November 10,1941, but due to lack of a quorum immediately adjourned until 7:30 o'clock P.N. November,12 1941. Current invoices and payrolls for the month of October, 1941, properly audited, and vouchered as evidenced by voucher Nos. 3936 thru 4038, submitted, exam- ined ,a:proved and oayment authorized. Month%y-reports of the Streets, Sanitation, Health, Water, Police, Fire, Library and Golf Deoartments for the month of October , 1941 submitted and examined. Financial statement and statement of revenues and expenditures during the month of October , 1941, submitted and examined. Sank statements in all accounts for the month of October, 1941, prooerly reconciled, submitted and examined. Commissioner Higgins next introduced Resolution No. 625 and after being read in full by the Clerk, moved its passage and adootlon. Seconded by Commissioner Gut and carried by the following vote of the Commission: Commissioner Hill Aye " Gut Aye Htgglns Aye " Rollins Aye said Resolution No. 625 being in words and figures as follows: RESOLUTION REQUESTING THE STATE ROAD DEPARTMENT TO DESIGNATE AS A PART 0Y STATE ROAD NO. 3 THROUGH THE CITY OF SANFORD BEGINNING ON THE NORTH AT THE INTER- SECTION OF THE CITY LIMITS WITH STATE ROAD NO. 3 KNOWN AS LAKE SHORE BOULEVARD AND EXTENDING INTO SANFORD AND SOUTH ON THE STREET DESIGNATED AS PARK AVENUE AND ALSO DESIGNATED AS STATE ROAD NO. 3 TO THE SOUTM CITY LIMITS OF THE CITY OF SANFORD AND TO IMMEDIATELY TAKE OVER AND MAINTAIN, REPAIR , SAID ROAD '~ERE NEEDED. WIDEN AND RECONSTRUCT WHEREAS, under the authority of Chanter 20218 Laws of Florida, 1941, authorized the State Road Deoartment not later than October 1, 1941, to deslgnate such streets through said cities and towns as are connecting links of the state highways, and MINUTES November 12 ?:30 P M_19 .41 WHEREAS, a oortlon of said highway beginning at the lntereectlon of Thirteenth Street and Park Avenue South to the Railroad Crossings, a distance of ao~roximately four city blocks, is now in a dangerous and almost lmoassable condition and demands some immediate reQalrs, and ~EHEAS, said Park Avenue from the intersection of Tenth Street South to the City Limits constitutes a bottle-neck in said highway and renders the use of said high- way dangerous to the traVelihg o~blic/because of the narrowness thereof: NOW, THEREFORE, BE IT RESOLVED by the City Commission of the Uity of Sanford, Florida, that the State Road Deoartment be, and it is hereby requested to immediately designate the within designated roads as a oart of State Road No. 3 as the ~ame Daasee through Sanford as orovlded by the law of the State of Florida hereinbefore referred to: and BE IT FURTHER RESOLVED that because of the condition of that oortion of said road between Thirteenth Street and the Railroad Croesing that the same be immediately renaired so as to make it passable and ~afe: and BE I~ FURTHER RESOLVED that the State Road Deoartment be, and it is hereby requested to widen said Park Avenue from Tenth Street South to the point of said maintenance of said State Road No 3 as now existing to sUCh extent as may be necesaary to orooerly accomodate %he travel thereon and that such widening and re~airing of said oortion of said highway be lm~edlately undertaken. Application next received from Henry Caldwell to purchase Lot lO, Block 12, Tier ll, at a Orice of $416.76' which repreeente the amount of the City's liens againet this property under the adjusted basis plus the foreclosure .'cost , offer- ing to cay $200.00 cash and balance In monthly ~nstallments of $50.00 each, Henry Caldwell having owned this property before the City acquired it thru foreclosure of taxes and special a~seesment liens. Thereupon, on motion duly adopted the Commission authorized the sale of the aforesaid property to Henry Caldwell at a price of $416.76, payable $200.00 cash and balance of $50.00 monthly with interest at 8% on the unpaid balance, subject to City taxes for year 1941 and any unpaid State and County taxes. On motion of Commissioner Gut, seconded by Commlseloner Hlggins and carried, the Commission next authorized the sale to Foster Smith of an old dilapidated building located on the S.W 1/4 of Block 4 Tier 21 at a price of $30.00, and an old dllanidated building located on