Oommissioner Miller offered Resolution $368, said resolution being in words and
figures as follows, to-wit:
RESOLUTION NO
"A RESOLUTION PROVIDING FOR AN ISSUE OF BONDS BY THE CITY OF SANFORD FLORIDA. IN THE SUM
OF $425,000.00 THE PROCEEDS DERIVED FROM THE SALE THEREOF TO BE ~ED TO R~FUN~ AND PAY CER*
TAIN OBLIGATIONS OF THE CITY OF SANFORD FLORIDA FOR THE PAYMENT OF WHICH THE CREDIT OF SAID
$ITY IS PLEDGED. PRESORIBING THE FORM A~ND OONDITIONS OF SAID BONDS TO BE SO ISSUED AND PRO-
IDING FOR A SINKING FUND FOR THE PAYMENT OF THE PRINCIPAL AND INTEREST OF SAID BONDS."
WHEREAS, the City of Sanford, Florida has outstanding obligations in the sum
'of $426,676.31 for the payment of which the ~edit of said City is pledged, a~ shown and
disclosed in Official Document A-3, dated May 12, 1926, prepared by Hall and Pentland,
Certified Public Accountants, entitled: "Partial Refinancing Program" Now on file in the
office of the City Clerk of the City of Sanford, Florida, and
WHEREAS; all of said obligations itemized and shown in detail in said Official Document
A-3 are wither due, callable,~or payable within less than three months from this date, and
WHEREAS, the City Commission of the City of Sanford, Florida deems it expedient and
to the best interest of the City of Sanford, Florida to issue bonds in the sum of $425,000.00
the proceeds to be derived from the sale thereof to be used in funding and pay$ing insofar
as said proceeds may apply , the said obligations of the City of Sanford, Florida, in the sum o:
$426,676.31 for the payment of which the credit of the said City is pledged , as shown and
disclosed in detail in said Official Document A-3 prepared by Hall and Pmntland, Certified
Public Accountants, under date of May 12, 1928, now on file in the office of the City 01erk
of the City of Sanford, Florida, ~s aforesaid.
THEREFORE, BE IT RESOLVED THAT, under and by authority of an Act of the Legislature
of the State of Florida of 1927, entitled: "An ACT to Authorize the Issuance of Refunding Bonds
by Counties, Cities, Town and other Municipal Corporations and Taxing Districts and to pro-
vide Their Payment," Duly approved by the Governor of the State of ~lorida, on June 6, 1927,
a bond issue in the sum of Four Hundred and Twenty Five Thousand ($425,000.00) Dollars, for the
purpose above stated and specifically set forth, be a~d the same is here~authorized; that
said bonds shall be of the denomination of One Thousand ($1,000.00) Dollars each, bearing
interest at a rate not exceeding six per centum per an~,m, interest payable semi-annually

8aid bonds shall be signed by the Mayor of the City of Sanford, Florida, and by the Clerk
of the City of Sanford Florida, and 'the official seal of the City of Sanford Florida
shall be affixed thereto. The interest coupons to be attached to said bonds shall be
signed with the engraved or lithographed facsimile signatures of said Nayor and said
Clerk, the said bonds and coupons, with the necess~ry variations to indicate the different

corporation organized and existing under and in pursuance of the laws of the State of
Florida, for value received, acknowledges itself indebted and promises to pay to the
bearer hereof the sum of

IT IS HEREBY 0ERTI~IED, RECITED AND DECLARED, That all acts, conditions and things
required by law to exist, happen and be performed, precedent to and in the issuance of this
bond, have existed, have happened and have been performed in regular and due time, form and
manner, as required by law, and that the amount of this bond together with all other indebt-
edness of the City of Sanford Florida, does not exceed any limit, prescribed by the Con-
stitution and Statutes of the State of Florida, and that before the issuance of this bond,
provision has been made by resolution of the City 0ommission to assess amually a tax upon
all real and personal property, railroads, telegraph and telephone lines owned or situated
within the 'City of Sanford, Florida to realize a sum sufficient to pay the interest upon this
bond as it may become due and to create a sinking fund for the payment of the principal hereof
at the maturity of the same, and that the issue of bonds, of ~which this bond is a part, has
been duly confirmed and validated by a decree of the Circuit Court of the Twenty-third
Judicial Circuit of the State of Florida, in and for Seminole County, in a proceeding begun by
the City of Sanford, Florida, a municipal corporation, against the State of Florida, of which
proceeding notice was duly and regularly given to the State of Florida and to the public.
And for the payment of the principal and interest of this bond the full faith and
credit of the Oity of Sanford, Florida is hereby irrevocably pledged.
IN WITNESS WHEREOF, the City of Sanford Florida, has caused %his bond to be signed

BE IT FDRTHER RESOLVED, that for the purpose of providing funds for the prompt payment of
of principal and interest of said bonds as the same become due there shall be and there is
hereby levied, assessed and ordered to be collected upon all taxable property within the
boundaries of the City of Sanford, Florida, a direct continuing annual tax during each year
said bonds, or any of them, are outstanding and tunpaid, sufficient to produce in each year
the interest on said bonds becoming due in said year, and an amount sufficient to provide
for a sinking fund to pay the principal of said bonds as they severally mature, and said
special tax, as and when collected , shall be placed in said sinking fund and used exclusively
for the payment of interest and the redemption of said bonds as they severally become due
and payable and shall not be used for any other purpose, and,

No bid at less than 95% of par and accrued interest to date of delivery will be con-
sidered, and the Commission reserves the right to reject any and all bids if, in its opinion,
the price offered therefor is inadequate or the rate too high.
Said bonds constitute general obligations of the City of Sanford, Florida, and the
full faith and credit of the Oity of Sanford Florida, is irrevocably pledged for the payment
of the principal and interest of said issue of bonds.
The bonds offered for sale are to be sold subject to the approving opinion of Cladwel~
& Raymond, Attorneys, New York City, to be furnished by the City of Sa~uford, ~lorida.
All bids must be accompanied by a certified Check for two per cent of the amount of thi
bonds to be sold.

