The City Commission of the City of Sanford Florida met in an adjourned session at
the City Hall in Sanford, Florida at ~ O'Clock P M on March 27th 1928.

Minutes of Regular Session of the City Commission on March 12th. and of Regular See-
sion of March 26th 1928 were read and approved.
City Clerk submitted bids from the Sanford Herald and from the Sanford Signal for
publishing the 1927 Delinquent Tax List as follows:
Sanford Herald - 15~ per single column line, with no charge for headings and sub-
headings, publication to be made in five weekly insertions of the
Herald.
Sanford Signal - 40~ per single column inch for all of the five insertions.
After considerable discussion, action was postponed until later.
City Clerk presented following petition from property owners owning property in the
West Side Bulkhead District:
March 5, 1928
" "We, the undersigned property owners within the boundaries of the West Side Bulkhead
District respectfully petition the City Commission of Sanford to legally abandon the said
~est Side Bulkhead District as affecting our property, as the same ie incomplete and tends
to interfere with the ready sale of the property.

After discussion the City Engineer was directed with the greatest possible speed to furn-
ish data to the City Attorney as to the West Side Bulkhead improvement, giving the names of
the property owners in said district owning property therein where the improvement is com-
pleted or practically completed. The City Attorney was also directed to prepare an ordi-
nance for consideration by the City Commission abandoning the West Side B~ulkhead improvement
where said improvement has not been complied and rescinding and abandoning all preliminary
special assessments imposed against property in the West Side Bulkhead District where said
improvement has not been comp~ed.
Letter from Mr G D Bishop, Chairman of the City Planning Commission was read, recommend-
ing that the application for building a concrete stucco filling station at the corner of
Eleventh St. and French Ave. be refused, in view of the fact that this district has been
zoned for residential purposes.
After discussion, the building permit referred to was refused.

City Clerk presented bills from V E Douglass, Clerk of the Circuit Court for re-
cording the 1925 and 1926 Tax Certificates. Which were approved and ordered paid from
the contingent fund appropriation.
The City Clerk presented claim from Mrs Anna M DeForrest for expenses incurred by
her in the payment of Attorney,s fees to Hull, Landis & Whitehair in connection with threat-
ened injunction proceedings against the City on account of the construction of a drainage
ditch across her property by the City, s~ne to be in full settlement of her claim for
damages.
Same was approved to be paid from the contingent appropriation, and the City Clerk
instructed to have the following inserted in the voucher:
"In Full payment, satisfaction and discharge of all claims whatsoever on the part of
the payee against the City of Sanford, Florida, of any and all damages, expenses
and costs sustained by the payee by reason of the construction and maintenance of
,a line of drainage sewer through the property of the payee located on the Country
Club road in Seminole County Florida."
City Attorney, George A De,~ttes advised the City Commissibn that Chautauqua Shows
are subject to a license tax of $25.00 per day, and the City Clerk was instructed to see
that this tax is paid when the Chautauqua Shows are in Sanford.
~,~r S G Gray of the Firm of Hall & Pentland, certi_~ed public accountants, who is
leaving for Washington D.C. was authorized to proceed to New York City on business in
connection with additional refinancing plans, and the Clerk was instructed to draw check
for ~150.O0 to cover his exp~nses.
City Manager Cairns, submitted reconzmendations from the City Plannit; Commission,
by its Chairman ~r George D Bishop, that the request of ~!r A D Rosier for a permit
to build a concrete ~
s~cco building on the southwest corner of First Street and Avacado
Avenue, for purposes of a filling Station and Grocery Store,; and of Mr Dyson for a permit
to construct a sheet iron room on lot at the corner of the Country Club Road and Lake
Mary ~oad be granted. After discussion, both requests for permits were approved.
City Manager Cairns submitted request from Sophie V Tyler and Margaret B Zachary
to apply part of amount on promissory note due on Jan l, 1928, against taxes on property
owned by them. The City Manager was instructed to handle the matter with City Attorney
George A DeCottes and Hall& Pentland, City Auditors.
City Manager Cairns was instructed to have one 80 candle power overhead lamp installed
at the intersection of Holly Ave. and Commercial St.
The City Clerk was instructed to write the Atlantic Coast Line R R.Co authorizing
them to make payment direct to the Hutton Construction Co. or to the Sanford Construction
Co. for overcharges on freight on material shipped in their care to Sanford Florida, the
original charges having been paid by the City of Sanford and deducted from payments to
these companies.
On motion duly adopted the Clerk was instructed to cancel 1/2 the personal property
taxes of the Seminole Orocery Company, of $625.00, it being evident an error had been
made in the assessment.
On motion duly adopted the following realty and personal taxes were cancelled
for the reasons given, it being evident an error had been made.
