February 9, 1952. Present: Commissioner W~C.Hill, Mayor. , H.James Gut the Edward Higgins M.J.Lodge. City Attorney Fred R.Wilson City Clerk H N Bayer. Chief of Police R.G.Williams Absent: Commissioner Geo. D.B1shop. Meeting called to order by the Chairmen. Minutes of soeclal meeting of January and regular meeting of January 26, 19~2 next read and a~proved. Current invoices and payrolls for the month of January 1942, nroperly audited and vouchered as evidenced by voucher Nos 4251 thru 435~, submitted, examined, approved and payment authorized. Monthly reports of Streets, Sanitation, Health, Water, Police, Fire, Library, and Golf Departments for the month of January 19~2, submitted and examined. Financial statement and statement of revenues and expenditures during the month of January 1942, submitted and ex.mined. Bank statements in all accounts for the month of January 19~2, properly reconciled submitted, and examined. On motion of Commissioner Gut, seconded by Commissioner Lodge and carried, the Commission next authorized the purchase from Wolking, Higglns & ~omoany, Orlando, of Seven Refunding Series "A" bonds at a price of $390.00 per bond and interest. Request next received from Inspector Duncan that Seminole County Health Unit's sanitary officer be authorized to assist him in the inspection of all food handling establishments in the City. Thereupon after careful consideration, Commissioner Gut moved that the Clerk and directed to address a request to the Director of the Seminole County Health Unit sanitary officer to assist inspector Duncan in the inspection of all food-handling establishments in the City. Seconded by Commissioner Lodge and carried. Application next received from R.R.Luther for permit to transfer his shooting gallery from West First Street, to the Northwest corner of Sanford Ave. and Third Bt., and on recommendation of Chief of Police Williams, same was approved. Petition next received from residents in the vicinity of First Street and that a street light be installed at this intersection. The ~lerk then re~orted that the street light at intersection of F~rst Street and Tamarind Ave., and also at Commercial St. and Holly Ave. could be transferred to some other locations, advising that there are no imoroved properties near these intersections. Thereupon on motion duly carried, the Clerk was instructed to request the F!nrida Power & Light Company to ~ransfer the street light from intersection of First Btreet and Tamarind Ave. to the intersection of First Street and Pomegranite Ave. and transfer the street light at the intersection of Commercial Bt. and Holly Ave, to the intersection be authorize for the~ Pomegranite Ay MINUTES CiTY COMMISSION, SANFORD, FLORIDA,~ Consideration neet given to the matter of POSTING or ADVERTISING the 1941 delinquent Real Estate Tax List. Thereupon, on motion duly adopted, the 1941 delinquent Real Estate Tax list was ordered POSTED in accordance with the terms of the Charter, as amended. Communication next read from O.P.Swope with further reference to the delinquent taxes for years 1926 thru 1932 against the following described property, claiming that the City Commission should make an adjustment of the assessed valuation because the pro~erty did not receive any municipal benefits while it was inside the corporate limits of Sanford. Thereupon after careful consideration Commissioner Higgins moved that the assessed valuation in amount of $8,?75.00 for the year 1932 against the aforesaid property be adjusted to $6,600.00. Seconded by Commissioner Lodge and carried. Request next received from Polar Water ~om~any, Orlando, retail distributor of liquefied petroleum gas, to transfer their 1941-1942 occupational license to Green,s ~uel Gas Service, claiming that the two comnanies are consolidating their business. Thereupon after 1careful consideration and in view of the fact that Green's Fuel Gas Service has o~erated a separate business during four months of the fiscal year, it was the op!~nion of the Commission that this request could not be granted. Request next received from L.R. ~nd Roy Reel to transfer to them to operate a gas oline service station at corner of Park Ave. and Second St. , the 1941-1942 retail gasoline end oil l$cense issued to Reel & Sons at 301 W.First St., whose place of business is now closed. Request rejected because the business of Reel & Sons is now in receivership. The Clerk next re~orted that %asr fall when the City had to reolace connecting rod bearings and O~ston ,rings in the diesel engines at the Water Plant, Fs~.rbanks Morse & Company was requested to send their service man to check over the engines to determine the cause of the trouble, and that he found the engines are over-heating from lack of ~he proper exhaust equipment, which should have been installed by Fairbanks , Morse & Company at the time the engines were installe~, stating that he had written the comoany several times with resoect to installing the prooer exhaust equipment, and also to making ad.lust- merit on the cost of repairs to the engines that was caused from this trouble, but had not received a satisfactory reply as to what they are going to do about it. Action deferred. The Clerk next reported that J.T.Hardy, water service man and Fire Chief Cleveland had completed their survey of the water mains and valves in the water utility distribution system, and have recommended the ?nstallation of five additional six inch valves and three additional four inch valves in the system, also to tie in the old four inch main with the new ten inch main at Laurel Avenue and Ninth Street. Thereupon the Clerk was instructed to obtain bids for furnishing the aforesaid valves and necessary fittings to tie in the two water mains, and also for furnishing the necessary tools for making the installations.
