Bayer Chief of Police R.G.Williams Meeting called to order by the Chairman. Minutes of adjourned meeting of July 6th, regular meeting of July 13, and 27th. and adjourned meeting of July 29,1942, next read and annroved. Ourrent invoices and ~ayrolls for the month of July 1942, properly audited and vouchered as evidenced by voucher Nos. 48h~ thru 4931, submitted, examined, aonroved and payment authorized. MontHly reports of Streets, Sanitation, Health, Water Police, Fire and Golf Departmen'ts for the month of July 1942, submitted and examined. Financial statement and statement of revenues and expenditures during the month of July 1942, submitted and examined. ~ank statements in all accounts for the month of July 1942, properly reconciled submitted and examined. On motion of Commissioner Gut, seconded by Commissioner Lodge and carried, the Commission next authorized the purchase from Cohu & Torrey, New York City, of one Refunding Series B bond at a price of $720.00 and interest. Application next received from Mrs Lids C.TenEyck to purchase Lots 13, 14 , 15 and 16 of Block 3, Bel Air Subdivision, these lots having been acquired by the City thru foreclosure of taxes and snecial assessment liens. Thereupon after carefulconslderation, and on motion, duly carried, the Commission authorized the sale of the aforesaid lots at a price of $75.00 each, subject to any unpaid State & County taxes. Request next received from Ira Southward for an adjustment of the assessed valuation for years 1934 thru 1940 agains~ the following described property, claiming that the assessments are too high. E 1/2 of Lot 6 Block 11 Tier H, A~sessed at 9510.O0 Lot 3 Block 13 Tier E, Assessed at 9850.00 Lot 1 Block 13 Tier F, assessed at $6S0.00 Thereupon after careful comparison of the assessed valuation of this property with similar properties, Commissioner Gut moved that the assessed valuation in amount of 9510.00 against the E 1/2 of Lot 6 Block 11 Tier H, be adjusted to $400.00, the amount of $850.00 against Lot 3 Block 13 Tier E, be adjusted to $700.00, and the amount of 9680.00 against Lot 1 Block 13 Tier F, be adjusted to 9600.00, for years 1934 thru Seconded by Commissioner Lodge and carried. SANFORD, FLORIDA, AU/~USt l0 at 7:30 P M19 42 189 Thereupon after careful consideration, Commissioner Gut moved that the sale price of this property be placed at $600.00 , subject to City taxes for year 1942 and any unpaid State & County taxes. Seconded by Commissioner Bishop and carried. The Clerk next reported that City employee W.F.Tuten, truck driver, had fallen on a concrete block at the City dump on the afternoon of August 10, 1942 and fractured his hip, and is now in the Fernald-Laughton Memorial Hospital receiving medical treatment , stating that the accident happened thru his playfulness with another City employee but that it occurred while Mr. Tuten was on duty with the City, and that in accordance with the requirements of the Workmen's Compensation Act, the City is reqmired to furnish him hospitalization and medical treatment, provided the accident is Within the requirements of this Act. Thereupon the ~lerk was authorized to furnish Mr Tuten hospitalization and medical treatment until such time an investigation can be made of the accident to determine whether or not the City is liable for the case under the provisions of the Workmen's Compensation Act. The Clerk next reported receipt of $83.00 from Mr W.A.Adams for rental on the City's Bush & Bogg 24# Disc Harrow for period June 18 to July 31, 1942, based on a rental of $50.00 per month, stating that Mr. Adams had rented this harrow for use at the Naval Air Base for only a few days work but that he probably will be using ~t for several weeks. Thereupon on motion duly carried, the Commission a~nroved the rental of the City's Bush & Bogg 24" Disc Harrow to W.A.Adama at a rental of $50.00 per month. Fire Chief Cleveland next Dresented annual fire report for year ending December 31,1941, showing number of fires, class of buildings burned, amount of losses etc, and same was read by the Clerk. On recommendation of thief of Police Williams, and on motion duly adopted, the Commission next authorized the employment of George Haskins as a regular Police Patrolman at a salary of $90.00 per month, to fill the vacancy created by the resignation of N.E.Jennings who enlisted in military service on august let. Chief of Police Williams next reported of several offenses of breaking and entering and house robbery committed in the residential sections during the Daet few weeks, and requested authority to employ two extra men temporarily in the Police Department at a salary of 25~ per hour each, in an endeavor to apprehend the thieves, and on motion duly carried, same was approved. Consideration next given to the matter of the City Commission expressing their appreciation to the Sanford Auxiliary Policemen, consisting of some twenty men, by furnishing them some form of entertainment in recognition of the nublic sDiritednese shown by them in devoting their time in several hours training to serve the community and for the services they are now rendering the Police DeDart,~nt. Thereupon after considerable discussion, it was felt that the Sanford Auxiliary Policemen would enjoy either a banquet or picnic, to be arranged among themselves, and on motion duly carried, an expenditure of not to exceed $2.00 Der oldie was authorized for this purpose. The Clerk next reported that three second-hand bicycles had been Durchased for E.$ickers, Lee Vlckers, and Robert Sanders, colored golf course employees and charged 190 MINUTES CITY COMMISSION, SANFORD, FLORIDa, August 10 at ?:]0 P ~I9 42 Communication next read from Lieut. R. Lamoreaux, Officer-in-charge , of construct- ion of Naval Air Operational Training Bases, advising that the Air Operational Training Base at Sanford will be placed in commission in the near future, and will require approximately one-half million gallons of water per day, which will be purchased from the City of Sanford. Thereupon after careful consideration, and in view of the fact that the City's existing water supply is inadequate Training Base, it was felt that the to be able to furnish an additional to supply the requirements of the Naval Air Operational ~ity should expand the present source of supply so as 75© gallons of water per minute, which will necessi- tats the installation of three additional wells and pumps, and a booster pump in the supply main from the wells. Commissioner Higglns then informed the Commission that in view of the City's inability to finance the expansion of the source of water supply to meet the Navy's requirements, as outlined above, the Federal Government will grant the City sufficient funds for this purpose, upon proper application to the Federal Security Agency. Thereupon after considerable discussion as to the detail information that will be necessary to prepare an estimate of the cost of expanding the water supply in order to make application to the Federal Security Agency for a grant of funds, Commissiomer Higgins moved, that ~ommissioner Gut be appointed to assist the Clerk in the of test wells and preparing cost estimates, and that he be compensated by the his installation City for , the Commission increased from $ 6o4.77 $ 530.76 $ 552.63 services. Seconded by Commissloner Bishop and carried. The Clerk next reported that Fairbanks, Morse & Company have not installed the proper exhaust equipment on the two diesel engines at the water plant in accordance with their agreement several months ago. These engines having been -purchased from Fairbanks Morse, & Company in 1937 and lO" exhaust equipment was installed on the engines in their original installation instead of 12" exhaust which is the correct size. Thereupon in view of the fact that Fairbanks, Morse & Company have not carried out their agreement to adjust this error in the installation of the two diesel engines purchased from them , the Clerk was instructed to withhold any further payments .on the purchase contract covering this machinery until they have installed the Oro~er exhaust equipment on the engines. On recommendation of Supt. Moughton , and on motion duly adopted authorized the wages of Robert Zanders and Jim Murphy, colored employees, $1.~O to $2.10 per day.
