CiTY COMMISSION, SANFORD,
The City Commission of the City of Sanford, Florida, met in regular session at the
City Hall in the City of Sanford, Florida, at ?:30 o'clock P.M. February 23,1942.

Meeting called to order by the Chairman.
Minutes of adjourned meeting of February 3, and regular meeting of February 9, 1942
next reed and approved.
Captain Wood of the Salvation Army next appeared with reference to salvaging scrap
metal for national defense purposes, and outlined a program whereby the Salvation Army will
sponsor a campaign for collecting scrap metal throughout the City, which will then be sold
to an authorized dealer and the proceeds used toward their local budget requirements for
the ensuing year, and requested the Commission to furnish City trucks for transporting
the scrap metal to some central location in the City after it has been collected and
p~led on alleys and parkways.
Thereupon Supt. Moughton was authorized to assist Captain wood in the haullng of
scrap metal for the Salvation Army.
In connection with interest due March 1, 1942, on Series A and B Refunding Bonds
dated March l, 1937, and Series C, D. and E. Refunding Bonds dated March l, 1941, and
on advice of the Clerk that sufficient funds are on hand for the ouroosde, Commissioner
Gut moved that the Clerk be authorized to transmit to the Central Hanover Bank & Trust Co.
New York City, funds in amount sufficient to cay interest coupons due March l, 1942, on
the outstanding Series A,B,C,D and E. Refunding Bonds.
Application next received from Johnnie Mickens for permit to sell beer and wines
and to operate a dance hall at 1219 W. 13th St., and upon advice of Chief of Police
Williams, same was refused.
Bids next received for furnishing water main valves and fittings for the Water Depart-
ment, as follows:

Thereupon after careful comparison of the prices submitted and the quality of materials
bid upon, Commissioner Higgins moved theft the bid be awarded to Cameron & Barkley Company
for furnishing six 6" and four 4" Mueller-ColumbianA~WA Gate Valves, and to Lee Brothers
for furnishing the Cast Iron Tees and Plugs.
Seconded by Commissioner Gut and carried.
On motion of Commissioner Higgins, seconded by Commissioner Gut and carried, the
Commission next authorized the purchase for the Water Department of One Ellis & Ford Pipe
Cutter, size 4 to 12" , from E.Harold Johnson, Orlando at a price of $65.00 , and five
Dresser Cast Split Sleeves, sixes ~, 4, 6, 8 and lO" from Dresser Manufacturing Company,
Bradford Pa. at a price of $112.48.

Schools, requesting the City to install
and Maple Avenue, and Eighteenth Street
Supervisor of the local Defense Training
street lights at the intersection of Six~l~ Street
and Lake Avenue for protection to the Trade
Schools at these locations.
Action deferred.
In connection with the request to the Florida Power & Light Company to transfer the
street light from intersection of First Street and Tamarind. Ave. to First Street and Pome-
granite Ave., and the transfer of the ~treet light st intersection of Commercial Street and
Holly Ave. to Geneva St. and Poinsetta Ave, authorized at the meeting of February 9th,
the Clerk next reported there would be a cost in amount of $8.00 to transfer the light
to First Street and Pomegrantie Ave, and $37.o0 to transfer the light to Geneva and Poinsetta
Ave.
Thereupon the Clerk was instructed to request the Florida Power & Light ~omoany
discontinue these two lights from the street lighting agreement, since they are not

