051942 MINUTES CITY COMMISSION, SANFORD, FLORIDA, Nay 19 at 5:00 P N 19 42 157 The City Commission of the City of Sanford, Florida met in adjourned session at the City Hall in the City of Sanford, Florida at 5:oo o'clock P.M, May 19,1942. Present: Commissioner W.C.Hill, Mayor. " H.James Gut " M.J.Lodge City Attorney Fred R.~ilson City Clerk, H . N. Sayer Absent: Commissioner George D. Bishoo " Edward Higgins. Meeting called to order by the Chairman. Commissioner Gut next informed the Board that the War Deoartment has issued instructions to all Police Deoartments having radio broadcasting stations to go off the air while air raids and blackout warnings are being transmitted, and has ordered them to install a soecial radio receiver for receiving code notices of such warnings, stating that a radio receiver to meet such requirements can be ourchased from Hoffmann Electric Service at a cost of $50.00. Thereupon Commissioner Lodge moved the ourchase of a radio receiver for the Police Deoartment from Hoffmann Electric Service at a cost of $50.00. Seconded by Commissioner Gut and carried. Consideration was next given to the orooosal of the State Welfare Board to move their District Office to Sanford, orovided the City and County will cay the rent on three offices for them. 'hereuoon Commi~sioner Lodge moved that an exoenditure of $15.00 per month be authorized for payment of one-half of the rental of offices in Sanford for the State Welfare Board, contingent uoon the County oaylng the balance of such rental. Seconded by Commissioner Gut and carried. '~oolication next received from Moody Harden for oermit to sell beer and wines at 500 Cyorees Ave., and on recommendation of Chief of Police !(illlams, same was aooroved. Request next received from J.H. Tlllis to lease l~ from the City all of Block 6 A.B.Hussell's Addition to Fort Reed, located at the northeast corner of Sanford Ave. and Twent - y sixth Plece, for the ouroose of constructing and ooerating a construction camo to accomodate the workers that will be emoloyed at the Naval Training Base which is being established on S~nford's Airoort. The City having made aoolication for a State & County Tax Deed to the aforesa~id orooerty and will acquire title on June 1,1942. Thereuoon after considerable dlscqssion as to the terms and conditions to be embodied in the lease, Commissioner Gut moved that the ~',ayor and Clerk be authorized to execute such lease on behalf of the City, and ordered theft same be soread on the minutes of this meeting, as follows: THIS AGREEMENT, Made and entered in~o in duolicate as and of ~he 16th. day of May, 1942, between CITY OF SANFORD, FLORIDA as carry of the first Dart, and J.H.T!LLIS, of Seminole County Florida, as carry of the second cart, WITNESSETH THAT: WHEREAS, the carry of the first cart has emtsblished an airoort which has been acceot ed by the Navy Deoartment of the United States for the establishment of a Naval Training Base thereon and is oroceedtng to the estrblishment of said Naval Training ~ese, and for that ouroose a large n~ber of workmen will be employed , and the catty of the second MINUTES CITY COMMISSION, SANFORD, FLORIDA, M~y 19 at 5:°° 19 of the second cart may establish said construction camo: NOW , THEP~FO~, the osrtles of the first and second cart, for and in consideration of the sum of One ($1.OO) Dollar, each to 'the other in hand paid, the receipt of which is hereby acknowledged, and the mutual covenants of said nartlea hereinafter set forth have agreed and do agree to and with each other as follows, to-wit: 1. The carry of the first cart, for and in consideration of a rental of One ($1.00) Dollar per year to be paid by the carry of the second cart, does hereby lease an~ let unto the party of the second cart the following described lot, piece or parcel of land situate in Seminole County, Florida, to-wit: All of Block 6 A.B.Russell's A~dltlon to Fort Reed, as recorded in Plat Book l, PaRe 97, of the public records of Seminole County, Florida. 2. The party of the second cart agrees to begin the establishment of said construction camo on the above dezcribed property not later than June l, 1942, andhave it in ooeratlon within two (2) weeks thereafter, and to establish thereon all necessary and proper sanitary facilities for the accomodation of occupants of said construction camp, said sanitary facilities to comply with regulations and rules of the State Health Depart- ment of the State of Florida. 3. The party of the first cart will main to the above described property for the extend its water oloe line from its present furnishing of water to the carry of the second part, meter to be installed and said water to be paid for by the party of the second cart at the usual rates for which wa~er is supplied by the party of the first Dart to other carries. 4. The party camo with the present ¸5. account of the establishment or operation of second part will save the party of the first any way on account of the establishment and of the second cart will effect sewer connections for said construction sewer line of the party of the first cart. The carry of the first cart assumes no liability of any kind to other parties on said construction camp, and the party of the cart harmless from any damages arising in and operation of said construction camo. 6. The carry of the ~econd cart shall be entitled to make reasonable charges for accomodation furnished at said construction camo to workers employed at said airport. y. This agreement shall remain in full force and effect so long as said constructlc camp is operated by the party of the second cart, and shall not be transferred or assigned by the carry of the second cart without the written consent of the party of the first Dart, but nothing in this oaragraoh contained shall prevent the cart of the second cart from subletting any portion of said oronerty for a lawful purpose. 8. The carry of the second cart agrees to Day any and all taxes levied and assessed against the above existence of this agreement. 9. At the termination of thi~ con~ract toe , before they become delinquent, described property during the carry of the second cart shall have the right to remove from said cons~ion camp all improvements placed thereon by him. lO. The party of the second cart will conduct and operate said construction camp in an orderly manner and make no unlawful use thereof. ll.
