041342-Regular Session MINUTES * CITY COMMISSION, ~ANFORD, FLOR The City Commission of the City of ~anford, Florida, met in regular session at the City Hall in the City of anfor , Florida, at 7:;0 o'clock P.M. Minutes of regular meeting of March 9th, adjourned meeting of March 17~h. and regular meeting of March 23, 1952, ne~t read and ao~roved. Current invoices and oayroll~ for the month of March 195~, properly aud3ted and vouchered as evlcenced by voucher Nos. hkhl thru $53~, submitted, examined, a~oroved and payment authorized. Monthly reports of arrears, Sanltat~on, Golf Departments for the month of March 19k2, Financial statement and statement of of ~srch , 1952, submitted and examined. Health, Water, Police, Fire, Library and submitted an(~ examined. revenues and e×~endltures during the month Bank statements in all accounts for the month of March , 1952, properly reconciled, submitted and e~amln~d. In connection with the bids received at the mee~ng of March 23, 1952, for furnishing lubricating oil for the diesel engines at the Wste~ Plant for the ensuing year, the Clerk next presented a ohyslca! analysis of the oils bid upon, as furnished by the oil companies submitting bids, for further consideration of the Commission. Thereuoon Commissioner Gut moved that the bids for furnishing lubricating oil for the diesel engines be referred to Water Plant Engineer Abrahams, and the contract awarded ~ lng to his recommendations. Seconded by Commissioner Lodge and carried. Communication next read from O.D.Fsrrell at 1209 Park Avenue comolalnlng of the noise caused by the berklng of dogs in his neighborhood and requesting the Commission to adopt en ordinance ~hst will nrohiblt such nuisances. Comm~ssioner Gut then introduced Ordinance No. 323, entitled; AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, MAKING IT UNLAWFUL TO KEEP ANY DOG OR DOGS, CONFINED OR UNCONFINED TN SAID CITY, WHICH, BY REPEATED OR CONTINUAL. ~.BARKING, OR HOWLING, SHALL DISTURB THE COMFORT, PEACE, QUIET OR REPOSE OF ANY PERSON OR P~RSONS P~SIDING IN THE VICINITY OF SUCH DOG OR DOGS, AND PROVIDING A PENALTY FOR THE VIOLATION OF THIS ORDINANCE. and same was read in full by the Clerk. Thereupon Commissioner Gut moved that the rules be wg~lved ~nd said ordinance No.323 be placed on its final passage and adootion. Seconded by Commissioner Bishop. Thereupon the question recurred upon the walvure of the rules. The roll was called and the vote stands as follows: Commissioner Mill Aye MINUTES CITY COMMISSION, SANFORD, FIORiDA,~~M Commissioner Hill Aye " Bishop Aye " Gut Aye " Higgins Aye " Lodge Aye Thereuoon the Chairman announee~ that the City Commission of the City of Sanford, and adooted said Ordinance No. 323 Florida, by unanimous vote , had passed entiteld: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, MAKING IT UNLAWFUL TO KEEP ANY DOG OR DOGS CONFINED OR UNCONFINED IN SAID CITY, WHICH, BY REPEATED OR CONTINUAL BARKING OR HOWLING, SHALL DISTURB THE COMFORT, PEACE, QUIET, OR REPOSE OF ANY PERSON OR PERSON RESIDING IN THE VICINITY OF SUCH DOG OR DOGS, AND PROVIDING A PENALTY FOR THE VIOLATION OF THIS ORDINANCE. On motion duly adoot~'d Ordinance No. 323 was next ordered PUBLISHED in the Sanford Herald. In connection with the State & C, ounty Ta~ Certificate No. 189, sale of 7/4/27, held by Frank L. Woodruff against Lot 6 and ~ 1/2 Lot ? Block 5 Tier 3, E R Trafford's Mac of Sanford, ourch~sed by him under date of June 16~ 19~1, and subsequent taxes for years 1927 thru 1930 at a cost of $132.83, which reoresented only 25 oercent of the total certificate and taxes for those years, the Clerk next informed the Commission that Mr. Woodruff claims he is entitled to the full amount of the certificate and taxes with interest thereon, which amounts to $834.51, but that he agreed to acceot $552.61 for same, oroviding the City redeems State & County Tax Certificate No. 300, sale of ~/!/,32 , in amount of $5~.19 and interest thereon in amount of $49.52, held by him against this same orooerty, and also 1931 City Tax Certificate No. !26 in amount of $~.O0.00 and interest thereofl in amount of $2QO.00 against Lots 6~snd 7 Bloc.k 6 Tier 1. This orooerty havln~ been acquired by the City thru foreclosure of tax liens under date of October 6, 1941. Thereupon after considerable discussion, and upon the advice of City Attorney Wilson that Mr. Woodruff is entitled to the full amount of the aforesaid tax certificate No.189 and taxes for years 192y,192~,1929 and 1930, and interest thereon, under the orovision of Section 42, ChaDter 14572, Legislatlve Acts of 1929, of which he ourchased the certificate, the Commission deemed it ~dviSable and for the best inter~t of the City to redeem the foregoing certificates, and on motion duly carried, the Clerk was authc~zed to cay Mr. Woodruff the sum of $552.61 for the redemotion of State & County Tax Certificate No.lE9 and taxes for years 1927 thru 1930 and interest, and the sum of $10$.71 for the redemption of State & County Tax Certificate No. 300 and interest, and the sum of $550.OO for 1931 City tax certificate No. 126 and interest. On motion duly carried, the Commission next authorized the emoloyment of Elmer C. Corson as patrolman in the Police Deoartment at a salary of $90.00 Der month to fill,the vacancy created by the resignation of S.C.Gardner on Aoril 4th. 1942. Bill of Southern Burglar Alarm Comoany of Geor~.$.a in amount of $1~O.OO for the two 1/2 H.P. Federal Air Raid Sirens ourchased thru Bob Lee, Distributor, next nresented, and on motion duly adooted., same was aooroved and oayment ordered. The Clerk next reoorted that the Cemetery Beautification Committee have made a request for the City to furnish water for beautifying the roadway lea~Ing uo to the cemeteries, stating that the Board of County Commissioners have agreed to install the necessary water oloe s!ong the road, orovid~ng the City will furnish the water. ~h~reuoon on motion duly carried th~ 146 MINUTES CITY COMMISSION, SANFOED, FLORiDA, 19-- 2 Wilson were authorized access to both Safety Deoosit 3o~e~ for the ouroose the contents from Bo× 265 into Bo× No.l??. Communication next read from the local Post of the American Legion advising that they have established a Veterans Emo!oyment Service and requesting th~ Commission to contact, thelr secretary when in need of exoerlenced service men, and same was ordered filed. The Clerk next re~orted that he had endeavored to collect rent from Ci~ owned progerty at !019 French Ave, which l~ occupied by W.E.Jameson, who was the owner of the ~ro~erty before the City acquired it thru foreclosure of taxes and s~ecial assessment l~ens, end had also tried to work out satisfactory terms for Mr. Jameson to ourchase the orooerty beck from the City, but that he refused orooerty , clslming tb~t the City cannot take any is in military service.
