City Manager Comments. 5:55 — 6:00 PM 2012 -293 CITY COMMISSION MINUTES JUNE 25, 2012 WORK SESSION The City Commission of the City of Sanford, Florida, met in Work Session on Monday, June 25, 2012, at 5:30 PM, in the Railroad Depot Room, Second Floor, City Hall, 300 North Park Avenue, Sanford, Florida. Present: Mayor Jeff Triplett Vice Mayor Patty Mahany Commissioner Mark M Commissioner Velma Williams Commissioner Randy Jones City Manager Norton N. Bonaparte, Jr. City Attorney William L. Colbert Deputy City Clerk Cynthia Porter Absent: City Clerk Janet Dougherty City Manager Bonaparte asked Finance Director Cynthia Lindsay to give a brief update on the fixed asset policy. Ms. Lindsay also distributed the proposed FY 2012/2013 Budget. Mr. Bonaparte distributed an Add -On item for tonight's agenda regarding an agreement with the Goldsboro Front Porch Council for a summer youth workforce program. 1. Briefing items. • Inter - Racial Interfaith Alliance 2012 -294 CITY COMMISSION MINUTES JUNE 25, 2012 WORK SESSION Senior Project Manager Andrew Thomas said that the Alliance held its first meeting on May 10 at Calvary Temple where about fifty ministers attended. Since that time they have identified co- chairs of groups and changed the name to Sanford Pastors Connecting. The first proposed activity is a mass prayer on July 31 at the Police Department from noon to 1 PM. They are discussing activities which include pulpit swap, prayer breakfasts and lunches, dialogue on race, and monitoring of the trial. The Sheriff made arrangements for ten of the ministers to have reserved seating at each of the court appearances so they can stay in the loop and understand what is going on and bring information back to the community. The group will meet again for a prayer breakfast on July 2. Mr. Thomas said the anti violence campaign group will meet on June 28 to begin discussions about crime related activity and the best practices to address it. • Resolution No. 2315 adopting a $50 administrative processing fee for application for solicitor license (per Code Sec. 94 -107 (c)) [Commission Memo 12 -104] (RM 8.A) Fire Chief Jerry Ransom gave an overview of this item. Mayor Triplett asked if the fee is enough to offset the costs involved and suggested that the process make money rather than break even. 4. City Manager Comments. Mr. Bonaparte asked Economic Development Director Nick Mcray to 2012 -295 CITY COMMISSION MINUTES JUNE 25, 2012 WORK SESSION provide an overview of the positive marketing campaign. A presentation on the visioning process will be given to the Commission on July 9. Mr. Bonaparte said that there has been discussion on finding an alternate site for the sharing of meals. He asked Mr. Thomas to provide an update. Mr. Thomas said that the task force is moving forward with the Bridge property at 500 Holly Avenue. Work continues on the homeless situation; there are new faces coming into the County and organizations receiving them are stepping up efforts to identify the trail that leads them to Sanford. Vice Mayor Mahany said that we need to move forward with the pan handling ordinance. She asked Mr. Bonaparte to ask Interim Chief Myers to take a look at it thoroughly and work with the City Attorney to make sure that it is enforceable. Commissioner M said that he will hold a town hall meeting for District 1 on July 16 and invited Interim Chief Myers to attend and share ideas. Mr. Bonaparte said the City is looking to put together a citizen's academy so that citizens can have an opportunity to learn more about how government works. Another initiative is a speaker's bureau where resident groups can request City participation for presentation of topics in order to better understand government; presentations will be given primarily by management Staff. He thanked Lisa Mosca for writing an article about the City which is published every other Saturday in the Herald. All of these are part of an ongoing effort of reaching out to the community. 2012 -296 CITY COMMISSION MINUTES JUNE 25, 2012 WORK SESSION City Attorney Colbert asked if the Commission would like to discuss the status of the Key West stormwater fees litigation. Mayor Triplett said it will be scheduled for discussion at the next work session. Mayor Triplett said that he would like an update on CDBG and NSP funds and expenditures at the next work session. Mayor Triplett said that a request was received from Police Officer Walsh for the City to participate in a donation to the Kids House for its back to school program. Mr. Bonaparte said that he doesn't think it is appropriate for the City to donate but that information will be provided to Staff for an opportunity to donate to the program.
