On motion of Commissioner Hlggins, seconded by Commissioner Lodge and carried,
the Commission next authorized the sales to the original owners of the following described
properties acquired by the City thru foreclosure of tax liens at prices reoresenting the
smount of City's liens against said orooerties, under the adjusted basis if aoolicable,
plus foreclosure costs, subject to City taxes for year 1942 end all unpaid State and
County taxes.

On motion of Commissioner Bishop, seconded by Commissioner Higglns and carried, the
Commission next authorized the purchase of 4000 pounds of Italian Rye Grass Seed from
Parrish Feed St~re, DeLand, Florida at a price of 07¢ per pound delivered to Sanford
for the Municipal Golf Course.
On motion of Commissioner Hlggins, seconded by Commissioner Lodge and carried, the
Commission next authorized the purchase from Cohu & To'ray, New York City, of 25 Refunding
Series A bonds at a price of $355.00 o'er bond and int~erest, the purchase from B.J.
Van Ingen & ~omoany, Inc, Miami, of 5 Refunding Series A bon~s at a price of $355.00
per bond and interest.
Request next received from Watt & Sinclair of Flor~a, Inc, contractors at the Naval
Air Base, to rent the City's cast iron pice cutter a few hours each day for several
days, for use in cutting pipe at the Air Base, and on motion duly carried, same was
authorized, provided they cannot make any other arrangements for securing a ploe cutter.
~oolication next received from Pentland, Gray & Moore, Accountants and Auditors, for
the regular annual audit of the City's books covering the fiscsl year ending September
30,1942, the agreement being that the total co~t of the audit will not exceed $650.00
and if any saving in time can be effected, the City will receive the benefit of such
saving.
~hereupon Commissioner Lodge moved that Pentland, Gray & Moore be awarded the annual
Audit of the City's books for the fiscal year ending September 30,1942, in accordance with
the terms of their aopllcatlon.
Seconded by Commissioner Bishop and carried.
~ommunication next read from the local organization of "Bundles For America."
requesting that the City place additional benches on the rarkways in the
section to accomodate Service men that visit Sanford.
Thereupon Supt. Moughton was instructed to nlace additional benches at the aforesaid
locatione~ at such t~me as more benches are constructed.
Consideration next given to the matter of installing a new roof on the City,s*ned
warehouse located on Lot 8 and W 1/2 of Lot 9 }~tock 2 Tier 1!, Trafford's Mac, that
was leased to Mr S.O.Shinholser for a term of one ~ear beginning June 1, 19~2, at a rental

'Thereupon after considerable discussion, and in view of the fact that no
oro~isions are in the lease agreemelnt requiring either the Lessor or Lessee to
make such repairs, the Commission authorized a ~¥~ months rental credit
of $!S0o00 to be soplied toward the lease, provided Mr. Shinholser will
a new roof on the aforesaid warehouse at his exoense.
In connection with the case of City employee W.F.Tuten , who fell and
fractured his hid while on duty on date of August 10,1942, and is being furnished
hos~italization and medical treatment by the City, City Attorney Wilson next
re~orted that he had investigated the cause of the accident and it is his o~inion
that the City is liable for the accident under the ~rovlsions of the Workmen's
Compensation Act.
On motion duly carried, the Commission next authorized

Thereupon, on recommendation of Fire Chief Cleveland, the Commission
authorized the employment of J.T.Vernon to fill the vacancy to be created by the
resignation of J.M.Matthews, and authorized the Fire ~hief to emgloy someone to fill
the vacancy left by J.W.Horner.
On motion duly carried, the Commission next authorized the salaries of
Firemen J.R. Crow and Elmer C.Nolan increase to $100.00 per month each.

were next received, and on motion duly carried, same were sngroved.