Lot 2 Block 3 Tier ? at a price of $50.00, having been acquired by the City thru foreclosure of taxes and liens. this property special assessment Application next received from S.O.Shlnholser to rent the City's warehouse located on Lot 8 and W 1/2 of Lot 9 Block 2 Tier ll for a period of six months beginning December l, 1941, et a rental of $25.00 per month, Mr. Shinholser lng to make such repairs that are necessary to said warehouse. On motion of Commissioner Gut, the Commission next ordered that the seconded by Co.nmlssioner Hig{::lns and carried, old dilaoidated building located on Lot 9 Teleohone Comoany new aviation field Block 12 Tier C, be demolished and removed, this building having been condemned by Resolution No. 623, oassed and sdooted by the City Commission at the meeting of Octdmr 13, 19~1. Engineer Fred T.Wllllams next informed the Commission that the Dole lines owned by the Florida Rower & Light Comosny and the Southern Bell and located along the right-of-way of Onora Road adjacent to the will have to be removed as they are an obstruction to the field. Thereupon the Clerk was instructed to address a letter to the said comoanies requesting that the aforesaid cole lines be removed from the right-of-wey of Onora Road from Metlonvllle Avenue east along the bounday llne of the aviation field. On motion duly adooted, the Commission next smoroved the acceot~nce from the Sanford Atlantic National Bank of Federal Reserve Bank of Atlanta Safe-Keeoing RecelDt No. 5Y55 covering $100,OOO.OO 2~ U.S.Treasury Bond No. 983, dated March 1~,19~1, oayable March 15, 1951, in exchange for Federal Reserve Bank of Atlanta Safe-KeeoIng Recelots Nos ~95~ and 5265 covering $1OO,OO0.OO 2~-% HOme Owners' Losn Cor~or~tion bonds, these securities being deoosited to ~rotect City of Ssnford deoosits in said bank. Herring for widow's exemption for year 1941 on the following described nrooerty, claiming that such apolicetion at the proper time hevlng been neglected thru an oversight. Beg. 56 ft E. and 559 Ft. N. of S.E.Cor of Blk 1N Tierg, run E. 19~ ft. N. to LaWe Monroe, Wly along shore of said lake to Pt. N. of Beg. ~. to Beg., includin~ riparian right~ ( Less a 90 ft. strip on the Nly side for R/W for State Road No. 3) Application approved. The Clerk next'reported that for the yeers 1938 thru 1941 the N. 21 ft of Lot 2 Block 3 Tier l, had been assessed as.improved property, wherees this property is vacant and should.have been assessed as unimproved. Thereupon ~n order to correct this error in essessment, CommZesioner Gut moved that the taxes against the N 21 ft of Lot 2 Block 3 Tier i be adjusted to $19.20 for 1938 and to $y.80 for years 1939, 1940 and 1941. Seconded by Commissioner Rollins end carried. City Attorney Wilson next presented Master's Deed to Lots l? and 19 Block A, Celery Avenue Addition end Lot 2 Block D, Markham Perk Heights, that were bid in by the City at a cost of $5~.63 at the foreclosure sale of State and County rex certifi- cates ageinst this property on November 3, 1941, the City having been made a party to the foreclosure suit, and was forced to bid in this property in order to protect its liens against same. Application next received from E.M.Armitage to purchase Lot 9 Block l, Dreamwold Second Section, this property having been acquired by the City thru foreclosure of taxes and street paving liens. Thereupon after careful consideration, the Commission authorized the sale of this property at a price of $75.00 subject to any unpaid State and County taxes. On motion of Commissioner Gut, seconded by Commissioner Higglns and carried, the Commission next euthorized the payment of two weeks salary to Allan ~ Moseley, office clerk in the water department, in lieu of a vacation during the fiscal year ending September 30, 1941. nequest next received from the Sallie Marrison Cha~ter, Daughters of the American Revolution, for a contribution towards the cost of a plaque to be placed at the old cemetery on Mellonville Avenue on Sanford Founder's D~y, February 8, 1942, and on motion duly carried, $15.00 was authorized for this purpose. Conelderatlon next given to the matter of selling the properties acquired by the City thru foreclosure of taxes and specie! essessment liens under date of October 6, 1941.
