The City 0ommission of the City of Sar~ ord Florida, met in regular session at
City Hall in Sanford Florida on February 27th, at 2 O'Clock P M. A D 1928.

Commissioner Miller offered the following motion, which was seconed by Commissioner
Chase, and unanimously adopted:
%WHEREAS, William Charles Hill is no longer a City Commissioner of the City of Sanford
Florida, and,
WHEREAS, There is still in force the Fiduciary Bond of William Charles Hill on which
the Roy$1 Indemnity Company is surety, said bond being in the sum of $1,000.~0 , conditioned
on the faithful performance by William Charles Hill of his duties as a City Commissioner.
THEREFORE, BE IT RESOLVED, that the Royal Indemnity Company be, and it is hereby for-
ever released and discharged of and from any liability under the terms and conditions of
said bond, because of the f act that the said William Charles Hill is no longer a public
official of the City of Sanford Florida.
Mr H.S.Long of Mahoney-Walker Co. appeared before the Commission in the interest of his
account with the City in the sum of $333.00. Action was deferred.
Mr Ames, of the Sanford Laundry appeared before the Commission with reference to the
Personal Tax Assessment against the Sanford Laundry, claiming that the Laundry had been
assessed personal taxes in 1926, whereas they had not opened for business until February
23, 1926. This tax having been paid,Commissioner Miller moved that the personal tax against
in the sum of $312.50
the Sanford Laundry for the year 192?/be charged off as an error. Mr Chase seconded same, and
it was unanimously adopted.
Mr John Musson appeared, protesting against tax valuation of property owned by him, sub-
mitting comparative values. Action was deferred until next meeting.
Mr Stone appeared before the Commission objecting to calcualtions of his property on
Union Ave and Mellonville. Action on same was deferred until next meeting.
Mr A W Harz appeared with formal application to construct service station at Eleventh
St. and Park Ave. No action was taken upon the request at this time. The City Clerk was in-
structed to request members of the City Planning Co~nmission to meet with the City Commission at
2 O'Clock P M , Wednesday, February 29, 1928, at the City Hall, with their final recommendatio~n as
to the adoption of a permanent planning and zoning ordinace, which they have had under consid-
eration for several months.
Mr T L Dum~s appeared before the Co~mission with reference to proposed ordinance requir-
ing electric stop signals at certain railroad crossings in the City of Sanford.
After considerable discussion, action on the matter was postponed until a later date.
Mr D~nas agreed, however, to pay for the electricity used in three overhead lights to be in-
stalled at railroad crossings at Palmetto Ave, Magnolia Ave. and at Elm Ave.; and the City

City Manager, Cairns submitted request from Mr Pearson and Hr PiOhard to be
~iven permit to build galvanized iron ware house on vacant lot between the old depot
and American Railway Express office. Permission was refused.
City Manager, Cairns appeared before the Commission with reference to prevailing
taxicab rates in Sanford, and was instructed to prepare scale of taxi-cab rates and sub-
mit to the Co,~mission.
Commissioner Housholder presented letter received by him from Mr R ~ Pearman
Jr. requesting damages to the extent of $250.00 on account o5 damage to his property
when Cloud Branch was widened by the City, said damages to be applied to his credit
against taxes and paving liens on his Property.
After considerable discussion, Co~mmissioner Chase moved, seconded by Comuissioner
Niller and unanimously adopted, that Mr Pearman's request be complied with, and the City
Attorney was instructed to draw up the necessary papers to protect the City from,any furthe~
claims for damages claimed to have been done~by Mr Pearman.
Moved by Commissioner Chase, seconded by Commissioner Miller, and unanimously adopted
the City Attorney was instruated to proceed at once to take action against all delinquent
paving assessments, where same are more than six months in arrears, provided however, that
all such owners shall be previously given a final notice.
City Clerk was instructed to request Nr Fred T Williams, City Engineer, to make re-
port to the City Commission in detail, in writing, with regard to the ~est Side Bulkhead
District, giving descriptions and names of property owners in front of whose property
wall has been constructed and fill has been made.
Commissioner Housholder presented receipt received from the Sanford Atlantic
National Bank for executed bonds of an issue of $261,000.00 City of Sanford, Florida
6% Refunding Bonds, numbered from I to 261, both numbers inclusive, except bond No. 100
and same was ordered filed in the City Safe.
Release signed by J C Ohamb[~e, City Fireman, hurt in accident while on duly was pre-
sented and approved, and check for ~500.00 to be drawn in favor of Mr Chamblee as settlement
in full of claim for damages authorized.
On motion duly adopted the following personal tax assessments for the year of 1927
were authorized to be cancelled for the reasons given:

Communication was read from R G Williams, Chief of Police, advising of changes in
the personnel of Police Department,and same was ordered filed.
Salary pay roll for last half of February in amount of $3133.90 was submitted, appr~-
ed, and the Clerk authorized to draw check for same.
Invoice of Mima Williams for nursing Olty poor approved, and the Clerk authorized to
draw check for same.
