendations as follows was read and on motion duly accepted: November 4, 1926 To The Honorable Board of City Commissioners Sanford Florida. Gentlemen: In view of the fact that the sum set apart in your recent budget for parks and beautification is definitely limited, it has seemed to our Committee that for the present, some definite agreement should be made concerning entrance-ways and strips and plats of parking in subdivisions with the City Limits. It is quite tru~ that these are supposed to be City Property, in fact it is directly against the policy of the Planning Board to ~ accept a plat which fails to provide some sort of a park within its limits, and the fact ns that these donations do not at all proceed from purely public spirited motives on I remai ...... ed t the art of their developers. Parks and attractive entrance ways are primarily ~n~end 9 call attention to their subdivisions, to stzmulate the sale of lots and the buzldzng of homes. Desirable as they are to the general scheme of City Beautification, they are not I really civic assets until they have been proper~y planted and bronght to a certain stage I of growth. With these facts in mind, and also the program already mapped out Tot the present year, the Beautification Committee unanimously agree upon the following recommendations, which we trust may meet with your approval. First, That no such parkways and entrances be added to the City's Park System and care, ~ until they have been properly planted and maintained in a manner acceptable to our Committee for no less than eighteen momths. ~ Second. That the City Shall provide free water for the developing of such parks and entrances, and that at the end of the specified time, if these developmants are taken over the 0ity, the City shall refund to those responsible for the original installment one half cost of the sprinkler system. Third. That in case of entirely undeveloped area of the kind mentioned, the plans for proposed planting be brought before our Committee for mutual consideration, with a view to co-ordination of said plans with the general scheme of street planting which will be initiated by the City within a few month. George W Kni~h~ Mr W B Williams, City Manager Mr W M Scott by the Thereupon Commissioner S 0 Chase introduced Ordinance ~142, entitled: #AN ORDINANCE FURTHER REGULATING TRAFFICE IN THE CITY OF SANFORD FLORIDA, AND PROVIDING A PENALTY FOR THE VIOLATIONS OF THE TERMS AND PROVISIONS THEREOF." And moved that same be placed upon its first ~eading, and read in full. Thereupon Commissioner S O Chase moved that the rules be waived and said ordinance be placed upon its second reading and final passage. By unanimous vote of theCity Commission the rules were waived and said ordinance placed upon its second reading and final passage and read in full. The roll was ordered called upon the passage and adoption of said ordinance. Those voting for the adoption of said ordinance were: Commissioners Forrest Lake, S O Chase and E F Housholder. The Mayor gave the following notice of a call for General Municipal Election to be held on Tuesday December ym, 1926 for one City Commission~r. Notice is hereby given that under and by virtue of the authority vested in me as Mayor of the City of Sauford Florida, I do hereby call a General Municipal Election to be held throughout the City of Sanford Florida, on Tuesday De~ember ?, 1926 for the purpose of electing one member of the City Commission of the City of Sanford Florida to hold office for a period of three years from and after the first Tuesday after the first Monday in January A.D.192?, And I do hereby appoint R R Deas, Mrs Alice Fitts and Mrs Susan B Wight Inspectors of said election, and L P Chittenden Clerk of Said election. ~olling place for said election will be at the City Hall in the City of Sanford Florida The Polls will be open at Seven Thirty A.M. and will be closed at sun down . Forrest Lake, as Mayor of the City of Sanford Florida Mr S 0 Shinholser reported that Mr G S Rogers had finished his work in connection with the Zoning of the City and on motion duly adopted the Commission called a meeting for Wednesday November 10th at 4 P.M. at which time he would submit detailed report of his work. Mr W C Hill came before the Commission and requested that an alley in Block 14 Tier ll be vacated and closed. All of said property now being owned:~by him On motion duly adopted the City Attorney was directed to draft an ordinance vacating same. Mr Henry Nickel came before the Commission and requested some payment on real estate purchased by the City from hin, and on motion duly adopted the Clerk was instructed to draw a warrant on the Bond Trustees Acct. for One Installment of $6,000.00 now, and interest to date on same , ani another in 60 days for a like amount. On motion duly adopted the City Attorney was instructed to draft an ordinance requiring the cleaning of parkways throughout the City. Reports of the City Manager and City Clerk for the month of October were submitted, read and filed. Mr E A Douglass submitted a transfer of contract from B F Ganaa to E A Douglass on the Pump Branch conduit, and on motion duly adopted the Clerk was authorized to dzaw all warrants on this contract in favor of E A Douglass. and assignment of contract was filed with the City Clerk. The City Commission then proceeded as an equalizing Board to hear any complaints or objections that might be offered, as to the proposed paving of the following streets and avenues in the City of Sanford, Florida: 160 CITY COMMISSION, SANFORD, FLORIDA, MINUTES November 8 19 26 VCENTRAL St. - From French Ave. to Cedar Ave. CEDAR AVE - From Spurling Street to Central St. EIGHTH STREET - From Summerlin ~St. to Scott St. FOURTH STREET - From Summerlin St. to Scott St. HOLLY AVE - From Spurling St. to Central St. MAPLE AVE. - From Spurling St. ~SPURLING ST. - From French Ave. UNION AVE - From Summerlin St. to Central St. to Cedar Ave. to Scott St. SCOTT ST - From Seminole Boulevard to Eight h Street. There being no objections filed, same were declared equalized, adjusted and confirmed with the understanding that Cedar Ave. from Spurling St. to Central St. be paved with rock bas~ and Finley Method as requested by Mr John Gove et al. On motion duly adopted the City Manager was instructed to notify all property owners on Pamk Ave. from First St. to Third Street; and Second St. from Sanford Ave. to Oak Ave.(furnishing them with estimated cost ) that the City Commission would consider wid- ening and repaying the above streets at the next regular meeting, and desired the owners to be present and give their desires in the matter. Mr Clyde A Byrd submitted con~racts with the Florida Power & Light Co, and same were duly executed.
