The City Commission of the City of Sanford Florida met at the City Hall in Sanford
Florida on February 13th at 2 O'Clock P M . 1928.

Meeting opened by the Chairman, and minutes of Regular Meeting of January 23rd.
Adjourned meeting of February 1st, and adjourned meeting of February ?th, 1928 read and
approved.
It was moved by Commissioner Ohase, and seconded by Commissioner Miller, that Roy
G. Williams be appointed Chief of Police, to serve at the pleasure of the City Commission,
and upon the Roll being called, was unanimously adopted by the following votes:

Mr W G Tyler appeared before the City Commission and requested that ditch between
Grapeville and Vevier Avenues along the McCracken Spur of the Att~ntic Coast Line Railroad
be graded to better drain the surrounding property, and upon motion by Commissioner Miller,
seconded by Commissioner Chase, and unanimously adopted, the City Manager was instrcuted to
proceed to have this work done at once.
Mr Chase offered the following resolution which was seconded by Mr. Miller, and unanimous-
ly adopted.
WHEREAS, the Ordi~my Fund is indebted to the Capital Fund in the sum of $57,853.13
and
WHEREAS, it appears that the deficit at October l, 1927 in the Ordinary Fund, has,
through the operations of the Refinancing Fund now become a Surplus in the amount of $20,755.06
therefore,
BE IT RESOLVED, that there be appropriated from said Surplus, an amount not exceeding
$10,000.00 to be applied as part payment on the indebtedness of the Ordinary Fund to the Cap-
ital fund.
Report from the City ManaEer for the month of January 1928 was sUbmitted and ordered
filed.
Report from the Accounting Department showing receipts and disbursements, and showing
the financial condition of the 0ity was submitted and filed.
City Manager, Cairns reported on the approximate cost of covering the Reservoir, and
action was postponed until a later date.
City Manager, Cairns was instructed to have three overhead 80 c.p. lights installed
on Mellonville Ave. just north of Geneva St.; and one overhead 80 c.p light on Geneva St. at
Orange Ave; Also to have the White Way light on Park Ave. in front of the residence of E.F.
Lane shut off; and to have the White WaY light on Second Street between Magnolia and Palmetto
Avenues limhted.

City ~anager, Cairns was instructed to have reserved space on Magnolia Ave for bus
lines moved to in front of the Chamber of Commerce building; also to reserve what space
as is needed in front of the Seminole Hotel for the use of busses
Comm~issioner Miller moved, seconded by Co~nissioner Chase and unanimously adopted,
that the City Manager be instructed to confer with the Golf Department and have gratuitous
cards printed to be distributed to the Hotels in Sanford; these cards to entitle the guest
to whom presented, to p~ay on the Municipal Golf Links for one day free of cost; the manage-
ment of the hotels to agree that these cards will be presented to new guests only, and only
one to a guest.
The City Clerk was instructed to draw a check for $100.00 in favor of the Sanford
Chamber of Commerce, to apply against appropriation previously authorized.

Commissioner Chase moved that Er Otto T Sommerschield be given lease on the City
greenhouse for a period of five years, subject to cancellation by giving notice not less
than six months, at a rental of $20.00 per month, payable in advance.
Commissioner killer seconded the motion and it was unanimously adopted, and the City Attorney
instructed to draw up proper contract.
Communication from Nr C J Chamblee, an employee of the Fire Department, requesting
either treatment mt Johns Hopkins Hospital, or a cash settlement in order that he m~y endeavor
to have his eyescured of the trouble alleged to have resulted from an accident while on duty
was read, and upon the recommendation of the City Attorney, Commissioner killer moved, seconded
by Co~issioner Chase, and unanimously adopted, that ~r Chamblee be paid $500.00 as settlement
in full, and that the City Attorney draw up a release to be signed by Nr Chamblee at the time
the money is paid to him.
Communication from Nr Fred T ~illiams, requesting that he be allowed to pay his taxes
and paving assessments out of moneys owed him by the City was read, and the City Clerk
authorized to comply with the request of Er Williams, subject to the approval of the Account-
ing Department.
City Clerk was authorized to accept payment of taxes of the First National Bank out of
money owed the First National Bank by the City of Sanford, subject to the approval of the
AccountinE Department.
Invoices of City Attorney G.A.DeCottes, covering account to date in the sum of

$6,120.50/were rendered and approved for payment when funds are available. The City Clerk
was instructed to pay the City Attorney for all ~mounts on these invoices representing
cash advanced by him.
Upon motion of Oo~nissioner Chase, secomed by Oo~niseioner Miller, and unanimously

The City Clerk was instructed to get bids from Sanford Herald and $amford Signal for
the publishing of 1927 Delinquent Tax List.
0urrent bills and salaries as audited and vouchered by the Accounting Department were
s~bmitted, examined and approved, and the Clerk instructed to draw checks to pay same.
There being no further business, the meetirg adjourned to meet February 20 at 4:30 P N

Meeting BOND TRUSTEES February 13 at 5:30 ~gM 2~
The Bond Trustees of the City of Sanford, Florida met at the City Hall in Sanford
Florida February 13, 1928 at 5:30 P M.

Mr Miller moved that proposal of Clarence Smith for remodelling Fire Station be accepted
at a total cost of $8,098.00, ~nd that the cost be paid out of the Bond Authorization for the
Fire Station, of which there is a balance of $87,781.56. The Contractor to give good and
sufficient bond to the City ~ianager, to be approved by the City Attorney, for construction
and also for public liability. Seconded by Mr Chase, and upon the roll being called the
vote stands as follows:

Thereupon, the City Manager was instructed to notify Mr Smith that his bid had been
accepted and that work was to start at once.
