052542-Regular SessionMINUTES ~'he City Commission of the City of Sanford, ~lorida, met in regular session at the City Hall in the City of Banford, Florida, at 7:30 o'clock P.M.May,25,1942. Present: Commissioner Edward Higglns, Acting Mayor. " George D.Btshoo " H. James Gut " M.J.Lodge C~ty Attorney, Fred R.Wllson City Clerk H N Bayer Chief of Police, B.G.Williams Absent: Commissioner ~.C. Hill, Mayor. Meeting celled to order by the Chairman. On motion of Commissioner Gut , seconded by Commissioner Bishop and carried. the Commission next authorized the sale to J.H.Estrldge of the M. 67 ft of lots 9 and lO Block 6 Tier 2, E.R. Trafford's ~ao of Sanford, at a orlce of $1500.00, subject to City taxes for year 19~2, and all unpaid State & County Taxes, payable on terms as follows: $600.00 cash, and $40.OOper month beginning July 1,1942, and a like monthly payment on the first day of each month until and including December 1,1942, said pay- ments to be applied first to interest at the rate of 6% per annum on the unpaid balance and the remainder of said purchase price and interest to be paid in full on or before the first day of January 19~3. The Clerk next reported that Harry E.Robson had agreed to accept the City's offer of $100.O0 for the purchase of all buildings and bowling alleys located on City owned property described as the west 12~ ft. of that part of Block !~, Chapman & Tucker's Additio lying south of First Street, ~nd on motion duly carried, same was approved and payment authorized. On motion duly adopted, the Commission next authorized the expenditure for the cost of converting said bowling alleys into an open air dance floor, for the purpose of furnishing recreation facilities for the young people of Sanford. In response to request for bids for furnishing uniforms for the Police Department the following bide were next presented, together with samples: W.E. Thereupon after careful comparison of the prices submitted and the quality of merchandise bid upon, Commissioner Gut moved thst the bid be awarded to Yowell & Company for furnishing Coat and One Pants at a orlce of $39.50, and to W.E.W~tson for furnishing the extra summer pants and shirts. Seconded by Commissioner Lodge and carried. Application next received from Volte Williams for a franchise to operate a bus llne throughout the City for transporting passengers. Lot 56 Florida Land & Colo Co. addn. to Sou. ~anford Taxes & Penalties 1931/40 $ 38.95 ADJUSTMENT AUTHORIZED Adjusted to: 18.11 LOX 56 FI~ ~d ~ Colo Co~Addn. five for equloment Thereunon, after considerable disucssion, Commissioner Bishop moved that the City Attorney be authorized and directed to immediately institute condemnation proceedings for acquiring the necessary rights-of-way for widening Park Ave. from 24 feet ~n width to 44 feet in width between the Railroad and Twenty-first Street. Seconded by Commissioner Gut and carried. Consideration ne×t given to the matter of entertaining Lieut. Geo T. Swiggum, USNR, and his staff, who is in charge of the construction of the Naval Ooerational Training Station on Sanford's airoort, on a boating and fishing trio on the St. Johns River on May 3Oth. Thereuoon, on motion duly carried, Commissioner Higglns was.authorized to extend the invitation to Lieut. Swiggum on behalf of th~ Commission, and the Clerk was authorized to make arrangements for use of F.E.Roumillat's boat and to ourchase the necessary food suoolies and refreshments for the trip. Request next received from Fire Chief Cleveland that the City furnish Assistant Fire Chief Thomas with teleohone services in his home, for emergency ourooses. Action deferred. nequest ne×t received from Mrs Henry A.Russell, 612 Oak Ave., that the Commission amend Section ~ of the Bicycle Ordinance so as to allow the carrying of passengers on bicycles. Thereuoon after careful consideration, the Commission deemed it inadvisable from a safety standooint to allow more th~n one oerson to ride on any bicycle , and the Clerk was instructed to notify Mrs Russell of this decision. Aoollcation next received from S.O.Shlnholser to lease the City's warehouse located on Lot ~ and W. 1/2 of Lot 9 ~block 2 Tier ll, for a oeriod of one year beginning June 1,1952, at a rental of $~O .00 net month, with notion ~o nurchsse said orooerty during term of the lease at a orice of $2,000.00. Thereuoon the ~hairman a.ooointed Commissioners Bishoo and Gut as a Committee of two, to Insoect the aforesaid warehouse orooerty ss to its rental and sales value. and to reoort t~eir recommendations for consideration at the next meeting.
