Minutes of regular meeting of November 24, and smeclal meeting of December 3,1941 next read ~nd a~mroved. Mr. Joel S.F~eld , Commander of the local American Legion Poet, next ~mmeared on behalf of the local color~dT "~orld War Veterans Post end outlined the work they are femllies of Ssnford, an~] requested the City to donate sum~ly ~hrlstmas gifts for the undermr~vi!eged colored children doing toward haloing indigent $25.00 to them towsrd halving of Ssnford. Thereupon after careful considerstlon, Comra~.ssioner Hi~glns moved that the City donate $20. 0 to the colored World War Veterans toward su~lylng Christmas gifts for under- ~r~vlleged colored children. Seconded by Commissioner Rollins and csrried. Request next received from the Salvation Army for a donation toward their Emvty Stocking Christmas Fund, but in view ~ the fact that the City is contributing funds to them each month for charitable ~ur~oses thru the annual budget so~ro~rlstlon, it was felt tbm t this request could not be ~ranted. Mr. J.B.Little, State Director of the Public Work Reserve, next a~Deared before the Commiss~on and gave a brief summery of the murnose of this A~ency, stating that its aims and objectives are ab follows: 1. To eencourage and assist In listing the needs of each State and Munici~al government in the fields of nubllc service and cs~ltal ~m~rovement. 2. To ~romote the ~ollcy of long-range ~la~nlng of useful 9ubllc services and of needed cegitel Improvements on Stste, County and local levels, so that ~rogrems of worthwhile work will be available when needed. 3. To sld and encourage the go~ernmentel bodies in wisely ~rogrsmming for a period of years their services end lmgrovements, on a ~riority basis of relative need end exgediency. 4. To encourage and ~osslb!y assist in ex~editin~ the advance ~re~aration of designs, ~lans and s~eclficatlons of such ~ubltc Improvements in order that they may be ready for accomplishment at the o~ortune time. 5. By so doing to establish on a nat~ona! sco~e a known reserve of useful ~ubllc work which can be used to stabilize employment during ~er~ods of exonomic stress such as may be e×~ected at the close ~ the qresent defense activity. AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, RELATING TO THE NATIONAL DEFENSE; AUTHORIZING THE MAYOR TO PROCLAIM RULES AND REGULATIONS PERTAINING TO AIR RAID AND BI~CKOUT PLANS, TRIAL BLACKOUTS AND EMERGENCY PLANS INVOLVING THE PUBLIC PEACE, HEALTH AND SAFETY; DEFINING OFFENSES AND PRESCRIBING PENALTIES FOR THE VIOLATION HEPEOF. and same was olsced on its first reading and read in full by the Clerk. On motion duly carried, City Attorney Wilson was nezt instructed to institute foreclosure oroceedlngs agalnst all the lots in the subdivlslons located in the area east of Me!lonville Avenue and north ,of Fourth Street that are tax delinquent for over two years. Seminole County, and have received assurance of a school, Drovided a sufficient number of students can be obtained. The Mayor also reoortsd of exoenses incurred by him in am~nnt of $18.oO in connection with the efforts to secure tnls Trade School. Thereuoon on motion duly carried, the Clerk wes authorized, to reimburse Mayor Hill for the aforesaid exoense incurred by him on City business in amount of $1~.oo. On motion duly carried, Chief of Police Wi!llama was next authorized to emoloy an extra oatrolman during the ~hris~mas holiasys. Request next received from Charlotte Huff~ colored, for some fln~ncial a~sistance toward defraying the burial e~oenses of her brother Judge Lightfoot, emoloyed by the City for seweral years before he became disabled from old who was age. Thereuoon after c~reful considerstlon, and ~n view of the fact that Judge Li~htfoot was in the emoloy of the City for almost forty years, the Commission authorized and exoendlture of $10.OO toward defraying the co~t of his burial.
