Current invoices and payrolls for the month of November, 19~1, properly audited and vouchered as evidenced by voucher Nos. ~03~ thru 413~ submitted, examine~ , approved and payment authorize~. Monthly reports of the .%feets, Sanitation Health, Water, Police, Fire, I~tbrary and Golf Departments for the month of November 1~1, submitted and examlne~. Financial statement and statement of revenues and expenditures durin~ the month of November 1941, submitted and examined. B~k statements in all accounts for the month of November submitted and examine~. Attorney E.J.Nelson Jr. next submitted application for A.B.Baker for a liquor package store at 106 W. F~at Street. properly reconc~l ed, permit to operate Thereupon after considerable discussion, Commissioner Hlg~lns moved that the City refuse to ~rant Mr. Baker a license to operate a package liquor store at 106 West First Street on account of the provisions of Ordinance No. 312 passed and adopted by the C~ty Con~nission on ~ 12, 19~1, which prohibits the granting of such permits and licenses in excess of one to each eighteen hundred persons in the City of Sanford, and to any vendor whose place of business woul~ be locate~ within five hundred feet of an already established place of business of any other vendor of such beverages. Seconded by Commissioner Rollins and carrie~. Applioation~next received from W.C.WIleon to purchase Lot 13~ Prank_lin Terrace at a price of $13~.8~, which represents the City's liens a~ainst this property, plus foreclosure cost, Mr. Wilson ~aving owne~ this property before the City acquire~ it thru foreclosure of tax liens. Thereupon , on motion duly oarrle~, the Commission authorize~ the sale of the aforesaid property to W.C.Wllson at a price of $136.8~, subject to City taxes for year 1~1 and any unpaid State and County taxes. On motion d~ly carrie~, the Commission next authorlze~ the sale to Foster Smith of two small tenant houses located on the N. 100 ft. of the E. 1/20~ Block ~ Tier 20, at a price of $100.00 each, said houses to be demolished and remove~. This property having been acquire~ by the City thru foreclosure of taxes and special assessment liens. Consideration next given to the matter of conetructin~ a fishln~ pier in Lake Monroe at the foot of Chapman Ave. in front of Fort Mellon Park for the convenience of tourists. Thereupon after considerable discussion, Engineer Fred T.Willlams was authorized to prepare specifications and cost estimate for constructing a wooden pier approximately .96 MINUTES CITy. CoMMISSION, .S_~.~ORD, _F'_~ORIDA, December 8 at 7:30 P M 19 41 left in the present WPA airport project to finance the cost of grading the proposed east and west runway on the north side of the airport, stating that if this project should be extended to cover const~ction of this runway, the City will need to acquire a part of the properties owned by C.A.Smlth, Joe Gamble and Loys Dasinger to complete the right-cf-way for same. Thereupon, on motion duly carried, Nr H N Watson was authorized to negotiate with Nessre Smith,Gamble and Daslnger for the purchase of this prooerty for the City. Consideration next given to thematter of purchasing some mechanized equipment for repairing and maintaining the dirt streets, in view of the fact that most of them have gotten in such bad condition that they cannot be repaired by hand labor. Thereupon after considerable discussion, the Clerk was authorized to obtain bids for furnishin~ one Ford Tractor, one two wheel Stockland Hyro Grader with 8' blade, and one single Bush & BQg (Blount) 24" Disc Harrow. On motion of Commissioner Gut, seconded by Commissioner Rollins and carried, the ~ommission next approved the acceptance from the Sanford Atlantic National Bank, of Federal Reserve Bank, of Atlanta Safe-K~:~eping Receipt Nc. 55?2 covering $25,000.00 3~ Home Owners' Loan Corporation bonds, this security betn~ deposited to protect City of Sanford funds on deposit in said bank. Bill of Hill Lumber & Supply Yard Inc. in amount of $132.30 covering 56-3/4 gallons outside green paint for the club house and grandstands at the Nunicipal Athletic Field, next presented, and on motion of Commissioner Higgins, seconded by Commissioner Rollins and carried, same was approved, and payment authorized. On motion duly adopted the Commission next authorized the sale of approximately 1500 second h~d concrete building blocks at a price of 05~ each to the Lions Club for the construction of their trailer camp. Application next received from Glover Johnson for permit to operate a dance hall at 1301 W. 13th St. , and on recommendation of Chief of Police Williams same was approved provided he installs a telephone in the place of business. Communication next read from J.B.B.Stryker requesting an adjustment of the assessed valuation in amount of $1920.00 for year 1941 against Lot i Baumel's Plat , claiming that the assessment is too high. Thereupon, after careful comparison of the assessed valuation of this property with similar properties similarly located, Commissioner Gut moved that the assessed valuation be adjusted to $18~0.00 for the year 19~l/. Seconded by Commissioner Rollins and carried. Further consideration next given to the matter of fencing the ~unicipal Water pumping station for the protection of public health and safety during the National emergency caused by war condltiona. Thereupon the Clerk was instructed to obtain bids / for furnishing a galvanized chain link fence No. 9 gauge wire , 2" mesh, with 3 strands of barbed wire at top, overall height of 8 feet, including two gates and the necessary posts and fittings for fencing the water plant. On motion duly carried the Clerk and City Attorney were next directed to attend the Convention of the Florida League of Municipalities to be held in Tampa on December ll and 12, the expenses in connection therewith to be borne by the City. The following applications for adjustment of taxes and/or special assessments were next received, and on motion duly carried, same were approved. MINUTES ( book CITY COMMISSION,.