Petition from property owners to have gates erected at Rand's Siding where the
Atlantic Coast Line R. R. crosses~West First Street, which was presented to the City Commis$1o~
meeting
at a previous/and action deferred, was again brought up, Nr T L Dumas, Supt. of the A C L R.
R. Co. being present to discuss the matter with the Commission.
After a discussion of the various ways of protecting the public at this crossing,
whether by gates, stop lights, or the construction of an underpass or viaduct. Nr Dumas
was reGuested to have the Engineering Department of the Atl~utic Coast Line Ry. Co. prepare
figures as to the approximate cost of the construction of an underpass , and ~lso a viaduct
It being the sense of the Commission that this method would be the most satisfactory, and
Nr Dumas stating that the Railroad Co. would bear one-half the cost of such a structure.
Communication from the City Planning Co,lesion recommending that lots 12, 13, 18
and 19 in Wellington's Addition, the E. 120 ft. of Frank L Niller's property on Park Ave. be~
tween Sixteenth St. and the Railroad, also the property of Nfs Nunson on the East side of
Park Ave. and adjacent to the Ovideo Branch of the A C L R.R. be placed on the Official Zoning
Lap of the City of $anford as local business section.
Action deferred until such time as ~ special meeting could be held with the City
Planning Board, at which time.the matter of a City Zoning Ordinance being adopted would
also be thoroughly gene into.
Nr John Fox appeared in behalf of Nfs T E Wilson, and submitted the offer to give
a quit claim deed to the west half of Cedar Ave. from Sixth St. south to the A.C.L.R.R.
tracks, for $1,000.00, Nfs Wilson owning the property abutting on the west side of Cedar
avenue between Sixth St. and the A C L R.R. Co. tracks and the City desiring t~ abandon
this portion of Cedar Avenue; this step being necessary on account of the City havin$ built
a gas holder on this property through error and a clear title needed before transferring to
the SanTord Gas Company, the purchaser of the Gas Plant.
Commissioner Niller moved that the proposition of Ers Wilson be accepted. The ex-
penditure to be charged'against the contingent appropriation. Seconded by Commissioner
Chase and unanimously carried.
Commissioner Niller moved that the real estate taxes against Lot 6 Blk 13 Tr. 5,
according to E R Trafford's Lap of the City of Sanford Fla. for the years 1926 and 1927
be cancelled, it appearing that this property was purchased by the Trustees of the Free
~ethodist Church of North America for church purposes on December l?, 1925. Seconded by
Commissioner Chase and unanimously carried.
Communication from ~rs S 0 Shinholser resigning as a member of the Library Board
was read. Notion made by Commissioner Miller that same be accepted. Seconded by Commissioner
Chase and carried.
Communication from Nr J Nusson notifying the City Commission that if certain proper-
ty assessed to him and others in the City of $anford, Florida is sold, or offered for sale for
non-payment of 192y taxes, he would be compelled to commence action against the City of
~Vord, was read, and ordered filed.
Invoice of Sanford Electric Contracting Co. amounting to $101.75 for installation of
electric fixtures in Fire
check in payment of same.

Upon motion duly adopted, the Clerk was authorized to draw check in favor of the
Seminole County Welfare Board for $100.OO , same to be used toward defraying the cost of trans.
portation of two destitute families by the names of Bowman and Dillard to,heir homes in
other states, it appearing that these families would otherwise become a public charge.
City Engineer Fred T Williams was instructed to furnish the City Attorney with a state-
ment of the gross amount required in order to complete the paving of streets within the Oity
Limits where the paving has been commenced but not completed, and the City Attorney was in-
structed to advertise for sale , bonds in an amount equal to,or approximately equal to the
estimate furnished the City Attorney by the City Engineer.
Upon motion duly adopted, the City Tax 0ollector was instructed to immediately levy
upon any personal property where the 1926 personal taxes have not been paid.
The City Clerk was also instructed to withhold payment of any accoun~ where the payee
has failed to pay his 1926 personal tax , until such personal tax shall be paid.
Upon motion duly adopted the 1927 Personal Tax of P H Lansing Jr. amounting to
$4.35 was ordered cancelled, it appearing that this assessment had been made twice.
Monthly report of City Manager G H Cairns submitted and accepted.
Current invoices and payrolls as vouchered by the Agcounting Department were sub-
mitted, examined, approved, and the Clerk instructed to draw checks in payment thereof.
Bank statements for the month of April 1928 in all accounts were submitted, examined
and ordered filed.
Regular Financial Statement and statement of revenues and expenditures for the month
of April 1928 as prepared by the Accounting Department, submitted and approved.
There being no further business, the meeting adjourned.
