The City Commission of the City of Sanford, Florida met in adjourned session at
the City Hall in the City of Sanford, Florida at ?:30 O'clock P.M. Seotember 29,1941.
Present: Commissioner W.C.Hill, Mayor.

Meeting called to order by the Chairman.
Application next received from E.A.Mickens for oermit to sell beer and wines at
510 Cypress Avenue, and on recommendation of Chief of Police Williams, same was approved.
Consideration next given to the matter of employing an extra man in the Fire
Department during the fall and winter months.
Thereupon after considerable discussion, and on recommendation of Fire Ch'icl Cleveland,
Commissioner Gut moved that R.L. Bowman be employed as an extra fireman for six months,
beginning October 1,,1941, at a salary of $82.50 oar month.
Seconded by Commissioner Lodge and carried.
Consideration next given to the amount of fee to be oaid City Attorney Wilson
for legal services rendered in connection with nr~sentlng to the Courts the City's oetition
in Bankruptcy filed in the United States District Court on January 28,1939, to comolete
the refunding of the City(s bonded indebtedness under the orovisions of the Bankruptcy Act,
as amended, also, for handling the refunding of ~lan~% of bonded indebtedness under the
modified plan of composition authorized by Resolution No. 593 under date of February 28,1941,
the City having paid him $500.00 on account of such legal services.
Thereupon, after considerable discussion, the sum of $3,250.00 was agreed upon, beth
by the Commission and Attorney Wilson, as being a fair and reasonable fee for balance due him
for the foregoing legal services.
Thereupon, Commissioner Higgins moved that the Clerk be authorized to pay City Attorney
Wilson the sum of $3,250.00 out of the debt service funds derived from collections of
delinquent taxes for 1936 and orior years, for balance due him for the aforessid legal
services.
Seconded by Commissioner Gut and carried.
Commissioner Higgins next introduced Ordinance No.316, entitled:

OF MONEYS AS PROVIDED IN SAID ACT FOR SAID POLICE OFFICERS INBUPJtNCE AND ANNUITY
FUND.
and same was read in full by the Clerk.
Thereupon Commissioner Hi~egins moved that the rules be waived and said Ordinance
No.316 be olaced on its final passage and adoption.

On motion of Commissioner Gut, seconded by Commissioner Lodge and carried,
the Commission next authorized the .,eIe~e~ of $10,0OO.00 U.S. 2% Treasury Bond
and $1,O00.o0 of the City of Sanford Water Plant Revenue Certificates t o the
Florida State Bank of Sanford, said security having been deposited in the Florida
National Bank of Jacksonville to the credit of the City to protect funds on deposit
in the Florida State Bank, whereas, the deposits have been reduced a like amount.
The Clerk next reported that at the meeting of June 29,193~, the Commission
agreed to trade Mrs. W.M.Collin s a tax credit sufficient to cay the City taxes for
years 1927 thru 1937 and street caving assessments against Block 25 Metlonville,
which amounted to $395.56 under the adjusted basis, for a deed of conveyance to the
City of Block 30, Mellonville, stattng that nine of the heirs of William Collins,
deceased, had to sign the deed to this property, and in view of the difficulty in
locating all of said heirs, the deed had Just recently been executed and delivered to
the City.
Thereupon Commissioner Gut moved that the Clerk be authorized to consummate the afor
said trade with Mrs. W.M. Collins which wes authorized by the Commission under date of
June 29,1935.

delinquent taxes and special assessments against 74 lots in Marvania 2nd section, of
whiCh it would .r~uire the sum of $2,170.O4 to nay these liens under the adjusted basis.
Offer rejected.
On motion of Commissioner Gut, seconded by Commissioner Lodge and carried the
Clerk was next authorized and instructed to tranfer $1,O00.00 from the Division of
to Insurance
Insurance/Account in the Sanford Atlantic National Bank, this amount to supplement funds
already on deposit in this account and carried as a reserve to pay claims for which the
City may be liable as a Self Insurer under the Workmen's Compensation Act.
Commissioner Gut next moved that the Clerk be paid an additional salary of
$125.O0 for the fiscal year ending September 30,1941, as a recognition for the
extra services rendered by him in connection with the unusual amount of business
transacted by the City during the fiscal year.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SANFORD, FLORIDA, APPROPRIATING
ANY UNEXPENDED CASH sURPLUS ON HAND AT THE END OF THE FISCAL YEAR 1940-1941, TO TNE
DEPARTMENT OF THE GENERAL GOVEP~MENT OF SAID CITY, FOR THE FISCAL YEAR 1941-1942,
FOR USE FOR THE ORDINARY PUP~OBES AND OPERATING EXPENSEB OF SAID CITY.
WHEREAS, the City Commission of the City of Sanford, Florida, deems it necessary,
expedient and for the best interest of said City that any unexoended cash surplus as of
September 30,1941, of the operating revenues of said City for the fiscal year 19~O-1941
be appropriated for the ordinary puro~s and operating expenses of said City in the
Budget for the fiscal year 1941- 1942.
NOW , THEREFORE, BE IT F~SOLVED by the City Commission of the City of Sanford,
Florida, that any unexpended cash surplus as of September 30,19~1, of the operating
revenues of said City for the fiscal year 19~0-1941 be and the same is hereby
appropriated to the Department of General Government of said City for the ordinary
purposes and operating expenses of said City for the fiscal year 1941-1942, and
said cash surplus shall be incorporated in the budget of revenues and expenditures
of said City for said fiscal year 1941-1942 for the ordinary purposes and operating
expenses of said City.
BE IT FURTHER RESOLVED that this Resolution shall become effective immediately
upon its passage and adoption.

WHEREAS, each and every item contained and set forth in said Dudget prepared
by the City Clerk has been carefully considered by this Commis~on.
THerEFORE, BE IT RESOLVED, that said Budget as prepared and presented by the
City Clerk to the City Commission be and the same is hereby adopted as the budget of the
City of Sanford, Florida, for the fiscal year beginning the first day of October,
1941, and ending the 3Otn day of September , 1942.
BE IT Fu~RTHER RESOLVED, that upon the collection of any revenues of said City
the City Clerk shall allocate from each dollar collected and received the Several
amounts to the respective funds or purposes for which the same are ~ereby authorized
and appropriated.

AN ORDINANCE DETER}gIN]lNG THE AMOUNT AND FIXING THE RATE OF TAXATION AND MAKING
THE ANNUAL TAX LEVY OF THE CITY OF BANFORD, FLORIDA, FOR THE YEAR 1941.
On motion duly adopted Ordinance No. 318 was then ordered POSTED at the front
of the City Hail in the City of Banford, Florida, in accordance with the terms
of the Charter, as amended.
On motion of Commissioner Gut, seconded by Commissioner Rollins and carried,
the Commission next authorized payment to the Barnett National Bank of Jacksonville,
the fourth annual premium in amount of ~422.82 due OctoOer 1,1941, on the five year
insurance premium contract covering fire znsur~ce on City property as provided in
the ~cheaule Policy.
On motion duly carried the Commission next ordered all other insurance policies
renewed with the same companies now carrying such insurance.
Commissioner Gu% next moved that an expenditure in amount no% %o exceed $20.00