needed at their present locations.
Mr. E F Lane next appeared on behalf of Mrs Mary Dawson, owner of the W. 43 ft of
Lots I and 2 Block 5Tier 2, and requested the Commission to adjust the assessed valuation
in amount of $1,430.00 agalnst this oro~erty for years 1940 and 1941, inasmuch as the
~welling thereon is in a dilapidated unsafe condition and will have to be demolished.
Thereupon Commissioner Gut moved that the assessed valuation for years 1940 and 1941
against the aforesaid property be adjusted to $1,~OO.OO. Seconded by Commissioner Hlggins and carried.
Application next received from W.A.~eavitt to purchase the W. 1/2 of Lots 6 an~ 7 and
W.l/2 of N~ 2t~ft:iof~LLot~Bt°ck~5'Tier 6 , at a price of $26~.33, which renresents the amount
of the City's liens under the adjusted basis, plus foreclosurecost, offering to pay $100.OO
cash and balance in monthly instalments of $15.O0 each. Mr Leavitt's sister having owned this
property before the City acquired it thru foreclosure of tax liens.
Thereupon on motion duly carried, the Commission authorized the sale of the aforesaid
property to W.A.Leavitt at a orlce of $268.33, subject to Citytaxes for years 19$l and
19~2 and any unpaid State and County taxes, payable $100.O0 cash and balance in monthly
instalments of $15.~0 each with interest at 8% on the unnaid balance, plus one-twelfth of
the annual City and State & County taxes.
On motion of Commissioner Higgins, seconded by Commissioner Gut and carried, the Cpm-

On motion duly carried, the Clerk was next authorized and directed to pay the
accrued Sta~e and County taxes for year 1936 thru 1941 against the aforesaid property

$98.10, which represents the customary realtors commission of five percent of the gross sale.
Request next received from the Seminole County Chapter of the American Red Cross for
a donation of $1OO.O0 toward the Red Cross War Fund, of which Seminole County quota is
$5,000.00.

Communication next read from the Board of Deacons of the First Beptist Church, offering
the City the use of the Church's chime system as an aux~!lary air raid wernlng system, and
same was referred ~o the Seminole County Defense Council for consideration.
Report next read from H.James Gut, Chairman, Air Raid Warning Service glving a detailed
analysis of the recent sound tests made of the ? 1/2 Ho. motor air raid siren purchased on
trial by the City from W.S.Darley & Company, reporting that two tests were made with the
siren located at the municipal water olsnt, which was heard throughout the residential
section but not by the downtown business district; and that a third test was made with ~he
siren located on the roof of the Meisch building in the business district, which was adequatel
heard throughout the entire business district as well as a large part of the residential
section ; also, recommending the installation of this siren upon the reservoirroof at the ware
plant, end the purchase of a smaller siren of the same type for installation in the down-
town business district, in order to a~equately warn the entire. Sanford area.
Action deferre8 until a night test can be conducted with the siren.
Communication next read from Frank L Woodruff Jr. requesting a further reduction in
the assessed valuation in amount of SP,?OO.OO for years 1934 thru 1941 against Lot
Block 3 i~ier ?, cleiming that the assessed vs!uation is still in excess of the actual
value of the property.
Thereupon sfter careful consideration Commissioner Gut moved ths. t the adjusted
assessed valuation in amount of $2,?00.00 for years 1934 thru 1941 against the
aforesaid property be further adjusted to $2,500.00.
Seconded by Commissioner Higg~.ns and carried.
The Clerk next reported that an old. paving lien dated December 26, 1913 in amount of
$S4.31 is recorded in Lien book l, Page 19, Seminole County Records, against S. 46 ft of
Lot 9 Block 9 Tier 4, E R Trafford'e Man of Sanford, whereas, the City's records do not
show this lien to be outstanding and unpaid.
Thereupon in order to clear the records of the aforesaid instrument, Commissioner
Gut moved that the Mayor and Clerk ~e authorized to e~ecute a satisfaction of release
and discharge of same.
Seconded by Commissioner Lodge and carried.
Inspector Duncan next reported that and old dwelling house located on Block 5 Tier 14
is in a dilapidated and unsafe condition and recommended that same be condemned and
demolished

On motion of Commissioner Gut, seconded by Commissioner Lodge and carried, the
Commission next authorized the ourChase from Cohu & Torrey, New York City, of five
Refunding Series "B" bonds at a orice of $720.00 and interest.
On motion duly adopted, the Commission next authorized the oayment of travel expenses
in amount of $6.35 incurred by Policeman C.G.Wtlllams in attending a Civil Defense
Course in Orlando on February 2-6 , 1942.
On motion of Commissioner Hlggins, seconded by Commissioner nut and carried the
Commission next authorized the oayment to E.F.Housholder of note in amount of $498.89
and interest in amount of $29.92, due February 27, 19~2 for balance on ourchsse of
land from ~rs Eva E. Taylor.
