Dec. ember l~- at 7: ~ P M19 LI-2 The City Commission of the City of ~anford, Florida met in regular session at the City Hall in the Cit. of oanford, Florida, at ?:30 o'clock P.~. December 1~,1942. Present: Commissioner W.C.Hill , Mayor " George D.Bishop " H.James Gut " Edward Higgins " M.J.Lodge City Attorney Fred R.Wilson City Clerk H.N.$ayer Chief of Police R.G.Wi]liams. Meeting called to oraer ~oy the Chairman. Current invoices and payrolls for the month of November 1942, and vouchered as evidenced by voucher Nos. 5192 thru 5283, submitted, and payment authorized. Monthly reports of Streets, Sanitation, Health, Water, Police, Fire, Library, and Golf Departments for the month of November 1942, submitted and examined. '.Financial statement and statement of revenues and expenditures during the month of aovemOer 1942, suomitted and examined. Bank statements in ell accounts for the month submi~teG and examined. Montez Harris next appeared and requested the the purchase price, the amount of owned by her ana acquired 0y City from the City. Request refused. The following insurance Insurance on City's automotive Equipment properly audited examined, approved next submitted. AGENT Colclough Re~l~y Company C.M.Boyd & Company of November 1942, properly reconciled, Commission to allow her credit toward rentals collected by the City from the property originally tnr~ i'oreclosure ~f tax liens, which she is purchasing back proposals for renewal of the Liability and Property. Indemninty Company Insurance Company, PREmIUm $~25.63 358.56 Thereupon 8fter consi~eraOle discussion, it was the opinion oI the Commission that the aforesaid inusrance should be divided between the comp8nies, and requested Colclough Realty Company to suomit a proposal for insuring twenty oI' the motor vehicles and C.~.Boyd & Company to suOmit a proposal for insuring the remaining twelve, for further consideration Dy the Board. ~ayor Hill next reported that Stricklsnd Motors, Inc, had offered to sell the City the Second-hand 1942 Model Deluxe Fordor Ford Sedan Automobile at a price of $850.00 without tires, which wes offered et s price of $995.00 with tires at the meeting of October 12th. Thereupon a~er careful consideration, and in view of the fact that the night police petrol car has traveled more then fifty thousand miles and will need to be replaced within the next few months, and because of the fact that the Federal Government is confiscating ali 19~2 moael sutomobilee the dealers h~ve on hand and there will be none MINUTES CITY COMMISSION, SANFORD, FLORIDA, December at 7:30 purpose of replacing the night police patrol car when it has worn to such an extent as ~o hinder the efficiency of the Department. Seconded by Commissioner Bishop end carried. Bill of Pentland, Grey & Moore in amount of $650.00 for auditing City's records ~or fiscal year ended September 30,19~E, next submitted, and on motion duly carried, same was approved and payment authorized. Applicstion next received from the S~nford Atlantic National Sank and the Florida Stets ~ank of Sanford to be designated as Depositories of the City oi' ~an~ord funds for the year 1~3, agreeing to furnish satisfactory security in Federal Bonds to be approved Ooth as to amount and validity by the City %o protect said funds. Thereupon Commissioner Higgins moved that the ~enford Atlantic National Bank end the Florida State Bank of Senford be designated as Depositories of the City of Oanford funds for the year 19~3. Seconded oy Commissioner Gut and carried. On motion of Commissioner Higgins, seconded by Commissioner Gut end carried, the Commission next authorized the employment of Raymond Lundquist ss manager of the ~unioipal Golf Course st a salary of $Y5. OO per month, efl'ec~ive DecemDer 15, 19~2, to fill the vacancy crested by resignation of Allan Stewart. On recommenCetion of Chief oi' Police Williams, an* on mo~ion duly adopted, the Commission next authorized the following increases in salaries in the Police Department, ell'active es of ~e.~emOer 1,1~2: C.G.Williems increased from $121.OO to $1E5.00; E.W.Corson increased from $110.O0 to $120.00, and Geo Haskins increased from $110.OO to $120.00. Bill of L.A.Scribner DVM, in amount of $56.00 for analyzing 56 samples of milk from dairies operating in Senford, next presented and on motion duly c~rried, same was approved and payment authorized. Said analysis having been made in Dr. J.4.Ruble's LeDoretoKies et Orlando. Bill oi' ~vsns Implement Company, Atlanta Georgia, in amount of $11~.ll covering repairs to e power greens mower for municipsl golf course, nex~ suOmi~ted , end on motion duly carried, same was approved end payment authorized. The Clerk next reported that the Atlantic Co~st Line Rsilroed Company had constructed sidewalks across its main line track on West Thirteenth Street end widened said street st this crossing in accordance with the request of the City Commission at the meeting of NovemOer 9, 19~W. Request next received from O.D.Farrell that four or five perking spaces be marked off and reserved for "lO minute parking" in front of his pmcksge store on North Sanford Ave. Thereupon the Commission authorized Supt. ~oughton to reserve one parking space l~or "lO minute parking" in front of Mr. Farrell's store on N. Sanford Ave. On motion duly adopted the'Clerk was next instructed to obtain bids for furnishing uniforms for the Fire Department. The Clerk next presented a letter from the Firemen stating that they hsd by unanimous vote, elected Firemen R.T.Thomss to serve es a member of the Board of Trustees of the Firemen's Relief and Pension Fund for the next two years term. Thereupon on motion duly carried, the Mayor, Fire Chief and Fireman R.T. Thomss were declared to be the Board of Trustees oI' the Fireman's Relief and Pension Fund, in accordance with the provision of Section2 of Chapter 19112, Acts of 1939 Legislature, '6 24. Thereupon in view of the fact that Pump Branch is e natural stream, the matter was taOled. The Clerk next reported that the master w~ter meter at the pumping station that registers the number of g~llons of water pumped from the wells nas started registering inaccurately, sn~ the City will have to have it repaired by the Republic Flow Meters Company, manufacturer of said meter, and on motion duly adopted, same was authorized. Commissioner Higsins next reported that the Commanding Officer of the Naval Air Station at Sanford has requested that mellonville Avenue be designated as a through street for traffic from First Street south to the City Limits. Thereupon after careful consideration, City Attorney Wilson wes directed to draft tee necessary ordinance amending tne ordinance regulating trafI~ic upon the streets aha avenues in the City , so as to designate mellonville Avenue as a through street. Application next received from W.L.(Whistling Willie) Williams to purchase Lot 2 Block 6 Tier ~, E R Traf£ord&s Lap, he having owned this property before the City acquired it thru foreclosure of tax liens. Thereupon after careful consideration and in view of property, Commissioner Higgins moved price of $100.00, suojec~ to of t~e house on this to W.L.Williams at and County taxes. Seconded by the dilapidated condition the s~le o1' Lot 2 Block 6 Tier E 1942 Ci~} taxes and all unpaid S~a~e Commissioner Lodge and carried. Communicatzon next read from W.£, Jameson o~lerzng the sum of $1D0.00 for the pur- chase of Lot ~ !Olo~:k 12 Tier 8, £ R.Trafford's ~ap, he having owned this property before the City acquired it thru foreclosure of taxes ~nd special assessment liens. Thereupon Commissioner ~ut moved %he sale to W.E.Jameson of ~he aforesaid property at a price of $150.00, suoject to 1942 City taxes and ell unpaid State and County taxes. Seconded by Commissioner Higgins en~ carried.
