Ninutes of regular meeting of September 8th, adjourned meetings of September 9th, and 10th, special meeting of September 17th., adjourned meeting of September 18th, regular meeting of September 22nd, and adjourned meeting of September 29th, 1941, next read and approved. Current invoices and payrolls for the month of September , 1941, properly audited, and vouchered as evidenced by voucher Nos 3830 thru 3935, submitted, examined, approved and paymmnt authorized. Monthly reports of the Streets, Sanitation, Health , Nater, Police, Fire,Library, Golf and Recreation Departments for the month of September, 19~l, suomltted and examined. Financial statement and statement of revenues and expenditures during the month of September, 1941, submitted and examined. Bank statements in all accounts for the month of September, 1941, properly reconclle~ submitted and examined. The following applications were next received for permit to sell beer and wines, and on recommendation of Chief of Police Williams, same were approved: Tony Singleton at 1211 W. 13%h St. ,Addie Williams at 300 Sanford Avenue; O.J. Lally at corner of South French Ave. and State Road No. 3; and Clever Johnson at Southeast corner of Olive Avenue and Thirteenth St. On motion of Commissioner Gut, seconded by Commissioner Rollins and carried, the Clerk was next instructed to authorize the Florida Power & Light Company to install one 80 CP all night burning overhead bracket light at the intersection of Elm and Commercial Street. Bill of Florida League of ~unlcipalltiee in amount of $70.00 covering annual league dues for fiscal year ending June 30,19~2, next presented, and on motion of Commissioner Higgine, seconded by Commissioner ~ut and ~rried, same was approved and payment authorized. Commissioner Higglns next introduced Resolution No. 623 and after being read in full by the Clerk moved its passage and adoption. Seconded by Commissioner Gut and ~arried by the following vote of the Commission: Commissioner Hill Aye , Gut Aye , Higgine Aye , Lodge Aye ,, Rollins Aye said resolution No. 623 being in words and figures as follows: MINUTES RESOLUTION NO. 623 A RESOLUTION CONDEMNING AND REQUIRING THE DENOLITION OF THAT CERTAIN BUILDING UPON LOT 9 of BLOCK 12 of ~E~ C, of E R TRAFFORD'S ~p OF THE CITY OF SANPORD, FLORIDA. WHEREAS, the building inspect~, of the City of ~anford has reported to the City Commission that that certain building located upon Lot 9 of Block 12 'of Tier C of E R.Trafford's Map of the City of Sanford, Florida, is a dilapidated, unsanitary and unsafe building or structure and should be condemned and demolished: NOW THEREFORE, BE IT RESOLVED BY THE CITY COM~IISSION OF THE CITY OP SANFORD, FLORIDA: T~at that certain building located upon lot 9 of Block 12 of Tier C of E.R. Trafford's Map of the City of Sanford, Florida, is a dilapidated, unsanitary and unsafe building or structure and the same is hereby condemned. BE IT FURTHER RESOLVED t~a% a copy of this Resolution be delivered to each and every party interested in the aforesaid building and that upon %heir failure to show cause at the regular meeting of the City Commission of the City of Sanford, Florida, at 7:30 P.M. on October 27th, 1941, at the City Hall in said City why said building should not be condemned, demolished and removed, the same shall be condemned, demolished and removed. The Clerk next reported that the Trustees of the old church building and parsonage located on Lot 10 Block 9 Tier A, had failed to make the necessary repairs to place the buildings in a safe condition in accordance with instructions issued by the Commission at the meeting of August 11, 1941. Thereupon the City Attorney was instructed to prepare a resolution condemning the aforesaid buildings, for passage at the next meeting. On motion of Commissioner Higglns, seconded by Commis~ioner Gut and carried, the Commission next authorized the payment of $25.00 to S.J.Nix, as Special Master's Fee in connection with the foregoing foreclosure proceedings. Application next received from J.A. Calhoun to purchase the following described property which was acquired by the City thru foreclosure of tax liens: Beg 50 ft. E. of the northwest corner of Block 3 Tier 12, run E. 50 ft. S. 117 ft. W. 50 ft N. llf ft. to Point of Beg. Thereupon, on motion duly carried, the Commission amthorized the sale of the aforesaid property to J.A. Calhoun at a price of $373.16, which represents the amount of the City's claim against said property under the adjusted basis, plus foreclosure cost. Application next received from ~rs Maude ~iller for the City to remove an oak tree from the parkway in front of her home at 419 Magnolia Ave, and on recommendation of Supt. Moughton, same was approved provided she pay for the service. The following recommedatlons next received from the Advisory Committee of the Municipal Golf Course, as a result of its meeting held September 29,1941. 1 . Effective October 1,1941, green fees be increased to $1.O0 and remain in effect during the winter an~ spring season. 