082442-Regular Session192 MINUTES CITY COMMISSION, SANFORD, FLORIDA, AUEUSt at 7:3o The City Commission of the City of Sanford, Florida, met in regular session at the City Hall in the City of Sanford, Florida, at 7:30 o'clock P.M. Application neet received from George Thurston to lease the City's farm land for the ensuing year ending June 30, 1943, at a rental price of $200.00 , payable $100.00 now and balance on November 1, 1942, said oro~erty being described as follows: Lots 2, 4 and 8 Block X, St. Gertrude Addition. Thereupon Commissioner Gut moved that.the City lease the aforesaid farm property to George Thurston for one year at a rental of $200.00, payable $1OO.00 cash and balance on November 1, 1942. Seconded by Commissioner Higg~ns and carried. In connection with interest due September 1, 1942, dated aarch 1, 1937 and Series C,D and E. vice from the Clerk that sufficient funds on hand for the purpose. Commissioner Lodge moved ~hat the Clerk be authorized to transmit to the Central Hanover Bank & Trust Company, New York City, funds in amount sufficient to pay interest coupons due September l, 1942, on the outstanding Series A,B,C, D and E Refunding Bonds. Seconded by Commissioner Gut and carried. On motion of Commissioner GUt, seconded by Commissioner Lodge and carried, the Clerk was next authorized to noon the Municioal Registration Books on Sentember 14,1942 for the Municipal Primary Election to be held on the first Tuesday after the first Monday in November, !942, in accordance with the terms of the Charter. Request nex~ received from Postal Telegraph Company for the City to reserve a ~en minute parking space in front of their office aS 112 North Park Avenue , and on motion duly adopted, same was authorized. On motion of Commissioner Gut, seconded by Commissioner Lodge and carried, the Commission next authorized the sale to Foster Smith of an old tenant house located on the west 1/2 of the west 1/2 of Block 5 Tier 20, at a price of $80.00, and an old garage apartment located on Lot 5 Block lO Tier 6, at a price of $125.OO, said buildings to be de- molished and removed from the premises. This property having been acquired by the City thru foreclosure of taxes and special assessment liens. In connection with the balance owing City Attorney Wilson for his services in handling the foreclosure proceedings of delinquent taxes and special assessments, sales of October 6, 1941 and August 3/ 1942, which is two per cent of the total taxes and/or special assessments and interest and penalties thereon , calculeted under the adjusted basis, authorized by the Commission at the meeting of February, 10, 1942, City Attorney Wilson next offered to accept $350.00 as a flat fee for the balance due him 'for his legal services in connection therewith, having received $250.O0 on account for his services under date of July Thereupon Commissioner Higgins moved that City Attorney~Wilson's offer be accepted and the payment of $350.00 for balance due hl.m for legal services for handling the aforesaid foreclosure proceedings be authorized. Thereupon, on motion duly carried, the Comm~selon authorized the sale of the aforesaid property to Mrs. Langley at a ~rice of $~31.84, ~ayable one-half cash and balance on or before January 1,1~43, with interest at 8% on the unneld balance, subject to City taxes for year 1942 and any unpaid State and County taxes. Thereupon, on advice from the Clerk that the five room dwelling house, which was Albert Spann's home, located on the aforesaid lot was over thirty percent destroyed by fire in the s~ring of 1~42, Commissioner Lodge moved that the City sell this property to him at a price of $1~O.OO, subject to any un,aid State and County Taxes. Seconded by Commissioner Hlggins and carried. On motion duly carried, the Clerk was next instructed to nlace an advertisement in the Banford Herald offering for sale the remainder of the ~roperties acquired at the fore- closure sale of Auguet 3, 1942, subject to City taxes for year 1~2, and and un,aid State and County taxes, thru sealed cash bids to be received by the City Commission at aces~t or the meeting of Sentember 14, 1~42, the Commission reserving the right to/reject any or all bids received. Commissioner Higgins next moved that City Attorney Wilson be authorized and instructed to institute forecloeure proceedings against the remainder of improved'properties that are tax delinquent for year 1~8 and/or prior years, immediately after 0c~ober Seconded by Commissioner Bishop ~nd carried. Communication next read from the eminole County Chamber of Commerce advising that a resolution was passed by its Board members at a recent meeting, requesting the City to have some disposition made of the unsightly burned brick building located in front of the Mayfalr Hotel. At thie time ~r and Mrs. Ed. Said ~roperty to be used for operating a sawmill and ~!aning mill thereon. Thereupon after careful con~ideration, Commissioner Hig~ins moved that the City lease Williams Lumber Company the aforesaid ~ronerty under the terms outlined above, with a sti~ulation in the ~ese that they will ~ay ~ll County taxes that may be assessed against this property during the term of the lease, and also that they will keep the premises free from sawdust and sh~vtngs by disposing of them under the directions and supervision of the Fire Chief. Seconded by Commissioner Bishop and carried. In connection with the City having to furnish recreation facilities for enter- taining the several hundred service men that will be stationed at the Naval Air Operational Training Base, Commissioner Higglns next informed the Board of the possibility of constructing the ~ro~osed swimming pool in Fort ~ellon Park under a WPA project, ~rovided the ~ity can furnish all materials in the construction that are vital to War Production, stating that the City has several hundred tons of old concrete and brickbats on hand that could be crushed and used in the concrete work, and that the Quillian Construction Company, Inc., Daytona Beach, has offered to rent the City a rock crusher for this ~ur~ose at a rental of ~O~ per ton, or a minimum of $200.00, also, that the Barge Thompson Company, Atlanta, Georgia has several tons of reinforcing concrete steel stored at Daytona Beach, and will sell the City 12~ tons of it at a price of $~9.00 per ton, which will take care of the vital war materials necessary to construct the ~ool. Thereupon after considerable discussion, Commissioner Gut moved that the City rent the rock crusher from Quillian Construction Oomoany, Inc., at a rental price of 50~ per ton of concrete and brickbats crushed, and also purchase 12~ tone of reinforcing concrete steel from Barge Thompson ~ompany at a price of $5~.00 per ton , for the purpose of constructing a swimming pool in Fort Mellon Park. Seconded by Commissioner Bishop and carried. Fire Chief Cleveland next reported of the resignation of Fireman Chester T. Eetes, effective August 23, and requesting authority to employ Manning G. Harriett at a :salary of $8~.OO per month to fill the vacancy, and on motion duly carried, same was authorized.
