City Attorney George A DeCottes presented contract with the Sanford Gas Co~oany for the sale of Gas Plant, ~ud same was duly signed by E F Housholder, as Nayor, ~nd F S Lamson as City Clerk, on behalf of the City of Sanford, Florida as authorized at an adjourned sessio~ of the City Co~nission on Narch 29th. 1928. Comn~unication was read from the Board of Public Instruction of Seminole County Florida requesting that the City Cormmission grant the Chautauqua the privilege of operating in Sanford without paying the customary City license. The City Clerk was instructed to notify the Board of Public Instruction that the City Commission cannot legally make any exceptions as to Chautauqua and Theatrical performances, and that the license tax as required by law will have to be paid. Communication from Ellen Hoy, Tax Collector, advising the City Commission that Er E H Ashcraft, Receiver of the Seminole County Bank, offered Time Warrant ~109~½, dated ?/21/27 for $5,000.00 plus interest $27~.y8, totalling $5,2~.y8 in payment for certain City Taxes of the Seminole County Bank, and requesting instructions as to whether to accept this tim~ warrant. The City Clerk was instructed to notify Mr Ashcraft that the City does not recognize any liability on the part of the City on account of this time warrant and the Seminole Co. Bank will be required to pay its taxes as any other tax payer, or the property will be sold for taxes. On Notion duly adopted, the City Attorney was instructed to prepare ordinance amending Ordinance No. 20 in so far as it applies to fee charged for making sewer connections, changing the fee from $25.00 as required in Ordinance No. 20 to $3.00 for each sewer connect- ion made. On motion duly adopted, the City Clerk w~s instructed to notify the Library Board that ~because of the non-payment of taxes , and consequently lack of revenue, there will be no ~further appropriation for Z Librarian after this month, also that the Library be closed at inight, this to curtail electric power. On motion duly adopted, the Clerk was instructed to notify the Hospital Board that because of non-payment of t axes, there will be no further appropriations available for the hospital froml the City. On motion duly adopted, it was ordered that on account of the non-payment of taxes there ~will be no further payments made to the Seminole County Welfare Board and no further expenditures ~will be authorized for charity, during the balance of the current year. City Clerk was instructed to notify ~rs Norse and Dr. Vincent of this action. On motion duly adopted, it was ordered that the salaries of City Attorney George A DeCottes ~ and Nunicipal Judge ~ E White be reduced to $600.00 per annum each. 864_. CITY COMMISSION, SANFORD, FLORIDA, MINUTES Adjo~urned ~ession April 5: 192M 19__ On motion duly adopted it was ordered that the office of Building, Plumbing & Electrical Inspector be declared vacant as of May 1st, 1928, and that ~r G P Paxton, the electrical and Plumbing Inspector be notified accordingly. On motion duly adopted it was ordered that no further ~xpenditures be made from the Publicity Fund except specifically ordered by the City Co~nission. City ~anager Cairns was instructed to repair the Grand Stand at the Municipal Athletic Field ~ud put the grounds in as good condition as possible with a minimum expense. City Manager Cairns ~nd Street Superintendent Houghton presented diagram for zoning the City for Street Cleaning, G~rbage and Trash removal, whereby approxi~ately $600.00 per month would be saved in that department, and same was approved by the Com~ission , and ~r Cairns instructed to put the new schedule into operation at once. On motion duly passed Dr C ? Vincent was appointed to act as City Milk Inspector, in addition to being City Physician, with ~n increase in salary of $250.00 per ~mnum, the increase in salary to apply only a~ long ~s he acts in the capacity of milk inspector. .City Clerk was instructed to write the Board of County Commissioners, Seminole County Florida, requesting information as to when they will remit the Road and B~idge Fund payable to the City of Sanford, Florida.