2. Memberships for unmarried women for the season $10.O0, indivldual m~mb~=~t~. Purchase a new McCormick rough mower for the fairways Thereupon after considerable discussion, Commissioner Gut moved that the foregoing recommendations ae to Nos. 1 and 2 be approved and authorized. Seconded by Commissioner Lodge and carried. On motion of Commissioner Rollins, seconded by Commissioner Higgins and carried, the Commission next authorized the purchase for the Municipal Golf Course of one re-built Toro Hand Putting Green Mower at a cost of $40.00 and one second-hand three- unit Pennyslvanla Fairway ~ower at a cost of $50.00 from Zaun Equipment Company, Jacksonville, Fla. Application next received from A~nie Johnson for homestead exemption for year 1941 on the S. 22 ft of Lot 7 all, lots 8,9 and l0 , Block l0 Tier H; application for such exemption at the proper time having Oeen neglected thru oversight. Application approved. On recommendation of Municipal Judge Miller, the Commission next authorized the sentence of Ella Bell Hawkins reduced from $15.00 and cost to $5.00 and cost, Case No.28589, conviced in the Municipal Court under date of October 6, 1941, for disorderly conduct and sentenced $15.0© and cost or 45 days. This recommendation having been made because of physical condition of the defendant. The Clerk next reported that Chase & Company had advised that they will not renew the lease on the City's farm property for the year ending June 30,1942, said property being described as Io ts 2,4 and 8 of Block X, St. Gertrude Addition. Thereupon the Clerk was instructed to endeavor to rent this property to someone else at the same rental of $150.00 per year. Request next received from J.D.Abrahams, Water Plant Engineer, that the services of C.P.Henderson as assistant engineer be dispensed with immediately, stating t~t his mechanical ability has not improved sufficiently during his several years experience in that capacity to operate the machinery efficiently. Also, recommended that Tom Lodge be employed as assistant engineer to replace Mr. Henderson. Thereupon, after careful consideration, and on motion duly carried, N~.. Abrahams w#s instructed to dispense with the services of C.P.Henderson as assistant engineer, effective October 15,1941, and the Clerk was authorized to pa~ Mr. Henderson two weeks ealary in lieu of advance notice. On motion of Commissioner Higgins, seconded by Commissioner Gut and carried, the Commission nest authorized the employment of Tom Lodge as assistant water plant engineer at a salary of $100.00 per month. Chief of Police Williams next reported that patrolman Watson B.Wallace had tendered his resignation, effective October 15,1941, and same was accepted. The Mayor next informed the Board that several of the colored City Emoloyees who are ~aid on aoer diem basis had mede a request to him for an increase in their wages. Thereuoon after a careful Study of the weekly oayro!l, and on motion duly adopted the Commission authorized Suot. Houghton to increase the wages of the colored employees worWing under his SUoervis~on in accordance with his recommendations to the Commission, such increases not to exceed ten cents ~er d~ for each emoloyee. ~onsiderstlon next given to the condition of the Sidewalks on the west side of Park AVenue between Second Street and Fourth Streets, and on the East side of Oak Avenue between First Street and Fourth Streets. Thereuponin view of the fact that the responsibility of maintaining sidewalks rests u~on the abutting ~roperty owners, the Clerk was instructed to make a survey of the aforesaid sidewalks, and where such repairs are needed, to notify the abutting orooerty owners to have them reoaired. nequest next received from the Colored Wor!~ War Veterans Legion Post that the ~ity ~onate to them for the ouroose of oroviding Christmas gifts for under orivileged children of Sanford, the $40.00 that will be collected from Sllas Green's Minstrel for a license to show in Banford in December~ 1941. Thereuoon after careful considerat~on, and in view of the fact that all antlcioa- ted revenues for the fiscal year 1941-1942 h~.ve been aoorooriated in the budget for Soecifted ourpo~es, it was the ooinign of th~ Board that this request could not be granted. kequest next received from Mrs. Helen R. Pearson that the City construct a bulkhead and fill on the west side of that bart of Pumo Branch that abuts her prooerty located between Third Street and Fourth Streets, c~alming that this branch is causing her orooerty to cave in along said bank. ~hereuoon Suot. Park Ave., that the noise caused by the balls striking the pens in rear of the Sanford Bowllng Center located at 202 Magnolia Ave. is disturbing his guests to such an extent that a number o~ them are leavin~ and requested that the City take such steps as necessary to force the owner of the Sanford Bowling Center to sound-proof the rear end of said building. Action deferred. On motion duly adopted, the Commission next authorized the ~ment of miscellaneous expenses in amount of $37.01 incurred by Mayor Hill in connection with conferenceSwith officials of the Civil Aeronautics Administration with respect to the develooment of Sanford~e Municioal Airport. The Clerk next reported that under date of May 26, 19~1, the City purchased an Athens ~$" Disc Plow from M.C.Britt Produce ComosnY, Winter Garden, at a orice of $1~O.OO under agreement that when the O~ty finished plowing the airoort property the olow would be traded back to M.C.Britt Produce Company and a credit ~ $90.00 allowed for it on the ourchase of mower for the Ford Tractor,.advising that the olow had been released from the airport oroJeCt and the City had no further use for it. Thereuoon, on motion duly carried, the Clerk was authorized to place an order with M.C.Britt Produce Company for the purchase of the mower at a cost of $215.00 less trade in allowance of $90.00 on the Athens Disc Plow. The Committee aopointed to investigate the claim of T.S.Davis at 1113 ~.
